Contacted property owner who stated tanks had not been used since the 1970s and that she could not afford to properly close them. Discussed Indigent ATRP and sent her all necessary paperwork to apply. No response received from facility owner. March 2015 attempted to contact property owner, phone was disconnected. visited site on 3/26/1205 and found no changes from 2014 visit. certified non compliance letter was redirected by the post office to an alternate address. no contact from responsible party. Tanks require proper closure.

System has been out of service for over 25 years as per a 1/23/2014 conversation with Ms Sandra Humphries. The tanks were filled with water when emptied to keep them from floating. Tank registration is out of date. Facility has no approved financial mechanism for third party and pollution liability. Ms. Humphries indicated in 2014 that she is unable to afford to remove the tanks. System consists of three 500 gallon single wall steel underground storage tanks with steel piping and no release detection. South tank is located 13 feet north of demolished building foundation. South tank w/ 9.5 inches of water in a 48 inch diameter tank. All tanks 48 inch diameter w/ 15-16 inch fill pipes. Middle and north tanks are dry. These single wall bare steel unmaintained storage tanks have been abandoned for more than two years and are required to be properly closed. If these tanks were taken out of service prior to March 1st 1990 and the facility owner’s financial status meets state requirements, this site may qualify for the Indigent Abandoned Tank Restoration Program through which the state would accept responsibility to properly close the abandoned storage tank system. Description: Discussed location of tank which are on the north side of the former building next to the driveway, not at the dispenser island. Owner address change is an emergency 911 update to 373 Belle Grove St. Lake Placid FL. I will submit a registration form updating her address and telephone area code. Discussed requirement for proper closure of tanks. Tanks were filled with water at one time at the direction of a regulator as per Ms. Humphries. i informed her I would send her the completed inspection and she would also be receiving a non compliance letter. Store closed approximately 25 years ago. Ms Humphries states she lives on Soc Security. She indicated she is not able to afford to close the tanks and I stated it is possible there is indigent funding available.
