09/16/2010 Site Inspection Routine; SQG (100-1000 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility The Tampa Electric Company Central Operations Center (Coc) Was Inspected To Determine Its Compliance With State And Federal Hazardous Waste Regulations. Coc Notified The Department Of Environmental Protection (Department) Of Its Status As A Small Quantity Generator Of Hazardous Waste (Sqg) On February 25, 2010. The Inspectors Were Accompanied Throughout The Inspection By Beverly Morgan, Senior Environmental Technician, And Jerry Adams, Ed Environmental Coordinator. The Facility Was Last Inspected By The Department'S Hazardous Waste Section On March 14, 2006. | The Coc Is A Clearing House For All Tampa Electric Company (Teco) Equipment Needing Repairs, Including Vehicles And Transformers. It Also Collects Hazardous, Nonhazardous And Universal Wastes From Other Teco Conditionally Exempt Small Quantity Generator Facilities And Ships Them For Disposal. Used Oil May Be Transported From Field Locations And Temporarily Stored Here, And The Coc Is Notified As Both A Used Oil Transporter And Transfer Facility. The Coc Is Currently An Episodic Sqg, And At The Time Of The Inspection, There Was At Least One Drum Of Hazardous Waste In Storage Subject To Sqg Unit Management Rules. Additionally, The Department Has Estimated The Amount Of Hazardous Waste At The Facility At The Time Of The Inspection To Be Approximately 2,150-Lbs, Which Is Just Under The Threshold For Sqgs. For These Reasons, The Department Recommends That The Coc Comply With Sqg Rules At All Times. Since The Previous Inspection, There Has Been Little Change To The Facility, And More Details Regarding The Facility May Be Found In The Earlier Reports. The Inspection Began In Investment And Recovery, Which Includes The Universal Waste Processing And Storage Areas, As Well As The 180 Day Hazardous Waste Storage Area. The Storage Area Is Equipped With A Grated Floor Over A Sealed, Concrete Sump. Hazardous And Nonhazardous Wastes Are Stored Here On Opposite Sides Of The Storage Area, And There Is Also A 55-Gallon Satellite Accumulation Drum For Spent Aerosol Spray Cans, And Another For Non-Aerosol Cans Of Waste Paint. At The Time Of Inspection, There Was Only One Container Of Hazardous Waste Awaiting Shipment For Disposal, A Steel 55-Gallon Drum Containing Spent Blasting Media Dated 07-22-10. All The Drums Were Closed And Properly Labeled. Other Wastes Observed In The Storage Area Included One Drum For Collection Of Alkaline Batteries And A Drum For Collection Of Ni-Cad Batteries. The Drums Were Being Managed Properly. All Universal Wastes Are Disposed Of Through Veolia. Hazardous Wastes Are Usually Disposed Of At Eq Florida. There Were Also Various Spill Kits Noted Around The Storage Area. Outside The Building, Various Containers Of Universal Waste Lamps Were Being Stored And Processed. Used Oil Is Picked Up From Field Locations And Returned Here For Temporary Storage Until Being Picked Up For Recycling By Petrotech. Used Oil Is Either Transferred Into A Tank Equipped With Secondary Containment Or The Tanker Trailer Is Parked In The Transfer Area. The Substation Supervisor Indicated That Current Practice Is To Have Petrotech Pump Out Any Transformers Directly And Not Bring The Used Oil Back To Coc, But Teco Intends To Keep Its Status As A Transporter And Transfer Facility In The Event Of An Emergency. The Coc Was Requiring The Transporter That Picked Up Used Oil From The Facility To Sign A Log Indicating All Tanks And Containers Were Emptied Out To Ensure The 35-Day Time Limit Was Met, But That Has Not Been Done Since Switching To Petrotech. The Coc Must Keep Records That Indicate Used Oil Brought From Other Locations Is Stored No More Than 35 Days. The Department Recommends That The Coc Go Back To Its Previous Practice. The Coc Has A 1,000-Gallon And A 10,000-Gallon Aboveground Storage Tank (Ast) System, Both For Used Oil, Near Investment And Recovery, As Well As 1,000-Gallon Ast For Used Oil From The Garage, All Of Which Are Double-Wall

The Coc Is Notified As A Small Quantity Generator Of Hazardous Waste, As Well As A Used Oil Transporter And Transfer Facility. The Inspectors Were Accompanied Throughout The Facility By Ms. Beverly Morgan And Mr. Jerry Adams. | The Coc Is A Clearing House For All Tampa Electric Company (Teco) Equipment Needing Repairs, Including Vehicles And Transformers. It Also Collects Hazardous, Non-Hazardous And Universal Wastes From Other Teco Conditionally Exempt Small Quantity Generator Facilities And Ships Them For Disposal. Used Oil May Be Transported From Field Locations And Temporarily Stored At The Coc. The Coc Is An Episodic Small Quantity Generator Of Hazardous Waste And Maintains Compliance With Small Quantity Generator Rules And Regulations. Since The Previous Inspection, There Has Been Little Change To The Facility, And More Details Regarding The Facility May Be Found In Previous Inspection Reports. At The Time Of The Inspection, The 180 Day Storage Areas Was Empty. Hazardous Waste Was Last Shipped On A Hazardous Waste Manifest To Eq Florida On July 24, 2104, And Included On Drum Of Waste Aerosols. The Coc Is Conducting Weekly Container Inspections Of The 180 Day Storage Area. At The Time Of The Inspection, The Logs Were Up To Date And Contained All Necessary Information. In The Past, The Coc Has Managed Solvent Contaminated Rags As A Hazardous Waste And Manifested This Waste Stream To Eq Florida For Disposal. At The Time Of The Inspection, There Was One 55-Gallon Drum Labeled "Solvent Rags". The Coc Had Not Determined If They Were Going To Be Managing These Rags Under The New Solvent Contaminated Wipe Rule, Or Continue Manage Them As They Had Been In The Past. At The Time Of The Inspection, The Drum Of Solvent Rags Had The Lid Resting On The Drum, However It Was Not Properly Closed. The Lid Was Properly Closed During The Inspection. Near The 180 Day Storage Area Is The Universal Waste Storage Area. This Area Also Includes A Satellite Accumulation Container For Waste Aerosol Cans. The Coc Has Containers For The Collection Of Capacitors, Mixed Batteries, Photo Cells And Switches. Waste Stereams Are Either Managed As A Universal Waste Or Being Collected For Recycling As Applicable. There Are Two 55-Gallon Metal Drums On Mobile Carts For The Collection Of Used Oil. The Drums Were Properly Labeled. Used Oil Is Tested Using Gas Chromatography To Ensure That There Are No Pcbs Present Before Managing As Used Oil. Any Used Oil Containing Pcbs Is Collected Separately And Is Sent To George Jackson Transcycle Industries In Pale City, Al. In The Paint Booth There Was One 55-Gallon Metal Drum Which Served As The Satellite Accumulation Container For Hazardous Waste Paint. The Drum Was Grounded And Properly Labeled. There Are Floor Drains In The Paint Booth That Are No Longer In Use And Have Been Sealed Off. The Coc Maintains An Integrated Contingency Plan For The Facility. Upon Review The Pals Appeared Sufficient However It Was Noted That The Contact Information For The Department Needed Updating. Weekly Container Inspection Longs Are Being Maintained And Employee Training Has Been Conducted And Documented. The Facility Maintains An Active Used Oil Transporter Registration Which Expires On June 30, 2015, And The Facility'S Required Insurance Is Up To Date. Hazardous Waste Manifests And Ldrs Were Reviewed During The Inspection And No Problems Were Noted. | The Coc Corrected The Area Of Concern During The Inspection. The Coc Is Notified As A Small Quantity Generator Of Hazardous Waste, As Well As A Used Oil Transporter And Transfer Facility. The Inspectors Were Accompanied Throughout The Facility By Ms. Patrice Jackson And Mr. Jerry Adams. The Coc Also Has Multiple Regulated, Above-Ground Storage Tanks Under The Storage Tank Id # 8624791. | The Coc Is A Clearing House For All Tampa Electric Company (“Teco”) Equipment Needing Repairs, Including Vehicles And Transformers. Since The Previous Inspection, There Has Been Little Change To The Facility, And More Details Regarding The Facility May Be Found In The Prior Inspection Reports. Operations Have Not Changed Significantly Since The Previous Inspection, Unless Noted Below. It Also Collects Hazardous, Non-Hazardous, And Universal Wastes From Other Teco Conditionally Exempt Small Quantity Generator Facilities And Ships Them For Disposal. Teco Also Transports Used Transformer Oil To This Location For Consolidation. As The Company Transports More Than 55 Gallons Of Oil At A Time, And Stores Oil More Than 24 Hours, It Is Subject To 40 Cfr Part 279. In Addition, Teco Continues To Store Remediation Waste On Site From Transformer Releases Pending Receipt Of Analytical Results; Recovered Soil And Debris Is Stored In 55-Gallon Drums, Which Are Closed And Located On Pavement. The Coc Is An Episodic Small Quantity Generator Of Hazardous Waste And Maintains Compliance With Small Quantity Generator Rules And Regulations. The Inspection Report Is Written To Match The Order Of The Inspection Walk-Through. #1 Investment Recovery – Building “F” ------------------------------------------------------------ The Investment Recovery Building Houses The Main Office, Which Includes Offices And Conference Rooms, Refurbishing Area, Transformer Repair Shop, And The 180-Day Hazardous Waste Storage Area, Universal Waste Storage, And Used Oil. The 180-Day Storage Area Is Equipped With A Grated Floor Over A Sealed, Concrete Sump. At The Time Of The Inspection, The 180-Day Hazardous Waste Storage Area Had One 55-Gallon Black Drum And Three 5-Gallon White Buckets; These Four Containers Were Awaiting The Results Of The Hazardous Waste Analysis, Which Is Completed Off-Site At Teco’S Central Testing Lab. Hazardous Waste Was Last Shipped On A Hazardous Waste Manifest To Eq Florida On June 19, 2108, And Included Ten Gallons Of Waste Paint Related Material (D001). The Coc Is Conducting Weekly Container Inspections Of The 180-Day Storage Area. At The Time Of The Inspection, The Logs Were Up To Date And Contained All Necessary Information. Near The 180-Day Storage Area There Are Two Universal Waste Storage Areas: One Inside Directly Next To The 180-Day Area, The Other Located Outside Along The East Side Of The Building. This Area Also Includes A Satellite Accumulation Container For Waste Aerosol Cans. The Coc Has Containers For The Collection Of Capacitors, Mixed Batteries, Photo Cells And Switches. Waste Streams Are Either Managed As A Universal Waste Or Being Collected For Recycling, As Applicable. All Containers Were Appropriately Labeled, Closed, And Dated As Required. Used Oil Is Picked Up By Teco Technicians From Field Locations And Returned Here For Temporary Storage Until Being Picked Up For Recycling By Petrotech. Used Oil Is Stored Outside, On The East Side Of The Ir Building As Well As On The North End Of The Property In The Tank Farm (To Be Discussed In More Detail Later In This Report). 10/29/2020 Site Inspection Routine; SQG (100-1000 kg/month) An Inspection Was Conducted At Tampa Electric Co - Central Operations ("Teco") On October 29, 2020 By The Florida Department Of Environmental Protection ("Department") To Determine The Facility'S Compliance With State And Federal Regulations For Small Quantity Generators Of Hazardous Waste ("Sqg"). Teco Last Notified As An Sqg In October 2020. This Facility Has Been Inspected Multiple Times By The Department; The Most Recent Being June 18, 2018. Inspectors Were Assisted By Gerry Adams, Kristine Hoffman, And Patrice Jackson During The Inspection. | At The Time Of The Inspection, Tampa Electric Co - Central Operations Was Not Operating In Compliance With State And Federal Regulations For Small Quantity Generators Of Hazardous Waste. The Facility Returned To Compliance During The Inspection. Please Note That Florida Adopted The Generator Improvements Rule On June 18, 2018. Beginning In 2021 And Every Four Years Thereafter, A Small Quantity Generator Of Hazardous Waste Must Re-Notify The Department Using The Epa 8700-12 Notification Form By September 1st Of Each Year In Which Re-Notification Is Required. | Tampa Electric Co - Central Operations Is A Clearing House For All Tampa Electric Company Equipment Needing Repairs, Including Vehicles And Transformers. The 180-Day Storage Area Is Equipped With A Grated Floor Over A Sealed, Concrete Sump.
