Tank #2 - 15,000 gallon, Newberry double-walled, steel, compartmented aboveground storage tank (EQ #338). Both tanks were installed in July 2007. both tanks were discolored. Piping: Aboveground, single-walled, steel coated piping. Underground, APT XP flexible piping (EQ #618) with mechanical FE Petro line leak detectors (EQ #335). Aboveground piping looked ok. Transition Sump couldn't be open, it has flaps on it. Overfill protection: Morison gauges. Spill containment boxes were full of product (both) Dispensers sumps were dry, hoses and nozzles looked ok. Release detection: Interstitial monitoring with Krueger "at-a-glance" gauge (EQ #675) and monthly visual inspections of tanks and tank related equipment (tank exteriors, aboveground piping, dispenser hoses and nozzles, dispenser sumps and transition sump). The ATG Veeder-Root TLS-300 (EQ #196)is for inventory only.

Message: Good morning, As per our conversation earlier, our inspection is scheduled on May 13th, Thursday at 10:30 am for the following facility: 9809544 Hamilton LLC 3725 Highway 2, Graceville, FL 32440 The tank owner/operator or a facility representative will need to accompany the inspector and provide access to all tank related equipment. Tank equipment may include: tank exterior, piping, piping sumps, spill boxes, overfill equipment, leak detector gages, automatic tank gauges, dispenser hoses and dispenser sumps. Please be sure the tank equipment is ready for inspection. In addition, the following records need to be available for review: • Proof of Financial Responsibility (for example: Tank Insurance Policy). • Current Tank Registration Placard (should be displayed on site). • Maintenance and Repair Records for the last three years. • Monthly Visual Inspection Checklists for the last three years. • Testing Records: Annual Operability Testing for overfill devices and release detection devices, as applicable. • Annual Line Leak Detector Test for underground pressurized piping, Integrity testing for piping sumps, spill buckets, and dispenser sumps, as applicable. I looked at your records and you will need an Annual Operability Test for your Release Detection, which is a Krueger Gauge, and integrity test for transition sump (and every three years thereafter). I attached a template for Annual Operability Test to give you an idea of what it looks like. Please note that you don’t have to use that template and the template is for Overfill Protection Device, not Release Detection. Comments: Mark this as out of compliance if any release detection method has not been monitored as required. Look for evidence that the release detection system is not being properly monitored. Examples include: blocked access to monitoring wells, buried or submerged sampling ports; corroded locks; or no dispenser keys. Be aware that manual tank gauging requires weekly sampling. Electronic line leak detectors may be wired into an ATG with a memory of test cycles. Facilities with static/periodic ATG systems are required to provide one passing test per product per month. Transition sump located adjacent to off-road diesel dispenser has undergone some settling, but appears to be sound. Flow shut-off overfill prevention. Petro-Flow Inc., onsite during inspection. Technician loosened pressure test boot in satellite dispenser to allow for piping release detection between satellite pump and main pump. Release detection is by monthly visual inspection of tank interstice, with Krueger interstice gauge, transition sumps and dispenser liners with mechanical line leak detectors. No visual signs of release. Inspection completed with Mark Gillman, FDEP Pensacola, for QA/QC.

Tank interstice, transition sumps, and dispenser liners dry. No visual signs of release. Tanks and aboveground piping will need to be repainted soon to prevent corrosion. Recommend protecting transition sump and piping boots from deterioration from sunlight and installing barricades to protect from vehicle traffic.
