Description: TANKS: Tank 4 and Tank 5 are double wall, fiberglass clad steel Modern Welding Glasteel II underground storage tank systems that were installed in June of 2009. These systems use fiberglass double wall pressurized piping system to transport fuel from the tank to dispensers. Tank 4 is compartmented 20000 gallon total, where as tank 5 is compartmented 10000 gallons with a vehicular diesel compartment. STP SUMPS: The STP sumps were clean and dry at the time of inspection. SPILL CONTAINMENT: The double wall spill buckets had liquid present in both the premium and diesel spill buckets. Additionally, the interstitial space of the double wall premium spill bucket had liquid present - violations were cited. OVERFILL PREVENTION: The facility uses drop tube valves for overfill prevention. DISPENSERS: The facility's dispenser sumps were mostly clean and dry except for dispenser 1/2 and 7/8 which had sediment and liquid respectively present. Additionally the boot in dispenser 1/2 seems to have completely deteriorated. The dispenser hoses and nozzles appeared to be maintained in good condition. RELEASE DETECTION: The facility uses Veeder Root TLS-300 Automatic Tank Gauge system to monitor the interstitial space of the tank, STP sumps, and dispenser sumps. The sensors were placed to high in the STP sumps - violation was issued. All systems were normal at time of inspection. RECORDS: The following facility records were received, including the Operator Training Certifications, Placard posted in facility, associated tank component testing, monthly visual inspection with electronic release detection ATG printouts, and financial responsibility forms. Testing conducted by US TANK ALLIANCE is not accepted for the double wall spill buckets as a hydrostatic test was conducted instead of the required vacuum testing under PEI standards - violation was cited. The overfill prevention testing for the drop tube devices was not conducted or available for review. As you can tell many of these sites have been in violation for some time and due to unforeseen circumstances Rafiq has had to cancel prior re-inspection dates which is completely understandable, he has been very helpful with guidance into getting these sites into compliance, but I don’t want my client to suffer any type of penalty for being in violation too long.
