Description: Met onsite with Gary Luckey (Associate Pastor) for this routine tank compliance inspection. This facility has been sold since the previous routine tank compliance inspection which was conducted in November of 2019. The new owner(s) acquired the facility in September of 2022 and were unaware of any regulations associated with the aboveground storage tank system. A copy of the inspection and compliance assistance offer letter will be emailed to Gary Luckey at luckey7725@gmail.com. During this inspection it was explained to Gary Luckey what is required to stay in compliance regarding the tank system. TANK: 1,000 gallon Double Wall (DW) Steel Convault AST installed in May 1999. The tank contains diesel fuel to supply an emergency generator. The tank exterior appears to be in good condition with no visible signs of deterioration or structural deficiencies although the exterior is covered in mold. RELEASE DETECTION: Tank Interstitial Monitoring (IM) sensor is connected to an Omntec OEL 8000 II tank monitor located on the adjacent building. Monthly visual inspections of all tank related equipment: spill containment, tank exterior, piping and alarm status of Tank IM sensor. Monthly visual inspections are not being conducted - violation issued. Omntec system did not appear to be working at time of inspection - violation issued. PIPING: Suction system. Aboveground single wall copper supply and return lines. An anti-siphon solenoid valve is installed on the tank top supply piping. The piping runs aboveground to the day tank. The day tank and emergency generator are located outside near the convault tank. SPILL CONTAINMENT: Spill containment was dry at time of inspection. OVERFILL PREVENTION: Omntec High Fuel Level alarm and a krueger fuel level gauge that is located adjacent to the spill containment. Annual testing of the overfill device is overdue - violation issued. NOTE: Please ensure any alarms associated with the day tank are in working condition.
