This Is The First Time The Department Inspected This Facility. | The Facility'S Operations As A Cement Plant Does Not Generate Hazardous Waste. During The Inspection The Facility Representative Requested That The Inspector Contact Ranger'S Environmental Manager Jo Moore, Regarding The Inspection. Though The Facility Does Not Appear To Generate Hazardous Waste Ranger Has Elected To Be A Conditionally Exempt Small Quantity (Cesqg) Level For Possible Future Potential. | The Facility Appears To Be In Compliance. | Sv-Closed | Sv-Closed
01/09/2024 Site Inspection Routine; Used Oil Transporter On January 9th, 2024 (01/09/2024), Jade Knight With The Florida Department Of Environmental Protection (Fdep) Conducted A Routine Compliance Evaluation Inspection At Ranger Construction Ind Inc (Hereinafter Ranger Or Facility), Located At 606 95th Ave N, Royal Palm Beach, Fl 33411. Ranger Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste And State Used Oil Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260- 268, And 279, Adopted And Incorporated By Reference In Rule 62-730 And 62-710 Florida Administrative Code (F.A.C.). The Inspector Was Escorted Around The Facility By James Avant, Operations Manager. Upon Arrival At The Facility The Inspector Presented Their Credentials And Explained The Purpose Of The Inspection. Ranger Occupies 3,200 Square Footage And Is Not Connected To Public Water Or Sewer. No Drains Were Observed On The Facility’S Site. Ranger Has Been Operating At Its Current Location Since September 2022, And Employs 11 Staff. The Facility Operates Monday Through Friday From 7 A.M. To 5:30 P.M. Notification History: Ranger Initially Notified The Department As A Small Quantity Generator (Sqg) Of Hazardous Waste On 03/09/1987. The Facility Was Assigned The Epa Identification (Epaid) Number Fld981866858. The Facility Was Most Recently Notified As A Non-Handler Of Hazardous Waste (Nhr), Used Oil Transporter (Uot), And Used Oil Filter Transporter (Uoft) On 06/28/2023. The Facility Has Not Submitted Their Annual Report, Since They Are Coming Up To Their Year Of Operations In September. Inspection History: The Facility Was Previously Inspected By The Department On 07/11/2012 As A Sqg And Was Found To Be Generating As A Very Small Quantity Generator (Vsqg) That Was In Compliance At The Time Of Inspection. Safety Glasses And Steel-Toed Booths Were The Only Personal Protective Equipment (Ppe) Required To Enter The Facility. | Ranger Construction Ind Inc Corporation Is A Contractor For Road Building, Site Work, Asphalt Paving, And Excavation Throughout Florida. This Facility Does Non-Contiguous, Self-Maintenance On Their Heavy Equipment Used At Various Job Sites That Get Brought To Their Other Registered Facilities. Waste – Non-Hazardous Used Oil And Used Oil Filters – Accepted From Ranger Construction Registered Facilities Gets Brought To This Facility’S Site And Stored On-Site For 3-4 Weeks. Waste Is Then Picked Up By Their Used Oil Transporter Heritage Crystal Clean. They Do Not Transport Any Used Oil From Third-Party Customers Or Transport The Waste Stored On-Site. The Facility Operates Out Of A Plot Of Land From The Company’S Concrete Manufacturing Site And Is Separated With Concrete Barricades. The Site Is An Open Lot Consisting Of Three Stationary Semi-Truck Cargo Containers With Two Overhead Covers Between Them. The Facility’S Service Trucks Are Capable Of Carrying 100-Gallons Of Used Oil And Typically 5-10 Used Oil Filters At A Time. Every Truck Displays Their Dot Number And Contains Spill Control Materials. Representative Informed Inspector At The Time Of The Inspection That Only The Left Side Of The Cover Operates In The Used Oil And Used Oil Filter Process. The Right Side Is Only Used To Refuel The Trucks. The Facility Does Not Generate Any Waste And Only Stores Used Oil And Used Oil Filters From Job Sites. The Following Observations Were Made At The Time Of The Inspection: Inside Left Cargo Container: - One Closed 500-Gallon “Used Oil” Tank. Representative Informed Inspector That The Tank Has A Measuring Device That Informed Employees When It Is Close To Being Full. When It Gets Close, They Call Their Transporter Crystal Clean To Have It Pumped Out. - Two Closed 500-Gallon Tanks With New Oil To Fill Up The Trucks. - One Open And Overflowing 55-Gallon Drum Of Used Oil Rags. Drum Did Not Have Any Labels. Representative Informed Inspector That Oily Absorbent Materials Get Picked Up By Their Used Oil And Used Oil Transporter. - One B
