Message: Hi Jason, As we discussed, the letter that was sent to Stetson regarding storage tanks violations at the Lynn Business Center, Sage Hall and Carlton Union is attached. Also attached are the inspection reports and compliance assistance offers. Our inspector tried several different ways to assist with resolving the violations but without any luck. I read through the file and the outstanding violations can be summarized as follows: Lynn Business Center: • 10/12/2023 7041 Minor 1.10 Failure to designate, register, or annually test primary overfill protection device, Please arrange for current testing of the overfill protection equipment to be performed. Please supply testing for review. • 10/12/2023 7065 SNC-B 1.6 Storage tank system not visually inspected once a month. Please immediately begin completing the monthly visual inspections of the tank. A visual inspection form will be emailed to the facility contact. Please submit the next two months of inspections as completed. Visual inspections must be conducted & documented every 30-35 days. Please maintain records for up to three years for future inspection purposes. • 10/12/2023 7072 Minor 1.8 Annual operability testing of release detection systems not completed. Please arrange for current testing of the release detection sensor to be performed. Please supply testing for review. Carlton Union Building: • 10/12/2023 7041 Minor 1.10 Failure to designate, register, or annually test primary overfill protection device, Please arrange for current testing of the overfill protection equipment to be performed. Please supply testing for review. • 10/12/2023 7043 Minor 1.11 Fillbox covers not marked according to requirements. Please label the spill bucket with a "DIESEL" sign. Please supply a picture for review once complete. • 10/12/2023 7065 SNC-B 1.6 Storage tank system not visually inspected once a month. Please have the testing completed on the spill bucket or supply testing records from the time of installation. • 10/18/2023 7031 SNC-B 3.1 Any component(s) of storage tank system not installed according to manufacturer's instructions. An onsite breach of integrity test is required after the tank is set in place. Please have the breach of integrity testing completed, or supply testing records from the time of installation. All integrity tests should be conducted in accordance with manufacturer's specifications. This can be provided by: 1) The tank holding vacuum for at least one hour following being set in place 2) An onsite pressure testing showing the tank secondary holds for at least one hour • 10/18/2023 7041 Minor 1.10 Failure to designate, register, or annually test primary overfill protection device, Please supply post installation testing, or arrange for testing to be performed. Please supply records for review. • 10/18/2023 7058 Minor 3.2 Valves do not meet standards of Section 7 of PEI/RP200-13 for piping systems with gravity head. Please arrange for a manual valve to be installed on the piping supply line. The correct order shall be: tank> manual or isolation valve> solenoid valve. Please supply a work order and pictures once installation is complete. • 10/18/2023 7072 Minor 1.8 Annual operability testing of release detection systems not complet
