| Description: | On Wednesday, November 20, 2024, Zach Hodges (Gulf County) and I met at the site of the former Dryer property (Fac No 9601323), a storage tank facility discovered in 1992 by an inspector employed by the Jackson County Department of Health, the Department’s contracted inspector at the time. Mr. Hodges and I met with Ms. Candice Gay, the resident of the house on the property. Ms. Gay is the daughter of the property owner, Ms. Debora Gay, whom I spoke with by phone on Monday, November18, 2024, to verify ownership. The property address is listed in FIRST as 1162 Dryer Street, Round Lake, Florida 32447. The facility’s abandoned underground tanks (reported to be 2 tanks located at the north side of the abandoned store) were registered with the Department at some time in 1996. Inspectors have been unable to specifically locate and inspect the tanks because the facility has not operated since some time before 1992 and there were no aboveground components or associated piping to verify their location. However, now that the store building has been demolished we were able to access the suspected tank area during our recent site visit. Mr. Hodges and I used a probe and auger to roughly delineate what appeared to be one or two underground storage tanks extending approximately 8 – 10 feet from the building’s foundation on its north side. We observed hard surfaces approximately 1 foot below ground 8 – 10 feet long and 6 – 8 feet wide and a short section of piping. (See the drawing and photographs included in this report.) We explained to Ms. Gay that the closure of the tank is the responsibility of the property owner. We explained the requirement for hiring a state-approved Pollution Storage System Contractor (PSSC) to close the tanks, either by removal or closure in place, as both a regulatory requirement and safety measure to remove the contamination/explosive potential. We agreed with Ms. Gay that she could remove the soil from the top of the tank area to determine the extent of the footprint of the tank(s), but their removal would have to be done by a PSSC for the reasons explained above.
