Routine; CESQG (<100 kg/month) - Routine; VSQG (<100 kg/month) - Routine; Used Oil-Other Mckenzie Tank Lines (Mtl) Is Located At 535 Port Leon Drive, St. Marks, Florida, Wakulla County. Mtl Was Last Inspected On February 28, 2007, As A Conditionally Exempt Small Quantity Generator With Violations Cited For Used Oil And Used Oil Filter Management. This Terminal Is Managed By Mr. Leonard Arnold. Mr. Arnold Answered Questions And Facilitated The Inspection. | This Facility Consists Of Four Work Bays, One Washing Facility And A Large Parking/Storage Area. Located Behind This Facility Were Two 12,000 Gallon Diesel Tanks That Are Utilized For Mtl'S Refueling Purposes. These Tanks Are Located In Secondary Containment.
Mtl Performs Routine Preventative Maintenance On Its Fleet Of Trucks. This Four Bay Repair Facility Is Surrounded By Asphalt Parking Lot And Washing Facility. Located Throughout The Facility Were Several Containers That Were Not Labeled With The Words "Used Oil" Or "Used Oil Filters". Before Leaving We Provided The Facility With Stencils And Labels. One Black Beauty Heater/Furnace Is Hard Piped To A 250 Gallon Labeled Used Oil Tank That Burns The Used Oil Generated At The Facility.
The Wash Rack Is Used To Wash Mckenzie Trucks/Trailers Before Maintenance Work Is Performed. The Drains Are Designed To Flow To A Collection Sump And Oil Water Separator. According To Mr. Arnold The Sump/Oil Water Separator Is Serviced By Skimming The Oil Off The Top Of The Water, Then The Water Is Collected In An Onsite Treatment Tank, The Ph Is Adjusted And Sent To The Tallahassee Treatment Facility. According To Mr. Arnold The Pcw And Sludge'S Are Collected And Sent For Disposal. Also Located In This Are Were Several 55-Gallon Drums Of Unlabeled Used Oil And Used Oil Filters.

Mtl Generates Used Oil, Used Oil Filters, Used Batteries, Rags, And Spent Mercury Containing Lamps. Used Oil, Used Oil Filters, And Parts Washer Fluid Are Transported By Safety Kleen. Rags Are Laundered By Unifirst. Used Batteries Are Taken To Kyle Recycling In Hosford, Fl. Spent Mercury Containing Lamps Are Transferred To The Mtl Location (Me Id#: 16716) At 2778 W Tharpe St, Tallahassee, Florida 32303 For Recycling. | This Facility Consists Of Four Work Bays, One Washing Facility And A Large Parking/Storage Area. Located Behind This Facility Were Two 12,000 Gallon Diesel Tanks That Are Utilized For Mtl'S Refueling Purposes. These Tanks Are Located In Secondary Containment.

A Box Of Spent Mercury Containing Lamps Was Being Stored Within The Maintenance Facility, However It Was Not Closed, Or Properly Labeled. Labels Were Provided, And The Box Of Spent Mercury Containing Lamps Was Properly Closed And Labeled Prior To The Conclusion Of The Inspection.

According To Mr. Arnold The Used Oil And Sludges Are Collected And Sent For Disposal By Water Recovery Llc Out Of Jacksonville.
Also Located In This Area Were Several 55-Gallon Drums Of Labeled Used Oil And Used Oil Filters. Four 55-Gallon Drums Of Used Oil, And Four 55-Gallon Drums Of Used Oil Filters Were Labeled, Closed, And Within The Covered Wash Area That Served As Secondary Containment. A 55-Gallon Drum Of Waste Black Liquor From A Local Wood Chip Cooking Process That Was Drained From A Fleet Vehicle Was Also Stored In This Area. | The Facility Appeared To Be In Compliance At The Conclusion Of The Inspection. | Swift | Submitted For Approval By Horton, Caroline |

(Groendyke Or Facility) Located At 535 Port Leon Drive In St. Marks, Florida Is A Registered Hazardous Waste Transporter And Is Currently Notified With The Department As A Very Small Quantity Generator (Vsqg) Of Hazardous Waste. The Current Transporter Registration Expires November 30, 2020.
On July 31, 2020 Monica Hardin And Corinna Clanton, Of The Florida Department Of Environmental Protection (Fdep Or Department), Conducted A Compliance Evaluation Inspection (Cei) To Determine Compliance With State And Federal Regulations For The Transport And Management Of Hazardous Wastes And Used Oil. The Inspection Was Facilitated By Mr. Russell 'Rusty' Herron, Terminal Manager.
While Onsite Inspectors Wore The Following Personal Protective Equipment: Face Mask Coverings (Due To Covid-19) And Safety Boots.
| This Groendyke Location Serves As A Fueling Station, Maintenance Facility, And Wash Area For Fleet Trucks. The Facility Consists Of Four Work Bays, One Washing Bay, And A Large Parking/Storage Lot.
In The Lot, Were Two 12,000-Gallon Diesel Fuel Tanks For Groendyke Trucks To Refuel; These Tanks Were Located Within Secondary Containment And Appeared In Good Condition (Photo 1).
In The Work Bays, The Facility Maintains A 400-Gallon Used Oil Tank, Two Parts Washers, And A Used Oil Heater/Furnace. The Used Oil Tank Appeared In Good Condition And Appropriately Labeled (Photo 2). On Top Of The Used Oil Tank Is A Closeable Section That Allows Filters To Drain. Near The Used Oil Tank Were Three 55-Gallon Drums Labeled For Used Oil Filters; These Drums Appeared In Good Condition And Appropriately Labeled (Photo 3). The Facility Has Removed Most Mercury-Containing Lamps And Replaced Them With Led’S; In The Storage Room, A Box Was Available For The Remaining Mercury Lamps Once They Become Waste. The Mechanic Explained That Some Aerosol Can Products Are Used Until Completely Empty And Then Discarded In The Trash.
The Wash Area Is Used To Wash The Exterior Of Trucks/Trailers Prior To Maintenance Work Being Performed. The Floor Is Sloped To Drains That Flow To A Collection Sump And Oil Water Separator. (Photo 4)
Spill Kits And Absorbent Materials Were Observed Available Throughout The Facility.
The Facility Transports Nitrate Spent Acid From A Local Facility Approximately Three Times Per Week To A Reclamation Facility In Missouri Or Virginia; The Spent Acid Is Offloaded And The Truck Is Reloaded With Clean Acid, Which Is Then Transported Back To The Local Facility. The Spent Acid Is Manifested. Manifests Records Are Kept Onsite And Scanned And Maintained Electronically As Well.
Safety-Kleen Records, A Copy Of Current Liability Insurance, And Transport Manifests Were Provided Electronically Following The Onsite Inspection. The Safety-Kleen Records Indicate The Two Parts Washers Are Serviced And Used Oil Filters Are Removed From The Site Approximately Once Every Two Months. The Copy Of The Insurance Provided Indicates The Facility Remains Insured Through April 2021.
| At The Conclusion Of This Inspection, Groendyke Transport Inc. Appears To Be In Compliance With Applicable State And Federal Transporter And Hazardous Waste Regulations. |
