05/07/2013 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; VSQG (<100 kg/month) A Hazardous Waste Compliance Evaluation Was Conducted At This Facility On May 7th, 2013. A File Review Indicated That The Facility Had Never Previously Been Inspected By The Department. Fpl Owns The Property Which Is Connected To City Sewer And Water. The Facility Has Been At Current Location Since 1975, Is About 10 Acres In Size And Has Approximately 20 Employees. The Facility Is Registered As A Used Oil Transporter And A Used Oil Transfer Facility. Record Review Showed That Facility Operates At Cesqg Level. | The Main Warehouse On The Property Is Mainly Used For Parts Storage, Oil Spill Equipment Storage, Offices, And Work Station Areas (Wsa) #1-8. Wsa#1-4 - Located Inside Warehouse, Used For Sand Blast Media Waste. Waste Is Gradually Generated In Four (4) Separate 55-Gal Drums. Once Full, Blast Media Is Sent Out For Testing And Moved Into "Rcra Shed" Prior To Proper Disposal. If Blast Media Tests Not Hazardous Either Veolia Or Fpl'S Central Reclamation Services (Crs) Are Used To Dispose Of Drums. If Blast Media Tests Hazardous Then Waste Is Managed By Veolia. Wsa#5 Was Used For Mineral Spirits Parts Washing And Processing But Was Deactivated Over 3 Years Prior To Inspection. Wsa#6 - Located Inside Warehouse, Used Paint Waste. Waste Is Gradually Generated In One (1) 55-Gal Drum And One (1) 10-Gal Gun Cleaner Unit. Once Full, The Waste Drum Is Moved Into "Rcra Shed" Awaiting Proper Disposal By Veolia. Wsa#7 - Located Outside, Under Roofing, Within Secondary Containment. One (1) 55-Gal Drum Holding Used Aerosol Spray Cans Is Located Outside Fireproof Locker, One (1) 35-Gal Drum With Aerosol Spray Can Puncture And Waste Recovery System Is Located Inside Fire-Proof Locker. Once Full, The Hazardous Waste Drum Is Moved Into "Rcra Shed" Awaiting Proper Disposal By Veolia. Empty Punctured Spray Cans Are Disposed Of As Scrap Metal. Wsa#8 - Located Inside Warehouse, Used For Spent Rags Generated In One (1) 55-Gal Drum. Once Full, The Waste Drum Is Moved Into "Rcra Shed" Awaiting Proper Disposal By Veolia. Two (2) Adf Parts Washers Were Observed On Site, Labeled As Ones Using Better Orange Non-Hazardous Soap (One Was Empty And In The Process Of Being Decommissioned) And One (1) Parts Washer Were Observed On Site, Labeled As Using Mirachem Detergent. All Wastes Are Tested Prior To Disposal. No Hazardous Test Results Were Observed To Date. Spent Batteries Are Stored Inside And Managed By Crs. Spent Fluorescent Lamps Generated From The Office Buildings On-Site Are Managed By Facilities Maintenance And Are Transported To Fpl Port West Properties Located At 2455 Port West Blvd, West Palm Beach, Florida 33407 (Fld000807792). Transfer Tanks: The Following Tanks Were Observed At Time Of Inspection, Properly Labeled And Within Secondary Containment: - 29,000 Gal Ast (One Tank) - Containing Processing Mineral Oil - 5,000 Gal Asts (Eight Tanks) - Containing Processing Mineral Oil - 18,000 Gal Ast (One Tank) - Containing Pcb Contaminated Oil (<50 Ppm) All Transport And Transfer Records Were Reviewed And In Order. Last Hazardous Waste Disposal Was Made In 2010 And Was Of Sqg Amount. | Facility Operates As Cesqg Uot. Facility Was In Compliance With Majority Of Sqg Requirements Exhibiting An Above-And-Beyond Effort Of Compliance. Violation Was Updated On 05/14/2013. | Facility Operates As Cesqg Uot. Change Of Generator Status (Sqg To Cesqg) Is In Progress. Facility Provided Copy Of 8700-12fl Submitted To Tallahassee. | Facility Operates As Cesqg Uot. 05/14/2020 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; VSQG (<100 kg/month) On May 14, 2020 (05/14/2020), Romina Lancellotti With The Florida Department Of Environmental Protection (Fdep) Conducted A Routine Compliance Evaluation Inspection (Cei) At Fpl Equipment Reliability Center (Hereinafter Erc Or Facility), Located At 6001 Nw 70th Ave, Miami, Fl 33166. Erc Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260-268, 273, And 279 Adopted And Incorporated By Reference In Rule 62-730, 62-737, And 62-710 Florida Administrative Code (F.A.C.). The Inspection Was Facilitated By Facility Representatives, Yania Perez And Carmine Brutto. Erc Occupies 35,000 Square Feet In A 400,000-Sq Ft Lot And Is Connected To Public Water And Sewer Of City Of Miami. Erc Has Been Operating At Its Current Location Since 1973 And Employs 21 Staff. The Facility Operates From 7:00 Am To 3:30 Pm. Notification History: Erc Initially Notified With The Department As A Small Quantity Generator (Sqg) Of Hazardous Waste On 11/10/1983, And As A Used Oil Transporter And Recycling Facility On 07/01/1985. The Facility Was Assigned The Epa Identification (Epaid) Number Fld000807586. The Facility Most Recently Notified As A Very Small Quantity Generator (Vsqg), Used Oil Transfer And Transporter, And Universal Waste Handler On 02/11/2020. Inspection History: The Facility Was Previously Inspected By The Department On 05/07/2013 As A Vsqg, Used Oil Transporter And Transfer Facility And Was Found To Be In Compliance At The Time Of Inspection. For The Walk Through Of The Facility There Is Not Specific Personal Protective Equipment (Ppe) Required To Enter The Facility. However, Employees And Visitors Are Required To Wear Steel-Toed Boots, Safety Glasses, And/Or Hard Hat In Specific Areas And Activities. | Erc Is A Facility That Provides Service To Support Power System’S Operations In All Fpl Territory In Florida, Which Includes Miami-Dade, Broward, Palm Beach, Brevard Counties, And Facilities Through North, West, And Central Florida. Erc Is Responsible For Several Functions That Include Electrical Testing And Repairs Of Personnel Protective Equipment (I.E. Rubber Gloves, Grounds, Bucket Lines, Hot Sticks) As Well As Programming Electrical Testing Distribution Types Switches, Reclosers, Interrupters, Transformers, Throwovers, And Automated Transfer Switches. Most Of The Work Is Performed At The Erc Shops, But These Are Also Performed Field Troubleshooting And Repairs Of These Equipment. Other Functions Are Restoring Power To Customers And Temporarily Storage. Erc Owns Two Tank (Vac/Pump) Trucks With 2,400-Gallon And 1,500-Gallon Capacity, Respectively. The Trucks Are Drived By External Contractors, They Conduct Maintenance In The Field To Substations And Customers To Restore Power Supply. Maintenance Of Trucks Is Conducted Offsite. Wastes Generated On-Site Include Aerosol Cans Exhibiting Characteristics For Ignitability (Epa Waste Code D001), Lacquer Thinner Exhibiting Characteristics For Ignitability (Epa Waste Code D001) And Listed Epa Waste Codes F003 And F005, Rags Contaminated With Paint Cans Exhibiting Characteristics For Ignitability (Epa Waste Code D001), Spent Beadblast Media Exhibiting Characteristics For Toxicity For Lead (Epa Waste Code D008), Used Oil, Spent Batteries And Spent Mercury Lamps. The Facility Consists In A Building With Offices In The Second Floor And Shops In The First Floor, A Tank Farm And Parking Lot. Main Shop The Walk Through Of The Facility Began In The Main Shop Where The Facility Conducts Dielectrical Tests Of Buckets Liners And High Voltage Suits, Which Are Specialized Equipment Used By Field Employees To Isolate Them From High Voltages. From The Operations Conducted In This Area, Aerosol Cans, Spent Lacquer Thinner Residues And Rags Contaminated With Lacquer Thinner Are Generated. 05/31/2023 Site Inspection Routine; Used Oil Transporter On May 31, 2023 (05/31/2023), Jade Knight With The Florida Department Of Environmental Protection (Fdep) Conducted A Routine Inspection At Fpl Equipment Reliability Center, Located At 6001 Nw 70th Ave, Miami, Fl 33166. Fpl Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260-268, Adopted And Incorporated By Reference In Rule 62-730, Florida Administrative Code (F.A.C.). The Inspector Was Accompanied By Kaitlyn Taylor, Environmental Specialist Ii From The Fdep. The Inspectors Were Escorted Around The Facility By Jorge Alfonso, Front Manager; Javier Betzanilla, Manager; Felix Rodriguez, Safety Coordinator; And Carmine Brutto, Senior Environmental Specialist. Upon Arrival At The Facility The Inspectors Presented Their Credentials And Explained The Purpose Of The Inspection. Fpl Occupies 35,000 Square Footages In A 400,000 Square Footage Lot And Is Connected To Public Water And Sewer. Fpl Has Been Operating At Its Current Location Since 1972 And Employs 20 Staff.
