Description: TANKS: Tank1 is a steel, double wall aboveground storage tank with a spill containment bucket and level gauge alarms that was installed in 2/01/2022. The tanks piping is an Abv, no soil contact suction piping system to transport 1000 gallons of emergency generator diesel fuel. . SPILL CONTAINMENT: The diesel spill bucket was clean and dry at the time of inspection. OVERFILL PREVENTION: The facility uses Kruger gauges for overfill prevention. RELEASE DETECTION: All release detection equipment (Rupture Basin Alarm) was working properly. RECORDS: Monthly visual inspection records are missing for 11/2024 and 12/2024. Other records reviewed were-monthly visual inspections, maintenance records, placards, testing and Certificate of Financial Responsibility. Description: TYPE OF INSPECTION: Aboveground Storage Tank (AST) Installation Inspection. FACILITY OWNER: Publix Super Markets INC - Environmental / Brenda Williams 863-688-1188 Ext. 55017 or brendawilliams@publix.com FACILITY CONTACTS: Chantel Brown (Phone: 863-688-1188 x 52668 Email: Chantel.Brown@publix.com) AST CONTRACTOR: Ring Power / David Busch Email: david.busch@ringpower.com EQUIPMENT INSTALLED: TANK: Phoenix 1,000-gallon Double-Wall (DW) Aboveground Generator Base Tank containing diesel fuel to power an emergency generator (EQ-625). SPILL CONTAINMENT: Approximate 12-gallon Phoenix Spill/Fill Box (EQ-625). PIPING: Synthetic Fuel Supply and Return Hoses RELEASE DETECTION / LEAK DETECTION: FPI Interstitial Sensor/Alarm (EQ-817). OVERFILL PROTECTION: FPI High Fuel Level Sensor/Alarm (EQ-817) and Rochester Fuel Level Gauge (EQ-901) which is located inside the spill box. Prior to installation a work notification form, registration, current placard, EQ list, site diagram and declaration of compliance with storage tank siting requirements (letter from Robert Carrol, PE) were submitted to our office. The tank is registered as Tank #1 and is a 1,000 gallon Phoenix sub-base emergency generator double wall tank (EQ-625). The tank is equipped with a FPI interstitial sensor/alarm for leak/release detection (EQ-817). The tank is also equipped with a FPI high fuel level alarm (EQ-817) and Rochester Fuel Level Gauge (EQ-901) for overfill protection. This AST system is also equipped with a spill/fill box from the manufacturer (EQ-625). Furthermore, the tank is equipped with a primary emergency vent and secondary emergency vent. For piping, this system is equipped with synthetic fuel supply and return hoses that run from the tank top to the generator itself. The tank is bolted down to an eight-inch-thick concrete pad. All sensors, alarms and spill containment were tested prior to the system being placed into service. The tank's interstitial integrity testing was not performed once the tank arrived on site. - Violation Issued. See Violations Section for Corrective Actions.
