11-APR-16 | Liquid Environmental Solutions Llc (Les) Is An Industrial Wastewater Pre-Treatment Facility, A Used Oil Processor, And A Petroleum Contact Water (Pcw) Recovery Facility. They Have Been At This Address For 22 Months. The Business Also Has An Active Permit To Transport Used Oil. Industrial Water Services, Inc. Was Previously Located At This Address. The Facility Consists Of Two Trailers, A Maintenance Shop, Tank Storage Areas, And An Oil/Water Separator System. There Are 67 Tanks That Have Capacities That Range From 1,200 Gallons To 85,000 Gallons Located On The Property. The Tanks Are Located Inside Of A Concrete Secondary Containment Area. The Main Office Building Is Located At 1705 Danese Street, Jacksonville, Florida. This Was A Scheduled Inspection Conducted With The Plant Manager, Mr. Yuri Turovsky. Prior To Transporting Used Oil Or Pcw To This Facility, A Process Description And A Sample Of The New Customer'S Used Oil Or Pcw Is Collected As Part Of A Waste Profile Evaluation And Approval Process. The Sample Is Analyzed For Total Organic Halogen (Toh) And Flashpoint. Mr. Turovsky Stated That Trucks Entering The Facility Are Stopped At The Entrance And The Contents Inside Of The Truck Is Again Tested Before Accepting Every Load. This Process Is Used To Certify That The Used Oil Or Pcw Does Not Contain Halogens Greater Than 1000 Ppm Or Have A Flashpoint Less Than 140 Degrees Prior To Entering The Facility. Mr. Turovsky Stated That They Do Not Allow Trucks To Off-Load Any Hazardous Waste At This Facility. | ||||||||
11-APR-16 | (Continued 2) After Passing The Analyses, The Used Oil Or Pcw Is Off-Loaded Into Specific Tanks. The Waste Solids, Waste Sludge, And Waste Residues From The Tanks Are De-Watered, Loaded Into Roll-Off Containers, And Transported To Camden County Landfill For Disposal. Mr. Turovsky Stated That They Generate 10 To 15 Roll-Offs Of Waste Solids, Waste Sludge, And Waste Residues Per Month As Non-Hazardous Waste. Per The Florida Department Of Environmental Protection Inspection Report Dated 10/14/2014, The Waste Solids, Waste Sludge, And Waste Residues From The Roll-Offs Were Tested And The Results Of The Wastes Were Nonhazardous. Here Are Two Laboratories Located Inside Each Of The Trailers Located On The Property. Both Labs Generate Hazardous Waste From Testing The Used Oil And Pcw. The Test Kits Used In The Main Lab Generate Three Cubic Centimeters A Month Of Hazardous Waste. A 55-Gallon Drum Labeled "Hazardous Waste" Is Located Outside Next To The Laboratory On A Concrete Surface. The Drum Contained Approximately One Gallon Of Hazardous Waste Solvent. The Second Laboratory Is Located In The Other Trailer And The Test Kits Generate One And One-Half Gallons Of Hazardous Waste Solvent Per Month. The Second 55-Gallon Drum Labeled "Hazardous Waste" Was Located Inside A Storage Shed. The Drum Contained Approximately 35 Gallons Of Hazardous Waste During This Inspection. Both Drums Are Being Managed By Ecoflo As A D002/D007/D009/D011 Hazardous Waste. The Last Disposal Receipts For The Hazardous Waste Pick Ups Were On 01/31/2013 And 09/17/2013. | ||||||||
11-APR-16 | (Continued 3) Les Transports Used Oil Filters That Are Stored In Drums At The Facility And Any Used Oil Inside The Drums Is Pumped Out And Processed. The Drums Were Closed And Located Outside On Storage Racks Inside A Concrete Secondary Containment Area. There Were Four Labeled 55-Gallon Drums Of Used Oil Filters At This Facility During This Inspection. Mr. Turovsky Stated That Used Oil Filter Drums Are Transported Once A Year To Ecoflo Southeast In Georgia. No Disposal Receipts Are Generated In This Process. The Maintenance Shop Is Used To Repair Pumps And Valves And Is Located Under A Covered Area. No Used Oil Is Generated In The Area. Paints In Aerosol Cans Are Used For Touch Up On The Repaired Pumps And Valves. There Is A Puncturing Mechanism Attached To A Steel Beam Located In The Maintenance Repair Area. This Device Is Used To Puncture The Aerosol Cans With Paint Inside Them And Any Remaining Liquid From The Cans Is Discharged To A Concrete Surface. There Was Evidence Of Paint Spill On The Concrete Surface. Mr. Turovsky Stated That He Will Immediately Discontinue Using The Can Puncturing Device And Discharging Paint Residuel Into The Air And Onto A Concrete Surface. A Picture Was Sent By Mr. Turovsky Of The Area Documenting The Puncturing Mechanism Was Removed. The Picture Is Attached To This Report. He Was Advised The Residue Inside The Cans Must Be Collected And Stored In A Closed Container And Managed As Hazardous Waste. The Aerosol Can Management Handout Was Provided To Mr. Turovsky. Spent Rags Are Stored In Metal Containers Throughout The Facility And They Are Laundered By Aramark Uniform Services. Spent Rags Only Come Into Contact With Used Oil And Do Not Come Into Contact With Any Of The Hazardous Waste Test Kits. | ||||||||
11-APR-16 | (Continued 4) Spent Fluorescent Lamps Are Handled Through Recyclepak, A Recycling Company. There Were No Disposal Records Available During This Inspection. There Was A Closed Labeled Box With 18 Eight-Foot Spent Fluorescent Lamps Inside It During This Inspection. The Box Was Not Dated. Mr. Turovsky Was Provided With Information On Storage And Disposal Of Spent Fluorescents And Was Given The Managing Spent Fluorescent And High Intensity Discharge (Hid) Lamps Handout. The Jacksonville Emergency Management Plan Requirement Was Discussed With Mr. Turovsky And A Handout Explaining The City Ordinance Was Provided. Based On Information Or Documentation Provided By The Facility, On 4/11/2016 The Inspector Advised Mr. Yuri Turovsky That Liquid Environmental Solutions Llc Was Classified As A Conditionally Exempt Small Quantity Generator Of Less Than 20 Kilograms Of Hazardous Waste In Accordance With City Ordinance Code Chapter 123. | ||||||||
