Description: | Mr. Taylor, As we talked about on the phone I am emailing concerning the open violations at Twin Rivers Marina and to give you the documentation needed for the tests required. Just to reiterate what I am looking for and make sure you have it all in writing I am going to go over all open violations in this email. In addition to the forms for the test I will attach a copy of the inspection report where these violations were cited. 5114 - Shop fabricated storage tank system has a not repaired component which has or could cause a release or discharge. Explanation: The hose connected directly to the 2000 gallon Diesel tank has a small leak at a union. Corrective Action: Repair or replace the union/hose and submit pictures or a work order to Citrus County Environmental Health. Like I said this one was just a small leak in the very long hose connected to the 2000 gallon diesel tank in back. You may be able to just tighten it down and put on some pipe dope or you may have to replace a section of hose. Once you get the repairs completed you can send the pictures directly to me. 5125 - Failure to conduct required periodic containment and interstitial integrity testing for shop fabricated storage tank systems. Explanation: Integrity testing of all below-grade dispenser liners was due by 10/13/2018 and at least once every 3 years no more than 36 months apart thereafter. Testing has not been performed at this facility. Corrective Action: Perform integrity testing on all below-grade dispenser liners and submit results to Citrus County Environmental Health. This is the integrity test for the dispensers out near the water. You would need to perform the test on all dispensers connected to your big tanks in back, according to my records you have 3. I know you also have one dispenser that is connected to the non-regulated tank that is out near the water, that dispenser liner would be non-regulated and this test is not required (although you may want to do it just to prevent an accidental discharge). This one is a 1 hour test, you put water in the liner above all penetration points (where the piping or conduit is going through the bucket) and measure the depth of the water (or mark it in the bucket) if the water does not drop more than 1/8th of an inch after 1 hour then the test passes. If water drops more than 1/8th of an inch that is a failing test and some additional things are required (you may want to just contact me if that happens so you can make sure you are following all required rules, you will likely need to get a contractor involved at that point as well). Like I said on the phone, if you are doing it in house just make sure when you remove that water you dispose of it properly as that water will almost certainly have some contamination and is considered Petroleum Contaminated Water. This test has to be repeated at least once every 3 years going forward. The form for this test is attached and titled RPI 1200 Appendix C 4 (Containment Sump Hydro Test).pdf 5042 - Failure to provide approved overfill protection for shop fabricated tank systems. Explanation: Annual testing of the primary overfill devices (Kreuger level gauges with alarms) was due by 1/11/2018 and had not been performed at time of inspection. Corrective Action: *Perform operability testing on both Krueger level gauges with alarms and submit results to Citrus County Environmental Health. This one is the test of the Krueger Level Gauges, they are the red gauges on the tank that tell you how full the tank is. Just make sure the test is performed for the level gauge on each tank/compartment. Basically the gauge is removed to make sure the fuel reading on it is accurate and it is manually forced to the 90% mark to make sure the alarm goes off at 90%. I have included the owner’s manual for a Krueger Level Gauge (I believe this is the gauge you have) just for a reference. If that is not the correct gauge you may want to look up information on your specific gauge. I have also attached the form used to test this gauge. You are allowed to perform this test in house I just usually tell facilities that are doing this in house make sure you are doing the test correctly, if you cant figure something out I would consult the manufacturer. From a practical standpoint that device is what is preventing a truck driver from overfilling your tank and an overfill costs A LOT more than testing that device properly and/or replacing it as needed. The form for this test is attached and titled RP 1200 Appendix C 6 (Overfill Alarm Test).pdf The form is generic for many different types of overfill devices so some of the form may not apply to you, such as “3. Does the overfill alarm activate in the test mode at the console?” I’m not sure if your alarm has a test button if it does that just means does it sound when you push the test button. Like I said on the phone, these violations have now been open for 68 days. I understand you guys just recently took over ownership/maintenance of the tanks but DEP still requires me to turn this over to enforcement if the violations reach 90 days. At that point the enforcement office would contact you directly regarding any enforcement action that would be taken but you would still be able to resolve the violations by submitting documentation to me. Pipe Interstice Open: Boots are clamped shut at the point of piping transition, though there are some cracks present. Piping boots in the dispenser liners are also clamped shut. Monitoring tubes are present in the dispenser liners. The tubes are also closed. Due to the proximity to the surface water, the operators have chosen to monitor the closed tubes for any leaks in the underground lines. *Monitor the tubes very closely. If the visibility of the tubes becomes compromised (due to age or wear), replace the tubes with new, clear ones. Tank Interstice: Dry. Manually stuck at the time of inspection. Dispenser Liners: ( 3 total) Diesel had some slightly leaky meter components & some slight dampness in the liner. *Continue monitoring & repairing seals as necessary. The Plus & Marine fuel liners were both clean & dry. Note: The Marine fuel liner (#1) is not regulated because it is connected to a 500 gal. AST. Shear Valves Anchored Properly: Yes Dispenser Hose Condition: Good. It was recommended that the piping or monitoring boots be opened in the dispenser liners, but due to the proximity of the dispensers to surface water, the operators are relying on the monitoring tubes as installed. *Monitor the tubes very closely. If the visibility of the tubes becomes compromised (due to age or wear), replace the tubes with new clear ones. Tank Interstice: Dry. Manually stuck at the time of inspection. Dispenser Liners: ( 3 total) The Marine fuel liner (#1) is not regulated because it comes from the 500 gal. AST, but the liner was clean and dry. The Plus (2/3) liner was dusty, but dry. The Diesel liner (4/5) was damp with product (took photo). The operators noticed a leak previously & have made repairs recently, but it appears there may still be some seepage. *Investigate further and repair as necessary. Shear Valves Anchored Properly: yes Dispenser Hose Condition: The Plus #3 hose has some worn spots on the outer guard (took photo). *Recommend replacing the hose. The other hoses were in good condition. No leaks observed. Description: | Received a message that a spill had occurred at Twin Rivers Marina. Called the facility and spoke with one of the operators. He stated that maybe 10 gal. had been spilled on the concrete next to the tank and that they had contained the product with absorbents and had the means to dispose of the materials. Called Whetstone Oil, as they are the head for the clean-up Co-Op and they perform the monthly release detection inspections for Twin Rivers Marina. Informed them of the call and asked that they investigate and then notify this office of the findings. Received an INF dated 04/05/2012. Reportedly, 9 gal. of Diesel fuel overflowed from the vent and spilled on the concrete slab. It was completely cleaned up using enviro pads and oil dry. The Krueger Gauge is to be replaced with a new one. A violation was created for the replacement of the faulty gauge. | ||||||||||

However, due to the proximity of the dispensers to the water, it is understandable that the operators would want to rely on the monitoring tubes as currently installed. *Be sure to monitor the condition of the tubes closely, so that a response to any possible leak is timely. *If the visibility of the tubes becomes compromised, due to age and wear, replace the tubes with new ones. Tank Interstice: Dry. Manually checked during the inspection. Dispenser Liners: ( 3 total) The marine fuel liner (not regulated system - 500 gal.) had no accumulated liquid. The Mid-grade liner was in good condition. The Diesel liner (4/5) had a leak and liquid accumulated in the bottom (took photo). *On 10/28/2010 the site was visited again to recheck the DPRC plan & dispenser liner. The leak has been repaired and liquid was pumped out of the dispenser liner. (Some liquid was still present in the corners; recommend further cleaning) Shear Valves Anchored Properly: yes Dispenser Hose Condition: Good. No cracks or leaks observed. Made suggestion to add columns for tank interstice etc. Mr. Rowley is going to have a spread sheet typed up for future inspection log. **It was also documented that there was a fire around the docks on 8/3/2007. Diesel from the boats that caught fire spilled into the river. Hazmat & Fire Dept. were called. Mr. Rowley & his employees responded to the release & had the area boomed off before Diesel could flow into the river & before Hazmat arrived on site. These nuts can be removed to check the pipe interstice or You can observe if the tubes are clear or not. Dispenser Liners: ( 3 total) Diesel Disp. ¿ Dry with dried product in bottom. There was some staining on concrete Around the lid of the dispenser (Took Photo) no staining on sidewalk near disp. Plus Unleaded Disp. ¿ had 3 inches of liquid up to bottom of pipe, no sheen.
