Description: Met onsite with Jason Meade (7G Compliance Technician) for this routine tank compliance inspection. A copy of this inspection report and compliance assistance offer letter will be emailed to Scott Janashak at sjanasha@circlek.com and Mike Sawkiewicz at msawkiew@circlek.com. Tanks: Tank #1R1 and Tank #2R1 are both 10,000 gallons Underground Storage Tanks. Tank #1R1 contains E10 and Tank #2R1 contains Unleaded Gas. Both tanks were installed in November 1989. Piping: NOV Fiberglass Systems, Dualoy® 3000/L (EQ-378) with Red Jacket Pumps, Mechanical Line Leak Detectors (EQ-373). Annual Operability of Line Leak Detection wasn’t available -Violation Issued. Dispensers: S. Bravo Systems, Inc. B-200 (EQ-045). The dispenser sumps were mostly clean and dry at the time of inspection. The boots appeared to be in good condition. The hoses and nozzles appeared to be in good condition. Dispenser 3/4 meter head appears to be weeping -Violation Issued. STP Sumps: Xerxes Corporation, Sump (EQ-397). The boots appeared to be in good condition. The Regular and Premium STP Sumps contained excessive liquid -Violation Issued. The Transition Sump was inaccessible at the time of inspection -Violation Issued. Spill Containment: The double wall spill containments were mostly clean and dry at the time of inspection. The Regular Spill Containment lid is faded -Violation Issued. Overfill Prevention: Drop Tube Devices. Annual Operability of Drop Tube Devices wasn’t available -Violation Issued. Release Detection: The tank’s interstitial sensors and STP sump sensors are being monitored by a Veeder-Root TLS 350 Automatic Tank Gauge (EQ-033). Monthly Visual Inspections are being conducted by 7G Environmental Technologies. Annual Operability of the ATG System wasn’t available -Violation Issued. Records: The current placard was posted at the facility and most facility records were received, including financial responsibility forms, and operator training certificates. Description: TANKS: Tank 2R1 is a 10000 gallon, steel underground storage tank that was installed in 11/01/1989. Tank 1R1 is an out of service, steel 10000 gallon UST that contains premium unleaded gas. STP SUMPS: The STP sumps were fill with water at the time of inspection - violation issued. SPILL CONTAINMENT: The single wall spill containment buckets were fill with water at the time of inspection - violation issued. OVERFILL PREVENTION: Drop tube shutoff DISPENSERS: The majority of dispensers were clean and dry at the time of inspection with sensors position correctly. The hoses and nozzles appeared to be in good condition at the time of inspection. Dispenser sump 7/8 had liquid in excess of 1 inch - violation issued. RELEASE DETECTION: The STP sump sensors and dispenser sump sensors are monitored by a Veeder Root ATG system. The ATG at the time of inspection noted liquid in STP sumps and dispenser sump 7/8. RECORDS: The 2R1 UST has sacrificial anode cathodic protection listed but no associated current testing was received - violation issued. Tank 1R1 is listed as out of service. Upon inspecting previous facility related information, the tank was originally being taken out of service temporarily due to an INF received on 12/10/2015 for an interstitial senor alarm. Confirm Tank 1R1 status with regards to if In Service or Out of Service and submit updated registration form to tankregistration@floridadep.gov and to Daniel.Gartin@flhealth.gov. Description: TCI conducted by Shane Bragg on 1/5/17. Met on site with Phil Robbins(With PC Mechanical) for this inspection. Tanks: Two 10,000 gal Double-Wall(DW) Steel USTs. Petrofuse Tank Lining System (EQ-668). USTs protected from corrosion with galvanic anodes (StiP3). Piping: Pressurized, Mechanical Line Leak Detectors, DW Fiberglass Piping. Release Detection: Tank Interstitial Sensors and STP sump sensors connected to Veeder Root TLS-350 ATG. Monthly Visual inspections of spill buckets, dispenser liners, STP sump, sensors, and alarm history. Overfill Protection: Overfill Shutoff Valves Spill Buckets: Double wall - check dipstick monthly. For this inspection STP sumps appeared to be in good condition. The sumps contained water in them but it was pumped out during this inspection by PC Mechanical. The entry/penetration boots into the sumps appeared to be in good condition. The spill buckets appeared to be in good condition and were mostly clean and dry. The dispenser liners appeared to be in good condition and were mostly clean and dry. The entry/penetration boots into the dispenser liners appeared to be in good condition. The dispenser hoses and nozzles appeared to be in good condition. The records that were up to date and available for this inspection were: the placard, financial responsibility, monthly visual inspections, annual line leak detector test, and annual operability test. The UST was finished on 11/04/2015 and retested to verify that the tank has been repaired properly and is tight. The tank passed testing and an updated registration placing the Premium tank back into service has been sent to Tallahassee. No product was released into the environment.

Description: Component Install Inspection conducted by Charles Payne on 11/23/2015. Received an INF from the facility stating that the premium tank (Tank 1R1) interstitial was in alarm. It was determined that the tank needed to be re-lined. Tank Tech re-lined/re-installed the Premium UST with Petrofuse Tank Lining System. The UST was finished on 11/04/2015 and retested to verify that the tank has been repaired properly and is tight. During this process the premium spill bucket was damaged. The damaged spill bucket was repaired before any fuel was delivered. Due to the circumstances a limited or full assessment will not be required. Superior Petroleum Services was able to remove the damaged premium spill bucket liner and replace it with a EMCO-Wheaton stainless steel liner (EQ-764). The premium spill bucket was then hydrostatic tested and verified as passing by our department. No issues with this component install inspection.

Meet onsite with Les Levi (Circle K Maintenance Tech) for this inspection. Also Superior Petroleum Services (PCC 1256834) was onsite to remove any PCW found. The tank sumps, spill buckets and dispenser liners were all appeared to be clean, dry and in good condition. The dispenser hoses and nozzles appeared to be in good condition. All the records are up to date and available for this inspection. No violations at time of inspection. Unable to obtain signature due to toughpad (not available, software being updated).

Comments: The electronic monitoring unit is a system consisting of a sensor, wiring, and a panel. The sensor and the component that it monitors are exempt from the visual inspection process. However, the proper operation of the remainder of the electronic system must be verified on a monthly basis. One way to test is to activate the panel alarm switch. Depending on the system in place this test may check the alarm light, alarm horn, or the circuit continuity between the panel and the remote sensor. This test procedure must be documented by the facility, as required in rule 62-761.710(2). The remote verification feature meets this requirement, such as the Veeder-Root Simplicity system.
