| Description: | A routine Compliance Inspection was conducted on November 09, 2023, with Elsa Portanyi, Environmental Specialist II with the Florida Department of Environmental Protection, Marathon Office, and Leandro Lamelas, Facility Representative, of Nationwide Plumbing Services. The facility operates as a plumbing service. TANK: The facility has one (1) 1,000-gallon Vehicular Diesel, double walled (DW), compartmentalized, regulated above ground storage tank (AST). The tank is used for fleet vehicles. The gated area where the tank is kept is also used as a storage area for portable toilets and associated tubing, making the tank difficult to access. It's unclear if the tank's registration is accurate regarding the design as compartmented. SPILL AND DISPENSER CONTAINMENT: The facility had one (1) fill port and no spill bucket at the fill port. The facility uses a garden hose to dispense fuel directly from the tank into the fleet vehicles. The dispenser is stored in the opening of a plastic drum. Liquid greater than one inch was present inside of the drum. The grass around the drum was dead and the hose was tangled, touching soil, and presented a tripping hazard. The decals on tank were faded and API label was missing on the fillport. OVERFILL PROTECTION: Overfill protection is provided Krueger gauge. SUMPS: The facility does not have sumps in relation to the regulated storage tank. RELEASE DETECTION: The facility did not have release detection on the regulated storage tank. DOCUMENT REVIEW: PLACARD: The placard was posted on tank at the time of the inspection was expired and dated 09/01/21 – 06/30/22. Updated placard provided via email on 11/21/23. FINANCIAL RESPONSIBILITY: Financial responsibility not provided at the time of the inspection. The facility provided financial responsibility coverage by ACE American Insurance Company dated 12/21/23 to 12/21/24 to the Department on 2/2/24. The facility is not able to provide historical records prior to 12/21/23. MONTHLY INSPECTIONS: The facility did not have monthly monitoring records since the tank's installation on 8/1/21. ANNUAL OPERABILITY TESTING (AOT): The facility did not have AOT records for overfill protection since the tank's installation on 8/1/21. Please see inspection report for full list of violations.
