Facility Was Given 21 Days To Return To Compliance. | World Petroleum Corp. (Wpc) Is A Permitted Used Oil Processor, Permit Number 0054228-Ho-003, Expiration Date October 12, 2013. Wpc Is Also A Registered Used Oil Transporter, Used Oil Transfer Facility, Used Oil Marketer, Used Oil Filter Processor, Used Oil Filter Transporter, Used Oil Filter Transfer Facility, A Hazardous Waste Transporter And A Small Quantity Handler And Transporter Of Universal Waste. The Facility Is Situated On A One Acre Site In An Industrial Area And Is Serviced By City Water And A Portable Toilet. The Facility Is Completely Surrounded By Security Fencing And Concrete Block Walls And Consists Of A Tank Farm Inside Secondary Containment, Used Oil Filter And Oily Solid Waste Storage, Designated Areas For Empty Container Storage, Parking For The Facility'S Fleet, A Small Trailer Office And Another Small Trailer Used For Minor Repairs. The Facility Has Been In Operation At This Site Since 1985, Has 20 Employees, And Came Under New Ownership Approximately Two Years Ago. Compliance History: As A Result Of An Inspection On May 17, 2007, A Warning Letter Was Issued To Mr. Miranda And Wpc On October 21, 2008 For Multiple Violations Found At The Facility. This Matter Was Resolved Through A Consent Order On April 17, 2009. Wpc Was Last Inspected On February 12, 2008, Only Minor Violations Were Noted At The Time Of The Inspection And The Facility Was Brought Back Into Compliance Without Enforcement On March 6, 2008. | Gravity Separation And Filtration Are The Primary Processing Mechanisms For Used Oil At This Facility. Used Oil And Oil Containing Water Are Filtered, Transferred To A Boiler Tank Where It Is Heated To 180 Degrees F To Facilitate Further Oil/Water Separation, Then The Process Is Shut Down. After Standing For Eight Hours, The Separated Water Is Pumped To A Truck For Delivery To Cliff Berry, Inc. And The Used Oil Is Diverted To Holding Tanks To Be Marketed To Wpc Customers. Used Oil Filters That Are Crushed On Site Are Shipped To Us Foundry In Miami And The Oily Solid Waste Collected By Wpc Goes To Wheelbrator'S Central Landfill In Broward County. At The Time Of The Inspection, Wpc Was Not Transporting Any Hazardous Waste Or Universal Waste But Brokering These Jobs Through Phillip Service Corp. Of Pompano Beach Or Aerc Of Melbourne, Respectively. A Tour Of The Facility Revealed Several Issue. In The Used Oil Filter Storage Area; There Was A Drum Of Used Oil Improperly Labeled As "Waste Oil." Next To The Process Tank, Inspectors Noted A Fire Extinguisher, Which Though It Appeared To Be Charged Had No Tag Indicating The Last Time The Fire Extinguisher Had Been Inspected. A Second Extinguisher That Was Mounted To The Secondary Containment For The Tank Farm Was Charged But The Tag Indicated It Had Not Been Inspected Since March 2007. Behind The Wwtp, In The Wall That Separates Wpc From The Automotive Recycling Facility Behind It; Was A Small Hole The Appeared To Be Oozing An Oily Substance That Had Reached The Ground Resulting In A Small Stain. Next To The Office Trailer Is A Maintenance Shed And Between These Two Buildings Wpc Has Installed A Sink For Hand Washing. The Effluent From This Sink Had Been Piped Over To The Fence Line And Then Behind The Office Trailer And Along The Fence Approximately 20 Feet Before Being Directed Into A Swale On The Property Next Door. Record Review The Facility Was Unable To Provide Any Documentation Concerning Hazardous Waste That Had Been Shipped Since The Department'S Last Inspection. All Tanks Were Properly Labeled With Their Contents. Used Oil Filters That Are Crushed On Site Are Shipped To Us Foundry In Miami And The Oily Solid Waste Collected By Wpc Goes To Wheelbrator'S Central Landfill In Broward County. At The Time Of The Inspection, Wpc Was Outsourcing Hazardous And Universal Waste Transporting Through Phillip Service Corp. Of Pompano Beach And Aerc Of Melbourne, Respectively. A Tour Of The Facility Revealed One Area Of Concern Also Noted During Previous Inspection. - Two (2) Used Oil Filter Roll-Off Containers Were Uncovered At Time Of Inspection; Although No Personnel Was Present Or Operating The Machinery, The Facility Operator Stated That Machines Were In Use And Processing Used Oil Filters. Also, Twelve (12) Drums Containing Oily Sludge Mixed With Used Oil Filters And Other Solids, Labeled As Used Oil Filters Were Observed Outside And Open. Other Than Record Discrepancies Noted During Previous Dep Inspection, There Were No Other Discrepancies Noted At This Time. Operator Provided A Copy Of Current Insurance Policy To Enter Into The Department'S File. | Since Ownership Change, In 2008, The Facility Has Been Undergoing Numerous Upgrades. Most Recent Upgrades Observed During The Inspection Were Tank Piping And Mechanism Upgrades. Facility Changed Piping To "Hard" Metal Pipes In Place Of The "Soft" Hose Piping. The Facility Has Been In Operation At This Site Since 1985, Has 23 Employees, And Came Under New Ownership Approximately Five Years Ago. Compliance History The Last Two Inspections Of This Facility Were Performed On June 10, 2010 And November 8, 2011, Respectively. In Both Cases, Only Minor Violations Were Observed And The Facility Returned To Compliance Without Enforcement. | The Facility Was Not In Compliance At The Time Of The Inspection And Was Given 21 Days To Return To Compliance. The Facility Has Continued With Major Upgrades Since The Last Inspection. The Installation Of More New Piping Was Evident, As Well As, The Construction Of A New Pole Barn That Was Being Used For Filter Consolidation And Crushing And Oily Solid Waste Consolidation. On The Day Of The Inspection, A New Heater Was Being Installed For Used Oil Processing And A New Poly Tank Had Already Been Installed With Secondary Containment To Supply Fuel To The Heater. | Gravity Separation And Filtration Are The Primary Processing Mechanisms For Used Oil At This Facility. Used Oil And Oil Containing Water Are Filtered, Transferred To A Boiler Tank Where It Is Heated To 180 Degrees F To Facilitate Further Oil/Water Separation, And Then The Process Is Shut Down. After Standing For Eight Hours, The Separated Water Is Pumped To A Truck For Delivery To Cliff Berry, Inc. And The Used Oil Is Diverted To Holding Tanks To Be Marketed To Wpc Customers. Used Oil Filters That Are Crushed On Site Are Shipped To Us Foundry In Miami And The Oily Solid Waste Collected By Wpc Goes To Wheelbrator'S Central Landfill In Broward County. During The Facility Tour It Was Noted That The Used Oil Filter Rolloff Was Not Properly Labeled. There Is A Small Maintenance Trailer Onsite But This Is Only For Minor Repairs On The Various Pumps And Equipment Involved In The Transfer And Processing Of The Wastes. All Fleet Services Are Contracted Out. Record Review The Facility'S Contingency Plan Was Last Updated In June Of 2010 And Didn'T Include The Phone Numbers Of The Local Police And Fire Station. The Plan Was Lacking The Name And Direct Number Of The Hospital Closest To The Facility. Also, The Home Addresses Of The Facility'S Emergency Coordinators Were Not Included In The Plan. All Other Records Appeared To Be In Order: I.E., The Used Oil Acceptance And Delivery Logs, And The General Facility Inspection Logs. | Sorry, Couldn'T Remember If I Removed The Labeling Violation But It Looks Like I Did So Please Just Appprove Again So It Will Be Off The 50 Day List Tomorrow. In Both Cases, Only Minor Violations Were Observed And The Facility Returned To Compliance Without Enforcement. | The Facility Was Not In Compliance At The Time Of The Inspection And Was Given 21 Days To Return To Compliance. The Facility Has Continued With Major Site Upgrades Since The Last Inspection. The Facility Had Recently Had All The Tanks Painted And Grounded And Certified For Another Five Years. The Department Received Documentation From The Facility On January 13, 2015 That Demonstrated Their Return To Compliance. | Gravity Separation And Filtration Are The Primary Processing Mechanisms For Used Oil At This Facility. Used Oil And Oil Containing Water Are Filtered, Transferred To A Boiler Tank Where It Is Heated To 180 Degrees F To Facilitate Further Oil/Water Separation, And Then The Process Is Shut Down. After Standing For Eight Hours, The Separated Water Is Pumped To A Truck For Delivery To Cliff Berry, Inc. And The Used Oil Is Diverted To Holding Tanks To Be Marketed To Wpc Customers. Record Review Inspectors Noted That Manifests For Deliveries To The Facility By Their Own Drivers Were Not Being Signed Off Upon Arrival And Some Were Not Dated By The Designated Facility (Wpc). The Facility'S General Facility Inspection Log For 8/18/14 Was Only Filled Out Up To The Item "Berm Drainage Valve Is Open Or Not Locked." The Inspection Checklists Indicated That Where The Answer Is "Yes", There Should Be An Accompanying Comment. There Were Several Other Instances That Lacked The Required Accompanying Comments. The Last Item On The Checklists Concerning Emergency Response Equipment Was Worded Differently On The Monthly Checklist As Compared To The Annual Checklist; Therefore, It Was Sometimes Answered Incorrectly. The Contingency Plan (Cp) Didn'T Include The Home Address Of The Secondary Emergency Coordinator. Also, The First Cp Provided To The Inspectors, Did Not Include The Name Of The Closest Hospital. However, When It Was Pointed Out, The Facility Realized It Was Not The Latest Version Of The Cp; The Latest Version Was Found And The Information On The Hospital Was Included There. While Checking The Facility'S Training Records, It Was Noted That There Was No Documentation (An Attendance Sheet, Log, Etc.,) Indicating The Last Time, Facility Representatives, Reviewed Their Spcc Plan With Their Employees. | K | K

The Facility Is Situated On A One Acre Site In An Industrial Area And Is Serviced By City Water And A Portable Toilets. The Record Review And Meeting Was Conducted In Wpc'S Main Office Located At 3701 Sw 47th Ave Suite 101 In Davie, Florida. Wpc Is Completely Surrounded By Security Fencing And Concrete-Block Walls. The Facility Consists Of A Tank Farm (Inside Secondary Containment), Used Oil Filter And Oily Solid Waste Storage, Designated Areas For Empty Container Storage, Parking For The Facility'S Fleet, A Small Trailer Office, Another Small Trailer Used For Minor Repairs, And A Waste Water Treatment Plant. Wpc Maintains A Fleet Of 20 Trucks, Which Are Used To Transport Used Oil From Wpc Clients (I.E. Used Oil Generating Facilities) To The Wpc Facility Site. Gravity Separation And Filtration Are The Processing Mechanisms Conducted By The Facility For Used Oil. Used Oil And Oil Containing Water Are Filtered, Transferred To A Boiler Tank, And Then Heated To 180 Degrees Fahrenheit In Order To Further Facilitate Oily/Water Separation. The Process Is Then Shut Down. After Standing For Eight Hours, The Separated Water Is Pumped To A Truck For Delivery To Cliff Berry, Inc. And The Used Oil Is Diverted To Holding Tanks To Be Marketed To Wpc Customers. Mr. Gregory Demonstrated To The Inspectors That All Piping Was Changed To Hard Piping To Prevent Any Potential Spill. The Inspectors Observed Good Housekeeping And Best Management Practices (Bmp'S) Implemented On Site. Used Oil Filters (Uof'S), Are Crushed On Site Under A Tented Area Surrounded With Concrete Berms. Uof'S Are Shipped To Us Foundry In Miami And The Oily Solid Waste Collected By Wpc Goes To Wheelbrator'S Central Landfill In Broward County.
