Description: I, Calvin Williams, Southeast District of the Department of Environmental Protection, met with Mario Reyes of Miami Dade County Internal Services Department. I inspected a 500-gallon underground storage tank suction system that’s used for an emergency generator. A VISUAL inspection showed that the tank pad appeared to be in good condition. No cracks or signs of leaks. The spill bucket was intact and free of debris and fluids. Spill bucket integrity test was done 2/5/2024. OVERFILL PROTECTION was provided by a ball float valve as primary and a Pneumercator LC 1002 as secondary. Vent pipe was present. RELEASE DETECTION is provided by the Pneumercator LC 1002. Annual operability test (AOT) for the release detection was done on 2/5/2024. The test from 2022 and 2023 were not present. AOT for the overfill device was done on 2/5/2024. The test for 2022 and 2023 were not present. PIPING appeared to be in good condition. Piping sump triennial integrity test was done on 2/5/2024. RECORD of Certificate of Financial Responsibility was dated from 2/1/2024 to 1/31/2025. Monthly inspections are dated from 12/6/2022 to 3/22/2024. The months of March 2021 until November 2022 were not present. No A, B, or C operator licenses were present. Placard was dated from 7/17/2024 to 6/30/2025. Report was emailed to Alex Munoz. CW

I inspected a 500-gallon underground tank used for an emergency generator. A VISUAL inspection showed that the tank pad appeared to be in good condition. Spill bucket lid for the fill port was not properly color coded, but a picture of the properly painted lid was sent to the Department before this report was complete. According to rule 62-761.430(4), F.A.C, - In cases where an Incident Notification Form (INF) is required to be submitted, the investigation shall be completed within 14 days of the date of discovery of the incident to determine if a discharge has occurred. Incident investigations that require additional time can be extended with the written approval of the Department. Please investigate the source and submit an INF. OVERFILL PROTECTION was provided by ball check valve. Vent pipe is present. RELEASE DETECTION is provided by a Pneumercator LC 1000. Annual operability test was not done. PIPING appeared to be in good condition. RECORD of CFR is dated from 2/1/2018 to 1/31/2019. Monthly inspections were not done. Placard was dated from 5/19/2017 to 6/30/2018. Description: The on-site physical inspection was conducted on September 10, 2015. I met with the Building Manager, Mr. JC Izquierdo The facility has 1-500 gallon, double walled fiberglass gallon emergency generator underground storage tank system with double walled fiberglass piping. The tank is located on the west side of the building along SW 1st Avenue. I inspected the fill port and the piping sump and all appeared to be in excellent condition. The storage tank system is equipped with a Pneumercator LC 1000 for monitoring of the tank interstice and piping sump. Under the current state regulations, release detection is not required for underground emergency generator tanks. The facility is listed in the Miami-Dade County Bond Rating Test. The contacts for the owner and operator were not current and needed to be updated. A registration form was filled out and signed by Mr. Izquierdo to make the needed corrections. The registration form was sent to Tallahassee Registration on September 14, 2015. Inspector’s notes: The site drawing and photo appears to be in order.

Description: n site inspection date: April 20, 2012 Met on site with Mr. David Racine. The piping sump and spill bucket appeared to be in excellent condition with no evidence of corrosion or water intrusion. Although not required, the tank and piping are monitored with a Pnuemercator LC 1000. The Pnuemercator is checked on a weekly basis and a log is kept inside the building. I recommended to Mr. Racine that an addition column be added to the log to specify that the release detection alarm is checked. Registration was corrected on site with the correct contact information. Facility Placard and Financial Insurance is up to date.

Description: This is a Underground Emergency GeneratorTank. TheState of Florida does not require release detection. However, all monitoring should be continued due to County Requirements. This tank is in an unusual location under the court house steps. Part of the tank is buried and part of the tank is in the craw space. According to Florida Administrative Code Defination # 65: "Tank" means an enclosed stationary container or structure that is designed or used to store regulated substances, and the volumne of which, including the volume of underground piping, is ten (10) percent or more buried beneath the surface of the ground."

They were not sure how they were going to remove the tank since it was under the steps of the court house. They can close it in place as long as they follow closure procedures. They are planning on meeting the upgrade deadline.
