Description: No access provided to the tank. Store was closed. I attempted to contact the owner via phone and email with no success. Dispensers have been removed from the site. The facility is currently under enforcement with the FDEP. The tank STP's appear to be cemented over. The tank needs to be registered as out of service or it needs to be removed.

Description: Current registration placard - did not see current registration placard at the facility. According to FIRST, the registration fees haven't been paid since May, 2019. Upon arrival, the cashier had me speak on the phone with Mich Patel (owner/operator). I introduced myself and told him I was here to inspect the fuel tank. Mr. Patel told me he never received my notification letter (dated 11Aug21), which I add mailed to the store. I an email written in May, 2021 I had suggested that he could register the tank "out of service", but the tank had to be emptied. (email attached). The tank top is in disrepair. The middle sump lid (PUL) has broken and is marked off with two orange traffic and a couple cinder blocks. I looked in all sumps and fills I could access. Stuck both the diesel and premium (PUL) compartments - about four feet of product in the diesel and about two feet in the PUL. These readings are circumspect since neither the facility or I had a tank stick. The use of a tape measure is not very reliable. Irregardless, these compartments need to be emptied ASAP. Went to check the VeederRoot storage tank monitor. After moving several boxes of apple whisky, found the VeederRoot without power. It has been turned off. NO release detection at all. According to the last (2109) inspection: VeederRoot liquid status report lists 1 interstitial and 3 STP sump float sensors; 72 inches of product in the diesel compartment, 26 inches of premium gasoline and 12 inches of regular gasoline. A copy of the tank inspection report will be emailed to the facility owner/operator upon completion. All the 2019 violations remain. Two new violations were added. As designated in the contract between FDEP and Brevard County Natural Resources, this facility will be forwarded to Central District FDEP office for enforcement action.

I suggested that he could register the tank "out of service", but the tank had to be emptied. I subsequently wrote him a email outlining that process (email attached). Checked all sumps, fills and under dispenser liners - All OK. Then is some water in the in the diesel and regular STP sump and in the fill buckets - about an inch in each. The premium STP sump has about 6 inches of petroleum contact water (PCW) in it. Both the dispenser under-liners was full of rainwater (did not detect a sheen on the waters). Alarm history report, obtained from VeederRoot monitoring system, was reviewed & all OK (nothing suspicious to report). Report lists 1 interstitial and 3 STP sump float sensors. Empty the three tank compartments as soon as possible. This immediately removes any potential threat to the environment. The VeederRoot reports 72 inches of product in the diesel compartment, 26 inches of premium gasoline and 12 inches of regular gasoline. A copy of the tank inspection report will be emailed to the facility owner/operator completion.

Comments: The breach of integrity test is intended for closed interstices only. A closed interstice has no unsecured or unsealed opening to the outside. Double-walled piping without a boot connector, or if the boot has a bleed valve (for tightness testing), is considered an open interstice. The breach of integrity test may be performed by using at least one of the following methods: a. A continuous hydrostatic system b. A continuous vacuum system c. Testing of the interstice for liquid tightness in accordance with manufacturer's installation instructions; or d. Another method in accordance with subsection 62-761.850(2). How the breach of integrity test is performed or to what degree can depend on the depth to groundwater at each facility. When the tank and or piping are fully submerged, the lack of water intrusion into the secondary containment may be considered a verification of its integrity. However, when total submersion is not the case, one of the rule stipulated options must be used. The breach of integrity test should not be confused with a precision tightness test, which tests the primary tank or piping only. The breach of integrity test will test the secondary and primary shells, but is not a precision test.

Description: Water in premium sump below piping penetrations, diesel in diesel sump, leftover from ILLD test. Pump and absorb these liquids out when next you open the sumps. Not severe enough to warrant a violation. Premium spill bucket pumped out at time of inspection. Double-walled system with double-walled buckets, sumps and interstitial sensors to TLS 350. Inspected sumps, pipe, STP and flex, LD, ATG and interstitial sensor risers, spill containment and overfill, vapor recovery, dispensers, shears and udls. Current placard displayed. Inspection sent 8/21 by email.

Description: Looked in three STP sumps and three fill buckets- all ok. You do have some corrosion (rust) in the metal fixtures in the premium and regular STP sumps (this is from the ethanol). Keep and eye on this. You may have to wire brush, prime and paint these components. Current (orange) placard is posted. Last leak detector tests and VeederRoot certification was11Jun08 by US Tank Alliance. You are due again. Have these tests conducted immediately so you will be set for next year's inspection. Have 12 liquid status printouts (one each month) for next year's inspection.

Good gravel bottom. Proper BD. 16 inches vacuum. PCC 047153. Smith fiberglass piping 2" inside 3". OPW Flexworks sumps and UDLs. Primary and secondary pressure tested at 56 and 5 PSIG respectively. Passed. UDLs and STP sumps hydrostatically tested and passed. TLS 350 and external sensors certified and tested. Passed. Double-walled buckets pressure tested. Shear valves tested and operational.
