| 05-OCT-15 | B & K Diesel Electric Service, Inc. Specializes In Selling, Repairing, And Installing Generator Sets And Controls. They Have Been At This Address For 25 Years. The Facility Consists Of Offices, A Supply Storage Warehouse, And Two Bays. There Was No Floor Drain Noted. Used Oil, Used Oil Filters, Used Antifreeze, And Spent Lead Acid Batteries Are Generated Off-Site At The Customers' Address. Sometimes The Wastes Are Collected In Different Labeled Five-Gallon Containers And Transported Back To The Main Office By Truck. There Are Three Trucks At This Facility And They Are Serviced By Local Repair Shops. The Used Oil Is Stored In Two Labeled 500-Gallon Single-Walled Tanks. The Tanks Are Located Inside The Building And The Building Is Being Used As Secondary Containment. Used Oil Filters Were Uncrushed And Stored In Two Labeled 55-Gallon Drums Located In The Bay Area. Used Antifreeze Is Stored In A 500-Gallon Single-Walled Tank And The Tank Was Not Labeled. A Stencil Was Provided To The Estimator, Ms. Dianne Sowell, To Label The Used Antifreeze Tank Located In The Bay Area. Spent Lead-Acid Batteries Were Stored Inside The Bay On A Pallet. There Were Not Three Years Of Disposal Receipts For Used Oil, Used Oil Filters, Used Antifreeze, And Spent Lead-Acid Batteries Available. Ms. Sowell Was Advised That Waste Management Records For Regulated Wastes Must Be Kept On File For A Minimum Of Three Years. There Is A Sink Style Parts Washer At This Facility That Is Leased From Crystal Clean. The Parts Washer Is Used To Clean Tools. The Solvent Used In The Parts Washer Is A High Flash, Non-Hazardous Petroleum Naphtha That Is Being Managed By Crystal Clean As A Non-Dot/Rcra Regulated Parts Cleaning Solvent.Used Shop Rags Are Stored In An Unlabeled 55-Gallon Drum And Are Cleaned By Unifirst Uniform Company. Ms. Sowell Stated That Used Shop Rags Are Only Contaminated With Used Oil. No Aerosols Are Used And No Painting Is Conducted By The Business. | ||||||||

Ms. Sowell Was Provided With Information On Storage And Disposal Of Spent Fluorescents And Was Given The Managing Spent Fluorescent And High Intensity Discharge (Hid) Lamps Handout. The Jacksonville Emergency Management Plan Requirement Was Mailed To Ms. Sowell With A Handout Explaining The City Ordinance. Based On Information Or Documentation Provided By The Facility, On 10/5/2015 The Inspector Advised Ms. Dianne Sowell That B & K Diesel Electric Service, Inc. Was Classified As A Generator Of Non-Hazardous, But Otherwise Regulated, Waste In Accordance With City Ordinance Code Chapter 123. | ||||||||
