The Facility Also Services Marine Engines And Generators On Site And In The Field. The Company Changed This Facility'S Generator Status To Conditionally Exempt In June 2008. Gary Blessin And Alan Evans Provided Assistance During The Inspection, Which Confirmed That The Facility Is Conditionally Exempt. The Facility Currently Has About 50 Employees And Has Municipal Water Service. Sanitary Wastes Are Disposed Of In A Septic System, And Industrial Waste Water Is Treated And Recycled On Site. | The Facility Consists Of Two Main Buildings Plus A Structure That Houses The Transmission Dynamometer. No Waste Is Generated In That Structure. The Facility Has 20 Service Bays, Most In The West Building. The West Building Has Two Safety Kleen Systemone Parts Washers, And The Still Bottoms Are Disposed Of With The Facility'S Used Oil, Which Is Permissible For Conditionally Exempt Small Quantity Generators. One Of The Washers Is In The Rebuild Area In The Building'S South End. The Rebuild Area Also Includes Various Machine Tools And A Bead Blaster. Mr. Blessin Did Not Know When The Unit Was Last Cleaned Out, But Said It Is Company Policy To Conduct Hazardous Waste Determinations Before Disposal. A Wash Bay Was Adjacent To This Area For Steam Cleaning Parts. The Waste Water Is Collected And Treated In A Recirculating Treatment System Which Is Cleaned Out Once Per Year By Southern Industrial, With The Waste Disposed Of To Safety Kleen As Non Hazardous. Analytical Results For This Material Were On Site. The Second Systemone Parts Washer Was Located At The North End Of The Building. Zep X-4402 Heptane Based Solvent Is Also Used With Refillable Spray Cans And Rags For Cleaning. The Rags Are Laundered. Coolant Removed From The Engines Is Held On Site And Returned To The Vehicle Once Repairs Are Complete If Possible. Coolant That Can'T Be Re-Used Is Placed In A Labeled Tank For Recycling Through Safety Kleen. The Used Oil, Oil Filter And Antifreeze Storage Tanks Were All Indoors And Had Secondary Containment. A Number Of Collection Pans Had Faded Labels, And A Collection Dolly Was Labeled "Waste Oil" Rather Than "Used Oil." These Were Re-Labeled After The Inspection With Stencils That Were Provided To The Facility. Propane Fueled Forklifts Are Serviced By A Contractor. Batteries Are Usually Stored Indoors, But On The Day Of The Inspection Several Were Staged Outside For Collection. Interstate Picks Up The Used Batteries For Core Credit Once A Week. Universal Waste Lamps Were On Site In Open Boxes, But All The Lamps Were Green Tip Or Ecolux Non Hazardous Lamps. They Are Recycled In Accordance With Florida Regulations. The East Building Is Mainly A Warehouse With Some Offices. Generators Are Serviced In Part Of The Building. A Paint Booth Located In The Building Is Not In Service. It Was Used In A Previous Manufacturing Process, Not On Vehicles. The Only Painting Conducted Now Is Touch Ups Using Spray Cans. One Unlabeled 55 Gallon Metal Drum Of Used Antifreeze Was Found On The Pavement Outside The Building, Staged For Transfer To The Waste Storage Area In The West Building. A Certified Labs Pure Wash Parts Washer Was In This Building, Connected To A Chemchamp Movable Still. The Still Can Be Exchanged Between Parts Washers And Constitutes A Closed Loop Recycling System, Returning Cleaned Solvent To The Parts Washer. Distillation Bottoms Are Disposed Of With The Facility'S Used Oil. Records Were In Order And Available For Inspection. The Facility Had One Manifest On Site For Disposal Of 300 Pounds Of Diesel Fuel As D001 Waste. The Last Vacuum Service On The Waste Water Recycle System Was In March 2011. The Facility Disposes Of Used Oil And Antifreeze Every 4 To 8 Weeks, Generating An Average Of 700 Gallons Per Service. Filters Are Picked Up Less Often. The Last Disposal Was In May 2011, When 2,700 Pounds Of Filter

01/27/2021 Site Inspection Routine; CESQG (<100 kg/month) - Routine; VSQG (<100 kg/month) - Routine; Used Oil Transporter An Inspection Was Conducted At Cummins Inc ("Cummins") On January 27, 2021 By The Florida Department Of Environmental Protection ("Department") To Determine The Facility Compliance With State And Federal Regulations For Very Small Quantity Generators ("Vsqg") Of Hazardous Waste And Used Oil. Cummins Has Been Inspection By The Department Once Before In 2011. The Facility Last Notified The Department Of Its Status As A Vsqg On March 11, 2020, And This Status Was Confirmed During This Inspection. Inspectors Were Assisted By Butch Kolessar, General Manager, During The Inspection. | At The Time Of The Inspection, Cummins Inc Was Not Operating In Compliance With State And Federal Regulations For Very Small Quantity Generators Of Hazardous Waste And Used Oil. The Facility Returned To Compliance Shortly Following The Inspection. | Cummins Primarily Repairs And Services Diesel Engines In Trucks And Motor Coaches. The Facility Also Services Marine Engines And Generators On Site And In The Field. Oil That Is Collected While In The Field, In Either Closed Labeled Drums Or Containers, Is Brought Back To The Facility And Collected In Their Used Oil Tank. Cummins Consists Of Two Main Buildings As Well As A Work Yard. The Western Building (Building 1) Contains The Service Bays, While The Eastern Building (Building 2) Contains The Warehouse And Offices. The Facility Currently Has About 30 Employees And Operates From 7:30 Am To 4:30 Pm, Monday Through Friday. The Facility Has Municipal Water Service. Sanitary Wastes Are Disposed Of In A Septic System, And Industrial Waste Water Is Treated And Recycled On Site In Their Own Closed Loop System. Building 2 Previously Held A Paint Booth As Mentioned In The Previous Report, But Has Since Been Removed. A Parts Washer Is Located In This Building But Is It Currently Out Of Service. The Service Bays In Building 2 Are Not Currently In Use. The Facility Has 20 Service Bays, Most In Building 1. The West Building Has Two Crystal Clean Parts Washers, Which Are Serviced By Heritage-Crystal Clean And Contain An Aqueous Washing Medium. One Of The Washers Is In The Rebuild Area In The Building'S South End. The Rebuild Area Also Includes Various Machine Tools And A Bead Blaster. A Wash Bay Was Located Adjacent To This Area For Steam Cleaning Parts. The Waste Water Is Collected And Treated In A Recirculating Wastewater Treatment System Which Is Cleaned Out Twice Per Year By Crystal Clean, With The Waste Disposed Of To As Non Hazardous. The Most Recent Clean-Out Occured On November 5, 2020. Waste Generated At The Facility Is Stored In The Used Oil Storage Room. At The Time Of The Inspection, The Room Contained: (1) 350-Gallon, Double-Walled, Aboveground Used Oil Tank, (1) Full 55-Gallon Used Oil Filter Drum, (5) Partially Filled 55-Gallon Used Oil Filter Drums, (1) 250-Gallon Used Antifreeze Tank, And (2) 55-Gallon Used Absorbents Drums. All Containers Were Properly Labeled And Managed. This Room Also Contained Several Temporary Used Oil Storage Containers That Were Not Labeled With The Words "Used Oil". Facility Corrected The Labeling And Submitted Photo Documentation To The Department Following The Inspection. Spent Lamps Are Collected In A Closed, Labeled Box Provided By Crystal Clean Which Contained (2) Lamps At The Time Of The Inspection. Spent Batteries Are Collected And Sent For Core Credit With Royal Batteries On A Weekly Basis. Solvent Contaminated Wipes Are Collected In (2) Containers Within Building 1 And Are Managed By Heritage-Crystal Clean. Records Were Reviewed During The Inspection. Heritage-Crystal Clean Manages The Majority Of The Facility'S Waste (Spent Parts Washer Fluid, Used Oil, Used Oil Filters, Antifreeze And Spent Lamps). The Hazardous Waste Manifests Appeared To Be Accurate. Hazardous Waste Is Transported On An As Needed Basis When Parts Washer Waste Is Changed Out And Heritage-Crystal Clean Is The Designated Facility. Heritage-Crystal Clean Comes On A 6-12 Week Basis To Dispose Of

11/06/2023 Site Inspection Routine; CESQG (<100 kg/month) - Routine; VSQG (<100 kg/month) - Routine; Used Oil Transporter Cummins, Inc. (Facility) Was Inspected By The Florida Department Of Environmental Protection (Department) On November 6, 2023, To Determine The Facility'S Compliance With State And Federal Regulations Governing Very Small Quantity Generators (Vsqg) Of Hazardous Waste And Used Oil Transporters (Uot). The Facility Initially Notified The Department As A Vsqg Of Hazardous Waste On October 28, 1987. The Department Previously Inspected This Facility On January 27, 2021. The Inspectors Were Accompanied By Butch Kolessar, General Manager, Throughout The Inspection. | Cummins, Inc. (Facility) Primarily Repairs And Services Diesel Engines In Trucks And Motor Coaches. The Facility Also Services Marine Engines And Generators On And Off-Site. Used Oil Collected In The Field Is Contained In Closed, Labeled Drums And Then Transferred To The Facility'S 500-Gallon Above-Ground Used Oil Tank. Receipts For All Of These Transactions Are Retained On-Site. This Facility Currently Has Two Buildings And Approximately 25 Employees Operating From 7:30 Am To 4:30 Pm, Monday Through Friday. The Facility Is Now Connected To The City Of Tampa Utilities For Water And Sewer Services. Industrial Wastewater Is Treated And Recycled Through A Closed-Loop System Covered Under Permit No. Fla535729. Building 1: Rebuild Area This Area Includes Various Machines, Tools, Extra Parts, And One Heritage-Crystal Clean, Llc, Parts Washer. The Facility Currently Has Four Forklifts, Three Propane-Powered And One Battery-Powered. The Forklifts Are Serviced Off-Site By A Third-Party Entity. The Facility Has Converted To Led Lighting. Steam Bay The Steam Bay Is A Non-Discharging, Closed-Loop Recycle System. Equipment To Be Washed Is Brought Onto The Wash Pad, Which Is Part Of Building 1. A Pressure Washer Is Used To Remove Dirt And Grease From The Equipment. The Wastewater Generated From The Pressure Wash Operation Flows To A Floor Drain Inlet And Manhole A In The Center Of The Wash Pad. From There, The Process Water Gravity Flows Into Manhole B, Located Just Outside Of The North End Of Building 1. The Second Manhole Is Equipped With A Sump Pump That Transfers The Wastewater To A 600-Gallon Clarifier For Separation Of Heavy Sediment. The Water Then Flows By Gravity To The Oil/Water Separator Where The Floatable Oils And Grease Are Trapped By A Baffle. A Sump Pump In The Biological Recycling System Pulls The Water From The Oil/Water Separator And Into The Biological Recycling System, Where Biological Media Packs Provide A Surface For Microbes To Live On. As Water Passes Through The Biological Media, The Microbes Break Down The Organic Compounds In The Wastewater, Producing Treated Effluent That Is Reused In The Pressure Washer. Sludge That Accumulates In The 600-Gallon Clarifier Flows By Gravity To The Sludge Box And Is Removed By An Authorized Service Company And Disposed Of In Accordance With Applicable Statutes And Rules. This Area Also Contained The Following: • One Double-Walled 500-Gallon Used Oil Tank Properly Labeled With The Words “Used Oil” • One 350-Gallon Used Antifreeze/Coolant Tank • Four 55-Gallon Polypropylene Drums Of Used Oil Filters Properly Labeled With The Words “Used Oil Filters” • Two 55-Gallon Polypropylene Drums Of Absorbent Materials Engine Repair Shop: This Area Is Equipped With Bays To Provide Service To Large Vehicles. In This Area, Inspectors Observed Universal Waste Batteries Properly Managed (See Attached Photos). Additionally, There Were Two 30-Gallon Diesel Fuel Cannisters Of Product And One Heritage-Crystal Clean, Llc, Parts Washer In This Area. Building 2: Isc (India, Sierra, Charlie) This Building Includes Six Service Bays, One Heavy Crane, And Two Heritage-Crystal Clean, Llc, Parts Washers. Inspectors Also Observed The Following: • One Properly Labeled Double-Walled Tank Of Used Oil (White) • One Labeled Double-Walled Tank Of Used Coolant (Blue) • One Properly Labeled 55-Gallon Drum Of Used Oil Filters • One 55-Gallon Dr
