Message: Hi Glen, More questions! Integrity testing for the dispenser and trans sump was done on Jan 31.2025. They plan to install a new smaller tank and will still have some underground lines. Integrity testing passed. Can I do a limited closer report? If they install a smaller tank will they need a permit due to underground piping and over water (double walled) piping? I just could not remember the rules on piping and you are the expert and I am in the field so I am just asking. You can always tell me to go look it up. ¿ Thanks for your help. Message: Good Morning, Sorry for the delayed reply. The Closure Integrity Evaluation (CIE) requirements state that the integrity tests and shall be performed and provided within 45 days before the closure of the tank system. Per the CIE requirements below, per 62-762-801(3)(a): 2. A Closure Integrity Evaluation for shop fabricated storage tank systems as defined in subsection 62-762.201(8), F.A.C., must be performed no more than 45 days prior to closure or replacement for all double-walled storage tanks, double-walled integral piping, piping sumps, dispenser sumps, and spill containment systems that are in contact with the soil. A Closure Integrity Report must be completed to document the findings of the Closure Integrity Evaluation. 5. The county must be provided with a copy of the Closure Integrity Report as part of the notification process pursuant to paragraph 62-762.411(2)(c), F.A.C. I understand that the facility will continue to use some of the underground piping (and containments?) with a smaller tank, but since a regulated tank is being closed (removed), the tank system falls under the closure requirements. They won’t need to register the smaller new tank, but I don’t know what permits Volusia Co./City of Deland will require. Message: Good afternoon, We are needing to get information on doing a closer of our current fuel holding tank. With plans to replace with a 500-gallon tank so we can continue operation, with our pontoon rentals/fuel sales. The tank we currently have, it’s just too much for our everyday needs on this property, I understand we need to have a Closure Integrity Evaluation report done to start. Who do I need to get in contact with to get this started? Also, do you have any recommendations on companies that can assist with hooking up the 500-gallon tank to the system that connect to the gas dock? Thanks for the information. Comments: Obtain and read the manufacturer's instructions. Make observations, record findings. It is a good practice to accumulate a library of tank system specifications for either your office or yourself. A PSSC is not required for any work involving an AST. Have a familiarity with these reference standards. Document your observations. NFPA 30 Chapters 2 and 3: Tank Storage, Piping Systems. NFPA 30A Chapters 2-4 and 10: Storage, piping, valves and fittings, fuel dispensing systems, marine service stations. PEI 200: Chapters 3, 4, 5, 6, 7, 8, 9, 10, 11, 13: Foundations, Supports, Anchorage, Dike Field Areas, Vaults and Special Enclosures, Tanks, Pumps and Valves, Fill Gauges and Vents, Pipes and Fittings, Corrosion Protection, Environmental Protection, and Testing. Be familiar with environmentally related issues in these referenced standards. You may want to contact the Fire Marshal regarding potential NFPA violations involving fire hazards [emergency power cutoff, securely mounted to island, etc.]. Personally verify as much of the installation process as possible. Refer to the installation inspection tasks described in the preface to this manual. If you are not able to verify certain aspects, get a written statement from the contractor that the standard was adhered to. Document. Document. Document. Verify and write down the make and model of all approved equipment installed. Note the date of each separate visit and what was observed at that time. Note items that pass or fail.

Description: On site for routine compliance inspection. Placard was posted and current. Monthly visual logs, CFR, and testing documents were available and current. Facility had one single wall AST inside a block containment. Containment did have a drain that was closed at time of inspection. Tank had a top mounted pump with single wall steel pipe aboveground at tank. Pipe transitioned to flexpipe going underground to dock and dispensers. Dispensers were in good condition, pans were dry, and shear valves secured. Remote fill quick connect is located inside block containment. System had manual visual check of containment and sticking for overfill. Registration appeared up to date. Breach of integrity test and EPA Op training not required for AST systems. Signature block not functional. Report emailed. Tank and containment are scheduled for cleaning and painting this fall. Currently it is the rainy season and unable to coat. Send pictures when completed. Leak detector test due at the end of the month. Hoses did not have break-a-ways.
