Description: | A routine compliance inspection was conducted on November 26, 2024, with Rebecca Maib, Environmental Specialist II, with the Florida Department of Environmental Protection, John Tierney, Regulatory Specialist, and Juliana Suarez-Mitnik, Regulatory Specialist, with Palm Beach County. The site had FDEP tank 3, which is, a (1) 1,000 gallon double-wall (DW) diesel underground storage tank (UST) and FDEP tank 4, which is, (1) 2,500 gallon DW diesel UST; each connected to coordinating emergency generators. The diesel USTs are suction systems with each having a piping sump, fill port, and with the entire tank systems monitored by a Veeder-Root TLS-450 Plus. The USTs fill ports appeared to have no signs of corrosion, rust, or debris. Violations were cited for FDEP tank 3 piping sump having signs of corrosion and FDEP tank 4 piping sump failing an integrity test on July 17, 2024. The USTs piping sumps’ repairs are to be completed in accordance to manufacture standards. The fill ports were color-coded in accordance with the American Petroleum Institute (API) standard for diesel. Financial Responsibility, Monthly Maintenance, and Annual Operability Testing were provided and were in compliance. Description: | A routine compliance inspection was conducted at Palm Beach County Sheriff’s Office Stockade on November 10, 2021, by Jacob Landfield, Environmental Specialist (ES) II, Judy Dolan, ESIII, Florida Department of Environmental Protection (FDEP), and John Tierney, Regulatory Specialist, Facility Department. The facility has two tanks, registered as Tank 3 and Tank 4. both tanks were underground double-walled diesel for emergency generators. Tank 3 was 1,000-gallons, and tank 4 was 2,500-gallons. Annual operability testing performed by Glasgow and Palm Beach County employees. A Veeder-Root 450 was installed between inspection cycles, and appropriate testing was completed during the installation. The fill port exteriors were API color-coded. Fill port containment was dry and clean. Tank Interstitial Monitoring is performed by a Veeder-Root 450 Plus. Overfill Protection Monitoring is performed by a Veeder-Root 450 Plus, annunciator, and flapper valves. Annunciators were tested during the inspection. The facility had two daytanks that were unregulated. Records were submitted electronically prior to the inspection date for departmental review. Records were complete. Description: | A Petroleum Storage Tank Inspection was conducted on 11-08-18 by Valerie Phipps, Environmental Specialist II and David Maloney, Environmental Specialist II with the Florida Department of Environmental Protection and John Tierney, Regulatory Specialist, Palm Beach County, Facilities Services Division. The facility had one 1000 gallon and one 2500 gallon double wall fiberglass emergency generator underground storage tanks (UST’s). Piping was single wall steel aboveground and double wall underground. Two unregulated Pryco day tanks were located inside of each of the generator buildings. The generators were Kohler Power System. Both UST’s had a ball check valves and flapper valves for overfill protection and appeared to be operable at the time of inspection. Electronic fuel level indicator was monitored by Hershey console system. Single wall steel spill buckets were dry, in fair condition (rusting) and the covers were API color coded. Integrity test for the SW spill bucket was done on 10-24-2018. Sump Integrity test and operability tests for overfill protection was conducted by a contractor Glasgow Equipment Service Inc. on 12-21-2017. All tests results passed. Both piping/ STP sumps were dry but showed signs of rusting with sensors in place. Stainless Steel flex pipe in sump appeared to be distorted, potentially restricting flow. This should be repaired or replaced. Veeder Root System L3 liquid status reflected diesel outside STP sensor out alarm at the time of inspection. However, system status report showed products is in normal level range. Sump sensor was identified to be malfunctioning and component was recommended for replacement by Glasgow. Sensor is in order. The UST system was continuously monitored by a Veeder Root TLS 350. Vent valve was in place and in good condition. Operator Training Cert. C was available. However, operator is not at the site full time. Have Class C certified on site during hours of operation or provide a weather resistant signage for an unmanned facility conspicuously displayed from the front of the gate which instructs users with regard to basic safety procedures and provides the customer with 24 hour telephone number to contact local emergency responders. Financial Mechanism form part D was current and available. Storage Tank Placards were available for 2015-2016, 2016-2017 and 2017-2018. Annual Operability Tests (AOT’s) for the ball float and flapper valve, Veeder Root TLS 350 and Integrity testing for the single wall spill buckets were performed on 12-21-2017 by a contractor Glasgow Equipment Service, Inc. Results, passed. Clean, seal and paint the rusting single wall spill buckets and piping sumps. The department recommends cleaning, sealing and painting any components beginning to show signs of rust, corrosion or peeling. Description: | The Annual Inspection was conducted with John Tierney, Inspection Coordinator, Palm Beach County FD&O and Ryan Donkin, Palm Beach County. John Tierney currently holds a Class A and Class C Operator Training Certificate. Certificate. The facility contains 2 underground double wall Emergency Generator tanks ( 1 - 1000 gallon Diesel and 1- 2500 gallon Diesel). The underground piping is double walled sloping back to the sumps with sensors connected directly to a Veeder Root System. The Veeder Root system monitors the interstitial of the tanks, and piping in the sump. This is an Emergency Generator tank and current Rule does not require release detection No operability Test, Annual InLine Leak Detector test nor monthly monitoring reports were reviewed. The Fill Ports are correctly color coded according to API Standards. The fill port containment area shows considerable rust, and contained water. It had just rained and this seems a problem at this facility. No product was observed in the fill ports. The Fill Port contains the Flapper valve for overfill protection. The Boots are pull back allowing for release detection. Sensors correctly positioned. No product was observed in the sumps. Rust was noted in the fill port boxes and a little in sumps. Also piping within the Generator Room showed considerable rust and pitting on the product lines. These should be cleaned and sealed then painted to prevent a release. Vent Piping appears ok. Description: | Inspection was conducted with John Tierney, Palm Beach County FD&O Facilities Services. This is a Sheriff's Office Stockade that is not in operations. Guards are present at the facility, but it is not functioning as a stockade with prisoners. Placard is posted, and insurance is current. Fill ports clean and dry. The tanks are underground emergency generator tanks, and are run once a week. There is an alarm system however not all personnel are aware of calling proceedures when it goes off -- to get help there at the facility immediately. At the time of the inspection, the system was in the Alarm Mode and the alarm had been turned off, prior to this inspection. The sump inside the compound contained about 4 inches of water. The sumps are required to be free of water and product because in the event of a leak in the primary piping it will flow into the sump, the sensors will sense the liquid and alert personnel of a potential discharge. If the alarm is turned off and the sump is not checked there is no way to determine from the alarm panel if the liquid in the sump is fuel or water. Both underground sumps contain rusty piping. This piping needs to be maintained; it should be cleaned sealed and painted. The sensors are located about 1 inch from the bottom of the sumps, and are working. However, If the system is not maintained, if actions to investigate alarms are not taken, a discharge could occur. This is an underground storage tank system for emergency generator tanks and under current Florida Law release detection is not required. Monthly monitoring is not required. A breach of integrety and operability test is not required ( as they are required for all other underground non-emergency generator tanks). Your alarm system is the only way you have to alert you of a discharge. Please understand while the Department does not currently require release detection for Emergency Generators Tanks, if a discharge take place, the Department will require your agency to report and cleanup the discharge which may require soil removal and groundwater cleaning. The Department strongly recommend this system be maintained. The problems with water in the sump must be corrected and all piping should be maintained free of rust. If the warning Alarms are sounding an alerting to a possible discharge, they should be investigated each time. Please notify the Department within 60 days of the steps being taken to correct the problems noted at this facility and give a time frame when corrective actions will take place. | ||||||||||

Description: | Inspection conducted with John Tierney. Two AST tanks have been removed on 8/16/2011. This facility has 2 Underground Double Walled Emergency Generator tanks that are exempt from performing release detection. They are not required to do monthly monitoring, have a RDRL, A Veeder Root System perform an Annual Operability Test nor perform an In Line Leak Test under current Rule. The facility is monitored by Veeder Root with sensors in the tank sumps and intersitital. A printout indicated that the sensors for Tank 4 were in alarm. The sump for tank #3 was clean and dry. The fill port for #3 was holding water and was cleaned. Sump #4 was not inspected due to an infestation of bull ants that covered the entire inside lid of the sump. John Tierney re-visited the site, removed Ants and contacted Delta Petroleum concerning the sensor alarm. Delta replaced or fixed the interstital probe and the system is working. John sent picture of the sump after the ants were removed. The piping in the sump is very rusty and needs to be cleaned, sealed and painted to protect it. While this facility is not being used at the present time the system does contain product and needs to be maintained. The piping was inspected in the generator room. It was very rusty and unmaintained. In a couple of area there looked to be a petroleum spotting under the pipe. This would be consistant with a small leak form a generator that is run on a limited basis. The piping needs to be cleaned, sealed and painted. The area where a possible leak is forming, please do a more specific inspection and repair the area. This facility has been closed and is no longer being used. The generators are being operated on a once a week basis. it is important to continue to inspect the piping to insure no damage or leaks occur since employee are not at the facility regularly. Insurance is up to date, Placard is available and RDRL is posted. All tanks are color coded correctly. | ||||||||||

Description: | Kyle Brown from FDEP met with Louis DeLauter from GlasGow Equipment Service Inc., John Tierney & Juliana Suarez from Palm Beach County Utilities, and John Stedham from Envirospec. We all met at the facility to conduct a site closure inspection on the 4,000 gallon (tank #6) above ground diesel fueling / generator tank. The general contractor was to remove the 612 gallon (tank #1RS) belly generator tank at a later date. The other two underground storage tanks were not accessible for inspection at this time, and will not be included in this inspection report. No previous discharges were recorded at this site. On Tuesday August 16, 2011, Louis was there to manage the disposal of the tank. Louis informed me that the tank contents were evacuated by Cliff Berry incorporated, and presented me with the waste disposal manifests. The manifests will be included in the TCAR that is to be submitted. Louis flushed the lines and dispenser prior to taking apart all above ground piping, fill port, spill bucket, and dispenser, and filled the tank with dry ice. The tank will be taken to Louis¿s shop where it will be disassembled, and sent to a scrap yard. Approximately 75 feet of underground steel / fiberglass piping was removed from the site. On Wednesday August 17, 2011, Ova Monitoring took place approximately every 10 feet along the piping run. Some soil impacted areas distinctly smelled of petroleum product, which the consultant (john Stedham), and I agreed would have an OVA hit of over 1000ppm, and require recalibration of the OVA machine if tested. A 4ft x 4ft section was set aside on tarps for later disposal. I informed John of Envirospec that if ova readings confirm contamination at the bottom of the excavation, a site assessment report may be applicable to determine affects to ground water. Due to the presence of petroleum contaminated soil, the Department requests a Tank Closure Assessment Report (TCAR), be sent to the Department following closure activity. An updated registration form needs to be submitted to the Department within 60 days of closure activities. Additionally an Incident Notification Form (INF) needs to be filled out as well and sent in as soon as possible. Records- CFR insurance policy was up to date. Monthly visual / electronic inspections were up to date. RDRL was present and up to date. Registration contact numbers and information was up to date. Registration fueling placard was present and visible at site. Annual operability for Pneumercator was out of date by two months. Site diagram / pictures are accurate in FIRST. Tank(s)- one 4,000 gallon diesel metal double walled aboveground tank was in good condition with no cracks or pitting. Pneumercator device was used for this tank, but was not operational as all electrical lines were disconnected for construction activities. One 612 gallon aboveground belly diesel generator tank was in good condition with no cracks or pitting. Piping - Double walled underground piping was used for the tank, and is in good condition. Pipes connected to sump. Piping sloped to sump. Piping ran to dispenser and to old generator. Single walled above ground piping was used from sump to tank. Aboveground piping was in good condition. Sump(s) - was not accessible at time of inspection due to construction activities. Dispensers- Dispensers were in good condition, dispenser pans were dry and clear of debris. Hoses and nozzles are in good condition. Shear Valves were tripped and no longer anchored due to closure activities. Fill Port- Properly labeled, color coded, secured, and in good condition. Description: | The inspection was performed with John Tierney. Registration & Records: Registration information was verified and is current. Tank count is correct. Placard is posted and all registration fees paid. Release Detection Response Level Form is current and posted. Certificate of Financial Responsibility is current. Underground Storage Tanks: Inspection and Monitoring Records have been reviewed for the last two years. Sump(s): Sump was checked and appears with only a small amount of water in the sump, which was removed before inspection was complete. No product was observed however a small amount of water was observed believed to be from condensation. Sensors are properly located within 1 inch from the bottom of the sump. It is noted that some of the piping of the red jacket pump system is showing signs of rust. This rust and some rust on the piping should be address by sealing it and painting it as soon as possible.(DEP received an email on 2/1/2011 showing the piping painted and fill port covers repainted.) Fill port(s): All ports are correctly color coded. The Fill port bucket was filled with product. (DEP received an email dated 2/2/2011 indicating that the product had been removed from the bucket.)The fill port bucket area was inspected and no damagewas observed. The overfill protection consist of a flapper valve, C. P. W. and the electronic monitoring. Aboveground 4000 gallon Storage Tank: This tank has some chipping and need minor repair. The piping is starting to rust and needs to be painted. There also looks to be a possible leak beginning at the top of piping as pictured below. Dispenser(s): No product was observed outside the dispenser area in the form of a spill. No leaks were observed inside the dispenser. The Shear valve was correctly positioned and the anchor bar was installed and tight. No water or product was observed in the dispenser pan. A sensors were in the dispenser pan and was position in an upright manner within 1 inch from the bottom. Small Aboveground Storage Tank: This is an emergency generator tank and the outer shell is showing some rust. Also structure looks like it may need some repair to prevent water from entering the generator system and impacting the piping. The Annual Operability Test was completed on 4/9/2010 by Delta and was available for review and passed. The Veeder Root System has been observed with the alarm sounding, sensor test and all functions normal test being performed. | ||||||||||

Description: | Met on site with John Tierney to perform a routine inspection. All underground generator tanks exempt from release detection under current rules appeared to be well maintained. The piping sumps appeared to be free of debris with exception minor amounts of moisture. Fillports were color coded per API RP 1637 for all regulated tanks on site. Spill containment appeared to be well maintained for all regulated tanks on site. Exterior of the vehicular fuel AST and the belly tank for the generator appeared to be in good condition and well maintained. The piping for the vehicular fuel tank appeared to be in good condition and solenoid valve present. The dispenser liner appeared in good condition and the shear valves appeared properly mounted. Tank number 6 (4000 gallon AST) is registered as an Emergency Generator Diesel tank. Registration form to be submitted registering the tank as Vehicular Fuel. Past monthly inspection reports do not indicate that the dispenser liner for the Vehicular Diesel AST has been inspected. Facility to send updated inspection reports. | ||||||||||

Description: | Performed inspection with John Tierney. Inspected 2 ASTs and 2 USTs. 1. Tank # 3,1000 gal UST DW emergency generator. The tank was color coded, but not labeled, I informed the attendant that the tank should be labeled ¿Diesel¿. Sump was in good conditions. Sensor in the upright position, flipped to trigger alarm. Boots were pulled back. Vent was by the building, couple of pictures taken. Fill port¿s spill bucket was clean and it had a flap for overfill protection 2. Tank # 4, 2500 gal UST DW Emergency generator. Sump looked in good conditions; however, some water entered the sump which was pumped out during inspection. Cap rubber gasket need to be repaired to stop water from coming into sump. Sensor was moved from a high point to a lower point to get better readings. JT flipped sensor to test Veedor Root. Fill port had a flap for over fill protection and spill bucket was dry and in good conditions. 3. 1RS, it¿s registered as a 1000 gal tank, but in reality it¿s a 612 gal DW UST for an emergency generator that sits under the tank. REGISTRATION NEEDS TO BE UPDATED. The tank has a ¿DEP¿ package for monitoring. Everything is connected. The tank was color coded and had vent and emergency vent. The tank has a Morrison Fuel gauge and a high level alarm for overfill protection. 4. Tank # 6, 4000gal AST DW emergency generator and dispenser tank. Piping has solenoid valve, and the interstice is monitored by pneumercator. The pneumercator has a visual and audible alarm working properly. The tank has Morrison clock gauge and an OPW for overfill protection. The tank use to feed an emergency generator, but now only feeds the dispensers, PLEASE UPDATE REGISTRATION FOR THE CHANGE. Dispenser has a suction system. The dispenser was anchored and it had a shear valve. The dispenser liner was clean. All paper work was in order and properly displayed. | ||||||||||
