Message: Good Morning, Mr. Seewald, Per recent enforcement case review of the above referenced facilities, the following open violations have not been resolved (see attached copies of most recent inspection reports). In efforts to return these facilities to compliance prior to further agency action with penalty assessment, please provide the following required corrective action documentation for remaining violations: 8507035-San Juan Sunoco: 1. Repair and or replace dispenser 9-10 electrical boots. Perform hydrostatic test to ensure integrity of dispenser 9-10 sump. If hydrostatic testing passes no further action required. If hydrostatic test fails sampling will be required. 2. Dispenser 7-8 contains approximately 2 inches of liquid. Corrective Action: Investigate issue to determine if a discharge has occurred. 3. Facility must remove liquid from dispenser 7-8 sump and dispose of properly. Responsible Party must determine the source of the liquid and determine if a discharge to the environment occurred or not. Incident investigation documentation must be provided. Sampling may be required. 4. The Premium and Diesel tank #8 had 12 inches of Brine in the Interstice. Normal brine levels should be 7-9 inches. Corrective Action: Investigate issue to determine if a discharge has occurred. 5. Responsible Party must determine the source of the additional liquid in Tank #8 interstitial and determine if a discharge to the environment occurred or not. Incident investigation documentation must be provided. Sampling may be required. 6. Repair and or replace the Regular and Diesel STP sump lids. 8506649-Dunn Sunoco: 1. No facility representative was present for the inspection to provide access to the tank system. Corrective Action: Schedule an inspection with a facility representative present. 2. The Kerosene tank contains approximately 12 inches of fuel in the tank. The Regular 2 tank has approximately 7 inches of water in the tank. Annual monitoring of tanks 5,6,7,8 are not being conducted. Corrective Action: Investigate issue to determine if a discharge has occurred. Sampling may be required. 3. Repair damaged Regular fill area and provide documentation of repair/replacement. 8507168-Lane Sunoco: 1. Tanks # 6, 7 and 8 have little or no brine in the interstitials. Corrective Action: Investigate issue to determine if a discharge has occurred. 2. Responsible Party must determine where the brine liquid from tanks 6,7, and 8 went. Determine if a discharge to the environment occurred or not. Incident investigation documentation must be provided. Integrity testing and Sampling may be required. 3. Repair and or replace broken lid on tank #6. Repair and or replace the STP interior caps on Regular 2, Premium and Kerosene. 4. Access was not provided to the storage tank system or system components during the inspection. Corrective Action: Schedule an inspection to provide access to the storage tank system and all system components. Feel free to contact me with any questions. Comments: Installation - verify that the line leak detector has been installed during the final installation inspection. Compliance - check to see that the unit is present. Examine the annual function test data - a pass alone is not sufficient. The tester must demonstrate 3.0 gph discharge detection for the mechanical (flow restrictor). Note that the electronic (auto shut off) line leak detector does not need an annual test, but must still be able to detect a 0.2 gph leak after it has been tripped at 150% line operating pressure. Replacements - unit must be tested out of the box - function must be proven. 3.0 gph = 185.4 ml/min (To convert milliliters/minute to gallons/hour, multiple the milliliters by 0.0162162; or, 1 gph equals 61.8 ml/min). Values greater than 186 ml/min fail. Values less than 185 ml/min mean that the line leak detector will activate at a more restrictive rate.
