08/06/2008 Site Inspection Routine; Transporter Univar Usa Inc (Univar) Was Inspected On August 6, 2008, As An Unannounced Hazardous Waste Compliance Inspection. Univar Has Been Operating On Site Since 2001 And Has 22 Employees. The Facility Consists Of A Warehouse, Aboveground Tank Farm, Storage Yard, And Several Offices. The Facility Notified The Dep As Both A Transporter And Large Quantity Generator Of Hazardous Waste. Univar Is A Distributor Of Chemicals And Industrial Solvents. The Warehouse, Tank Farm, And Storage Yard Are Used To Store Industrial Chemicals For Distribution, Including Solvents And Corrosives. The Facility Receives Product From The Manufacturer Through Rail Car And Tanker Truck, And Redistributes Them To Their Customers. Hazardous Waste Is Generated At The Facility If The Container Leaks Or Breaks, Exceeds It Shelf Life, Is Off Spec, Or When Any Tank Lines/Sumps Are Flushed. Warehouse: Products Are Stored In The Main Warehouse. Additionally, Off-Specification And Other Hazardous Wastes Are Stored In The Warehouse Prior To Disposal. 90-Day Storage Area: This Area Is Located In The North West Corner Of The Warehouse. At The Time Of Inspection There Was One 55-Gallon Drum That Contained About 10-Gallons Of D001 Hazardous Waste From A Line Flush. This Container Was Properly Labeled And Closed At The Time Of Inspection. Waste From The Facility'S Transporter Activities Is Also Stored In This Area. No Transporter Waste Was Being Stored At The Time Of Inspection. According To Mr. Robert Potochnik, Operations Manager, Transporter Waste Is Not Stored On Site For Longer Than 24-Hours. In Most Cases The Waste Is Sent Out Within 12-Hours. Laboratory: Univar Operates A Quality Assurance Laboratory. This Laboratory Is Located In The Main Warehouse. No Wet Chemistry Is Performed In This Lab; Therefore, No Waste Solvents Are Generated. The Samples That Are Taken Are Eventually Recombined With The Product Or Poured Into A 90-Day Hazardous Waste Container Of The Same Contents. Facility Yard And Storage Area: To The North Of The Main Building Is The Facility Yard. The Yard Contains Several Drums And Containers That Are Full Of Product And Waiting To Be Shipped Off To Customers. There Are Also Several Empty Drums That Are Stored Outside Waiting To Be Filled With Product Or Waiting To Be Sent For Reconditioning And Cleaning. Tank Farm: Also Located To The North Of The Facility Is The Tank Farm. The Tank Farm Consists Of 39 Tanks Separated Into Different Areas Depending On Characteristics Of The Chemical Being Stored. Product Flammable Liquids Are Stored In A Covered Storage Area With Secondary Containment. Other Flammable Solvents Are Stored Under A Large Pole Barn Inside Several Different Tanks. Each Tank Had Secondary Containment. There Are Central Floor Trenches Designed To Catch Any Spill That Occurs Outside Of The Secondary Containment, Such As From A Truck. At The Time Of The Inspection, There Was An Accumulation Of Water In These Trenches. According To Mr. Craig Frost, Tank Farm Supervisor, These Trenches Are Cleaned Out As Necessary And Disposed Of As A Hazardous Waste To Ensure Compliance. Also In This Area There Was A Damp Absorbent Pad (Photo 1), And The Facility Was Unaware Of What It Was Used For. Failure To Make A Hazardous Waste Determination Is A Violation Of 40 Cfr 262.11. Also In This Area Was Oil Dry Used For Spills. The Facility Is Reminded That Any Oil Dry That Is Used For Spills Of Used Oil Or Chemicals Should Also Go Through A Hazardous Waste Determination And Properly Disposed Of. Records Review: The Facility'S Contingency Plan Was Incomplete. The Facility Failed To Include The Emergency Contacts' Home Addresses, Which Is A Violation Of 40 Cfr 265.52(D). The Plan Did Not Have An Explosion Response Plan, Which Is A Violation Of 40 Cfr 265.52(A). The Facility'S Weekly Container Inspection Log Failed To Contain The Number Of Containers In Its Hazardous Waste Storage Area, Which Is

Univar Was Last Inspected By The Department On August 6, 2008. On March 22, 2013, The Facility Notified The Dep As A Transporter And Large Quantity Generator (Lqg) Of Hazardous Waste, A Used Oil Transporter And Transfer Facility, And A Universal Waste Transporter And Transfer Facility. The Facility Is Currently Operating As A Transporter And Lqg Of Hazardous Waste. The Facility'S Used Oil Transporter And Transfer Activities And Universal Waste Transporter And Transfer Activities Are Limited. Univar Is A Distributer Of Chemicals And Industrial Solvents. The Facility Has Been In Operation At This Location Since 2001, Has 16 Operations Employees, And Is On City Water And Sewer. The Facility Consists Of A Warehouse, An Outside Aboveground Tank Farm, An Outside Storage Yard, And Several Offices. | The Warehouse, Tank Farm, And Storage Yard Are Used To Store Industrial Chemicals For Distribution, Including Solvents, Corrosives, And Pharmaceuticals. The Facility Receives Product From The Manufacturer Through Rail Car And Tanker Truck, And Redistributes Them To Their Customers In Totes Or Drums. Hazardous Waste Is Generated At The Facility If A Product Container Leaks Or Breaks, A Product Exceeds Its Shelf Life, Is Off-Specification, Or When Any Tank Lines/Sumps Are Flushed. Warehouse: __________ Products Such As Caustics, Buffers, Acids, And Pharmaceuticals Are Stored In The Warehouse. Inside The Warehouse, The Facility Has A 90-Day Accumulation Area And Lab, Where Hazardous Wastes Are Generated And Accumulated Prior To Disposal. Warehouse - 90-Day Accumulation Area: This Area Is Located In The Northwest Corner Of The Warehouse. At The Time Of The Inspection, There Was One 300-Gallon Tote Accumulating That Contained D002 Hazardous Waste Caustics From A Line Flushing (Photo 1). The Tote Was Closed, Properly Labeled, And Dated. The Facility Also Stores Damaged Or Expired Products And Pharmaceuticals For Reverse Distribution In This Area. The Damaged And Expired Products Are Manifested Off-Site As Hazardous Waste With U-Code Designations. The Majority Of The Facility'S Hazardous Waste Generated Is From Expired Product. At The Time Of The Inspection, There Was No Hazardous Waste Expired Product Being Stored In The Warehouse. Waste Generated From The Facility'S Transporter Activities Is Stored Outside Of The Warehouse In Trucks. At The Time Of The Inspection, No Transporter Waste Was Being Stored. According To Mr. Hall, Univar'S Branch Operations Manager, Transporter Waste Is Not Stored On-Site For Longer Than 24 Hours. In Most Cases The Waste Is Sent Out Within 12 Hours. Warehouse - Lab: Univar Operates A Quality Assurance Laboratory. This Lab Is Located In The Warehouse. The Facility Performs Specific Gravity Tests On Isopropyl Alcohol (Ipa) To Determine If It Is In The Same Range As The Control To Assure Quality. The Samples Are Eventually Recombined With The Product. If The Facility Is Not Able To Recombine The Solvent, The Waste Solvent Is Transferred To A 55-Gallon Flammable Hazardous Waste Accumulation Drum Located In The Tank Farm And Described Below. Tank Farm: _________ The Tank Farm Is Located Outside And To The North Of The Warehouse. The Tank Farm Consists Of 39 Tanks, Separated Into Two Bays Depending On The Characteristic Of The Chemical Being Stored. Flammable Products Are Stored In Bay 1, And Corrosive Products Are Stored In Bay 2. Each Tank Is Located Within Secondary Containment. Three Open Pails Were Observed In The Tank Farm During The Inspection, And The Facility Was Unaware Of What Was In The Pails (Photos 2-4) [40 Cfr 262.11]. Following The Inspection, The Facility Determined That One Pail Contained A Non-Hazardous Detergent Blend And One Pail Contained Rain Water. The Third Pail Contained D002 Hazardous Waste Sodium Hydroxide.

A Follow-Up Visit Was Made On March 30, 2017, To Complete The Records Review Portion Of The Inspection. Univar Was Last Inspected By The Department’S Hazardous Waste Program On May 14, 2013. On March 4, 2016, The Facility Notified The Department As A Hazardous Waste Transporter And Large Quantity Generator (Lqg) Of Hazardous Waste; A Used Oil And Used Oil Filter Transporter And Transfer Facility; And A Universal Waste Transporter And Transfer Facility. The Facility Is Currently Operating As A Hazardous Waste Transporter And Lqg Of Hazardous Waste. The Facility'S Used Oil And Used Oil Filter Transporter And Transfer Activities And Universal Waste Transporter And Transfer Activities Are Limited. Univar Is A Distributer Of Chemicals And Industrial Solvents. The Facility Has Been In Operation At This Location Since 2001, Has 30 Employees And Operates Five Tractor/Trailers And Seven Box Trucks. The Facility Is Connected To City Water And Sewer. The Facility Consists Of Administrative Offices, A Warehouse, Storage Yard, Tank Farm, Rail Car Area, And Tanker Parking Lot. | The Warehouse, Storage Yard, Tank Farm And Rail Car Area Are Used To Store Industrial Chemicals For Distribution, Including Solvents, Corrosives, And, Less Frequently, Pharmaceuticals. The Facility Receives Product From The Manufacturer Through Rail Car And Tanker Truck, And Redistributes Them To Its Customers In Totes Or Drums. Hazardous Waste Is Generated At The Facility If A Product Container Leaks Or Breaks, A Product Exceeds Its Shelf Life, Is Off-Specification, Or When Any Tank Lines/Sumps Are Flushed. Warehouse -------------------------------------------------------- Products Such As Isopropyl Alcohol, Caustics, Buffers, Acids, And Pharmaceuticals Are Stored In The Warehouse. The Lab Performs Specific Gravity And Alcohol Content Tests To Determine Whether The Raw Product Is Within Control Parameters. If The Facility Is Not Able To Recombine The Samples With The Product, The Waste Is Managed As A D001 Hazardous Waste In A Closed, Sealed, And Properly Labeled Satellite Accumulation Container Located Immediately Outside The Lab In The Main Warehouse. <90-Day Hazardous Waste Accumulation Area This Area Is Located In The Northwest Corner Of The Warehouse. Mr. Simms Stated That The Facility Typically Holds Hazardous Waste Prior To Transfer For Less Than 24 Hours. Univar Only Picks-Up Waste On Mondays And Wednesdays And Off-Site Transportation Occurs On Tuesdays And Thursdays. At The Time Of The Inspection, There Were Three Non-Hazardous Waste 'Starpack' Polyfiber Containers In The Area (Photo 1). The Facility Also Stores Damaged Or Expired Products And Pharmaceuticals For Reverse Distribution In This Area. The Damaged And Expired Products Are Manifested Off-Site As Hazardous Waste With U-Code Designations As Appropriate. The Majority Of The Facility'S Hazardous Waste Generated Is From Expired Product. "Retain Samples" Of Product Are Kept In A Flammable Locker For A Period Of Six Months To Three Years Based On The Specific Quality Control Parameters For Each Type Of Product. The Flammable Locker Is Located Inside The Warehouse Near The Lab (Photo 2). When Samples Are No Longer Needed, The D001 Or D002 Liquid Hazardous Waste Is Added To The Appropriate 55-Gallon Satellite Accumulation Drum Located In The Tank Farm. This Satellite Container Is Not At Or Near The Point Of Generation, And Is Not Under The Control Of The Operator Generating The Waste [40 Cfr 262.15(A)]. <90-Day Hazardous Waste Accumulation Area (Hwaa) This Area Is Located In The Northwest Corner Of The Warehouse. At The Time Of The Inspection, There Were Three 250-Gallon Totes Of D002 Hazardous Waste Liquid And One 'Starpack' Fiberpack Of D002 Hazardous Waste Solids In The Area (Photo 3). (Univar, The Facility) Was Inspected On July 30, 2024. Univar Was Last Inspected By The Department’S Hazardous Waste Program On August 13, 2020. The Facility Last Notified The Department As A Hazardous Waste Transporter And Transfer Facility; A Used Oil And Used Oil Filter Transporter And Transfer Facility; A Universal Waste Transporter And Transfer Facility; And A Large Quantity Generator (Lqg) Of Hazardous Waste. Ms. Rachel Randall (Operations Supervisor) Was Present Throughout The Inspection. The Facility Is Currently Operating As A An Lqg Of Hazardous Waste. Ms. Randall Stated That At The End Of 2023, This Univar Facility Ceased Operating As A Hazardous Waste Transporter, Used Oil And Used Oil Filter Transporter And Transfer Facility, And Universal Waste Transporter And Transfer Facility. Univar Is A Distributor Of Chemicals And Industrial Solvents. The Facility Operates Monday Through Friday, 8:00 Am To 5:00 Pm, And Infrequently On Weekends If Workload Requires. Univar Has Been In Operation At This Location Since 2001, Has 20 Employees And Operates Seven Tractors And Four Box Trucks. The Facility Is Connected To City Water And Sewer. The Areas Inspected Are Described Below. | The Warehouse, Storage Yard, Tank Farm And Rail Car Area Are Used To Store Industrial Chemicals Including Solvents, Corrosives, And, Less Frequently, Pharmaceutical Powders For Distribution. The Facility Receives Product From The Manufacturer Through Rail Car And Tanker Truck, And Redistributes Them To Its Customers In Totes Or Drums. Hazardous Waste Is Generated At The Facility If A Product Container Leaks Or Breaks, A Product Exceeds Its Shelf Life, Is Off-Specification, Or When Any Tank Lines/Sumps Are Flushed. At The End Of The Work Shift, Any Remaining Sample Waste Is Transferred To An Appropriate 55-Gallon Satellite Accumulation Drum Located Adjacent To The Lab. Product "Retain Samples" Are Kept In Flammable Lockers For A Period Of Six Months To Three Years Based On The Specific Manufacturer Quality Parameters For Each Type Of Product. Frequently, Samples Of Food-Grade Products May Not Be Reused For Food-Grade Products, But May Be Used For Technical Grade Products.
