Message: Good Afternoon, Orange County conducts inspections of petroleum storage tanks facilities for five counties under contract with Florida Department of Environmental Protection. Our goal of protecting natural resources within our inspection area means helping facilities comply with storage tanks management regulations while adhering to our contractual agreement with FDEP. The FDEP contract directs us to offer compliance assistance when violations are discovered, and then refer sites for enforcement if not back in compliance after 90 days. Dispenser pans, STP sumps, and spill buckets were all clean and dry. STP's and sump equipment was in good condition. Ethanol corrosion is being maintained. Fill ports were labelled. Spill buckets appeared to be in good condition. Dispenser hoses, nozzles, and shear valves appeared in good condition. Shear valves appeared secured. All probes were properly placed. The Veeder Root ATG was also remotely monitored. Veeder Root appeared to functioning properly. Liquid status was normal. No leaks noted at time of inspection. Registration appeared up to date. Personnel had EPA training. Report emailed to representative. Picture did not save properly so BOI test results with facility drawing has been attached.

Comments: The electronic monitoring unit is a system consisting of a sensor, wiring, and a panel. The sensor and the component that it monitors are exempt from the visual inspection process. However, the proper operation of the remainder of the electronic system must be verified on a monthly basis. One way to test is to activate the panel alarm switch. Depending on the system in place this test may check the alarm light, alarm horn, or the circuit continuity between the panel and the remote sensor. This test procedure must be documented by the facility, as required in rule 62-761.710(2). The remote verification feature meets this requirement, such as the Veeder-Root Simplicity system.

ATC technician said that he would replace the bulb once the inspections were completed. This facility was just upgraded in June 2008. Sensors were mounted properly in sumps and the sumps were dry. All fills were marked properly, fill tubes were clear, and the spill buckets were dry. Dispenser 1/2 was missing U-bolts on shear valve support bracket, however, this violation was repaired on 12-12-2008 by Southern Pump and Tank (see attachments for repair order). All dispenser liners were dry and pipes were dry. All hoses and nozzles appeared to be in good shape.

Description: Arrived on site at approximately 9:10 am 6/5/08. Tank #4 and #5 were in the excavation. Tank #6 was still on the transporter. The following are the vacuum readings for the three tanks: Tank Factory Transporter Excavation #4 15¿ hg 15¿hg 15¿hg #5 17¿hg 17¿hg 20¿hg #6 19¿hg 17.5¿hg 17.5¿hg All tanks were inspected for dings or dents and other damage. No problems were noted. The tanks were Modern Welding FRP steel double walled Glass II. Tanks #4 & #5 are 8,000 gallon capacity and #6 is a 12,000 gallon tank. The tanks were placed in the excavation without incident and appear properly strapped. Dale Jessup (904-753-2599 cell) is the installation manager for Southern Pump and Tank, Inc. the PCC contractor. The PCC #056875. Southern Pump & Tank Company 5533 W. Beaver St. Jacksonville, FL 32254 904 ¿ 388-7571 Also on site were Capt. Pete Tucker ¿ Deltona Deputy Fire Marshall (386-575-0306) and Bernie Jarka ¿ The Pantry, Inc. (904-509-4407 cell). The tanks appeared to be properly anchored and the deadmen with straps which were located outside the tanks radius.
