Tanks 1-6 and 12-15 are bulk product S/W-AST installed within a sealed dike concrete containment - all equipped with steel aboveground piping dispensing product from tanks to dispensing rack for loading product delivery trucks. Product levels are manual tank gauge monitored (MTG). The tanks within the containment are all lube oil tanks. The drain valves for the containments were secured and locked at time of inspection. The underground product piping from the tanks supply product into the facility warehouse for decanting product into delivery barrels. The underground piping is equipped with observation ports installed for each of the six product pipe lines - these are visually inspected monthly. A current open violation exists for not providing check or anti-siphon valves on piping exiting containment area. Work to resolve this violation is in progress but not yet complete. Please provide documentation that all valving has been installed as soon as possible. Tanks 10 and 11 are D/W-AST's utilized for PCW and recovered waste fuels. These are equipped with spill buckets installed on the fill ports and interstitial monitoring Krueger liquid sight level indicator gauges. Tanks are in containment so annual operability testing of the release detection and overfill devices is not required for these 2 tanks. PCW recovered from multiple facility containments are transported to this facility for storage and disposal. Waste disposal manifests are maintained by the facility staff. Tanks, product piping, dispensers and secondary containments appear to be in good condition. | Description: | Tank installed by Petroleum Aids Inc. PCC 056878 installed the AST within the existing containment. Tank has overfill audible alarm and visual gauge for overfill prevention. Insurance has been updated - binder policy reviewed with owner - CFR not yet signed will be signed upon effect date of policy. All piping associated with the tank is within the containment - from the loading rack to the tank top area and from the bottom of the tank back to the distribution rack - contents are heavy lube oil. Tank has been secured and piping has been protected. Due to weight of oil - no anti-siphon valve is required. Tank has been included into existing RDRL and monthly inspection log. FUTURE DUE DATES OF FOLLOWING: Tank Insurance Renewal Due: 1/2008 Placard Registration renewal due: 6/2007 Visual inspection revealed: Containment is dry and clean, some peeling of containment sealant is starting to occur around the tank supports and needs addressing to prevent further degradation. Monthly inspections should document any maint. which is performed or recommended as needed to prevent any release. The bermed transfer pump area is slightly stained from seal leakage and a routine cleaning of the area should continue to prevent further degradation of the paving and surrounding area and prevent a possible release. The drain valve for the containment is secured and no visible staining indicating a possible release was evident. Facility has a documented release and is currently scored a 10 - below current state work status. The compliance inspection records are concise and indicate weekly inspections are occuring. | Description: | Visual inspection of all tanks within containment. Tanks # 12 - 13 - & 14: have antisiphon valves installed. All except tanks #10 & 11 contain lubricant liquids which are not required to have such valves. Tanks # 10 & 11 have interstice gauges and these tanks are stand-alone tanks for containing PCW & Waste product. Containment is dry and clean - appears that sealant used on concrete is in good condition. U/G piping from loading rack into warehouse for transfering of lubricants into other containers is visually monitored by view ports in the secondary, just outside the entrance to the warehouse - this piping all appeared dry and liquid free. Visual inspection records were reviewed, as was the CFR & RDRL for the facility. No signs of any release associated with any of the tanks, however it appears that a delivery truck may have a habitual leak as evident from the parking lot stain outside the warehouse. | ||||||||||
