Release Detection: a. This Facility has the following release detection methods: 1. Veeder-Root TLS-350 console (EQ #197) with liquid level sensor in the interstice of the tank. A float sensor is located in the transition sump. Manual line leak detector for the primary piping and monthly visual inspections of the tank, fill and sump. b. Facility monthly release detection results: 1. The liquid status tapes from 1/18/2012 to present were not provided. Note: A liquid status and Alarm History Report tape collected during this inspection is in file. L2- Sump is in alarm. 2. The monthly visual inspection records from 1/18/2012 to present were not provided. Visual inspections are to include condition of tank, equipment, piping, transition sump and the interstitial status. Ensure that release detection is performed and documented at least once a month not exceeding 35 days apart. Generator unit is inspected along with the sub-base tank. Inspections do not include the remote 3000 gal. fuel tank. Provide Manatee County NRD with copies of the next three months release detection records and liquid status tapes for review. Tests: 1. Comments: The electronic monitoring unit is a system consisting of a sensor, wiring, and a panel. The sensor and the component that it monitors are exempt from the visual inspection process. However, the proper operation of the remainder of the electronic system must be verified on a monthly basis. One way to test is to activate the panel alarm switch. Depending on the system in place this test may check the alarm light, alarm horn, or the circuit continuity between the panel and the remote sensor. This test procedure must be documented by the facility, as required in rule 762.711(2). The remote verification feature meets this requirement, such as the Veeder-Root Simplicity system.

Comments: Mark this as out of compliance if any release detection method has not been monitored as required. Look for evidence that the release detection system is not being properly monitored. Examples include: blocked access to monitoring wells, buried or submerged sampling ports; corroded locks; or no dispenser keys. Be aware that manual tank gauging requires weekly sampling. Electronic line leak detectors may be wired into an ATG with a memory of test cycles. Facilities with static/periodic ATG systems are required to provide one passing test per product per month. This method has a minimum fuel capacity requirement. If there is a record keeping problem, see rule 62-762.711(2).

Description: Facility Name: Homeland Security ICE Installation Inspection Field Notes SITE VISITS: 11/22/2011 ¿ Mark Trethewey on-site at 1:10 PM. Contractor: JMP Solutions Inc. 12065 Metro Parkway Ft. Myers, FL 33966 Jeff (813) 875-8997 OPW Flexworks underground pipe (EQ-649) has been installed; pressure introduced yesterday and currently holding primary and secondary as introduced. Hydro-test of transition sump to be performed at final inspection. 01/18/2012 ¿ Mark Trethewey on-site at 8:45 AM. One (1), 3,000 gallon Modern Welding-Fireguard (EQ-274) double-wall steel aboveground petroleum storage tank for generator diesel had been installed. The tank was set on a concrete pad and was equipped with a Morrison electric solenoid valve, Morrison #918 overfill gauge w/alarm (EQ-527), and Morrison overfill flow shut-off (EQ-356). The Fireguard tank has a Morison spill bucket #515 (EQ-535). Interstitial monitoring will be electronic via Veeder-Root TLS 350 (EQ-197) (L1 sensor). Piping is aboveground to a FlexWorks transition sump; piping runs through an underground chase and feeds a 150 gallon generator base tank. Fuel is supplied by a red jacket STP w/ LLD, transition sump is monitored electronically with the Veeder-Root monitor (L-2 sensor). All signage was properly applied. The transition sump was hydro-tested beginning yesterday afternoon and was holding water at time of inspection. A Storage Tank Registration Form was provided to FLDEP, placard not to be sent, Facility is exempt from fees per 62-762.401 (2)(b). A Release Detection Response Level Form and Monthly Visual Inspection Form were provided to the Facility with the inspection report. RELEASE DETECTION, as of 1/18/2012: a. Electronic interstitial and sump monitoring. b. Monthly visual inspections which includes visual monitoring of the double-walled tank, transition sump, fills and spill containments, piping condition and surrounding area.
