Compliance Assistance Site Visit; SQG (100-1000 kg/month) - Compliance Assistance Site Visit; Used Oil Transporter - Compliance Assistance Site Visit; Used Oil Generator On January 24, 2012, A Representative Of The Florida Department Of Environmental Protection (Dep) Conducted A Hazardous Waste And Used Oil Compliance Assistance Site Visit (Casv) At Pan Tropic Power, Inc. (Ptp). Ptp Originally Notified Dep On June 10, 1987, As Small Quantity Generator. This Was The First Inspection Of Ptp By Dep. Ptp Is Located Just East And Contiguous To Kelly Tractor And Occupies About 3 Acres Of Land. Ptp Is Connected To City Water And Sewer Services. The Facility Has Been In Its Present Location At Least 25 Years And Employs 122 People. Ptp Is The Only Authorized Caterpillar Power Systems Dealer For South Florida. Ptp Specializes In Electrical Power Generation Systems, Rental Power And Temperature Control Systems, As Well As Marine Propulsion, On-Highway Truck Engines, Agricultural And Industrial Pumping Systems. This Location Is Ptp'S Headquarter Facility, And They Also Have Other Facilities Located In Ft. Lauderdale, West Palm Beach And Fort Myers. Ptp'S Website Is: Http://Www.Pantropic.Com/About.Php
During The Inspection, Ptp Was Represented By Mr. Don Crouse, Facility Manager And The Dep Was Represented By Mr. Roger Carman, Environmental Specialist. Also Present During The Inspection Was Mr. Michael Reid, Pollution Inspector I, Permitting, Environmental And Regulatory Affairs (Pera), Miami-Dade County. | Ptp Services Diesel Engines Both In The Field And At Their Facility. They Have Eight Field Trucks.
Spec Shop (East Building)
Engines Are Received In The Spec Shop To Be Torn Down And Serviced. Engines Are Initially Washed At The Wash Rack At The Adjacent Kelly Tractor Facility And Returned To The Shop. The Used Oil Is Drained From The Engines Over A Large Pit, Which Is About 15ft. By 32ft. And About 20 Inch Deep. The Pit Is Covered With Steel Grating With A Finer Screen Material Below The Grating To Catch Debris. A Sump Pump In The Pit Is Used To Transfer Used Oil From The Pit To A 2,000-Gallon Vertical, Steel, Above-Ground Tank Outside The Shop. Beside The Used Oil Pit, The Inspector Observed One 55-Gallon Drum Containing Used Oil Filters That Was Not Labeled And One 55-Gallon Drum Containing Oily Rags. Cliff Berry, Inc. (Cbi) Picks Up The Rags And Filters. Ptp Had Eight Safety-Kleen System One Parts Washers. The Sludges From These Units Are Poured Into The Used Oil Pit. It Did Not Appear That Ptp Had Made A Hazardous Waste Determination For These Sludges. A Large "Dirty Parts" Washer Unit Containing Mineral Spirits Is Used Initially To Wash Heavily Soiled Parts. The Mineral Spirits In This Unit Is Filtered And The Filters Are Placed In With The Used Oil Filters. Next To This Unit Was A Small Green Safety-Kleen (Sk) Part Washer. Sk Services This Unit. Ptp Uses Lps Orange Degreaser Dispensed In Aerosol Cans. Ptp No Longer Uses Any Chlorinated Solvents And No Longer Crushes Used Oil Filters. Empty Aerosol Cans Are Disposed Of In The Regular Trash. Ptp Has Installed A Large Hot-Aqueous Parts Washer To Wash Engine Blocks. Ptp Plans To Heat The Water For The Unit Using A Used Oil-Fired Boiler.
Machine Shop
North And Contiguous With The Spec Shop Is A Small Machine Shop Used To Machine Engine Parts As Necessary. There Is One Of The Sk System One Parts Washer In This Shop.
Production Shop
Final Engine Assembly And Testing Are Done In This Area. In Front (South) Of This Area Is A 2ft. Wide By 20ft. Long By 3ft. Deep In-Ground Storm Drainage Trench. The Trench Is Provided With An Oil-Water Separator. Cbi Cleans Out The Trench About Every Six Months.
Contaminated Waste And Hazardous Waste Storage Area
This Is A Fenced Area For Storage Of Various Wastes. There Is One, Horizontal, Steel, 600-Gallon Aboveground Tank For Used Antifreeze. The Tank Is Single Walled And Does Not Have Secondary Containment. The Antifreeze Is Picked Up By Cbi. Drums Of Used Oil May Be Stored In This Area. No Batteries Are Stored Here. Routine; SQG (100-1000 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Generator On February 19, 2013, A Representative Of The Florida Department Of Environmental Protection (Dep) Conducted A Hazardous Waste And Used Oil Compliance Evaluation Inspection At Pantropic Power, Inc.- Miami Facility (Ppm). The Dep Conducted A Compliance Assistance Site Visit At Ppm On January 24, 2012, As A Small Quantity Generator, A Used Oil Generator And A Used Oil Transporter. Basic Facility Information Is Contained In The Inspection Report Dated 01/24/2012.
During The Inspection, Ppm Was Represented By Mr. Keith De Luca, Production Shop Manager And Mr. Michael Milonas, Prod & Spec Shop Foreman. The Dep Was Represented By Mr. Roger Carman, Environmental Specialist.
Ppm Operates A Used Oil-Fired Boiler On Conjunction With Its Large Heated Aqueous Parts Washer. Miami-Dade County Issued Ppm An Air Pollution Annual Operating Permit On August 14, 2012, Which Will Expire On June 30, 2013. The Permit Number Is: Ap-003096-2012/2013 (Derm) - Gen. | The Inspector Toured The Following Areas Of The Facility With Mr. De Luca And Observed The Waste Management Units And/Or Practices:
Spec Shop:
Five, Safety-Kleen (Sk) System One Parts Washers For "Final Clean", Sk Removes Stillbottoms When The Units Are Serviced.
Two, Parts Washer For "Rough Clean", Serviced By Sk Quarterly.
Oily Rags Are Collected In A 55-Gallon Drum And Picked Up By Cliff Berry, Inc. (Cbi- Miami).
Used Oil Filters Are Collected In 55-Gallon Drums And Picked Up By Cbi- Miami.
The Used Oil Collection Pit Is Pumped To The 2,000-Gallon Used Oil Tank Each Morning.
The Large Heated Aqueous Parts Washer Is Now Being Used. The Water For The Unit Is Heated Using A Boiler That Is Fueled With Used Oil. Sk Removes The Waste Water And Sludge From The Washer Unit. There Had Not Been A Hazardous Waste Determination Made For These Waste Streams.
The Parts Tumbler Unit Uses Sk Solvent And Is Serviced By Sk.
Machine Shop:
One Sk System One Parts Washer.
No Waste Machine Oils Or Coolants Are Generated.
Production Area:
One Bead Blast Unit, Spent Blast Media Is Collected In A 55-Gallon Drum That Was Closed And Labeled "Sand Blast Waste." In The Past The Spent Media Was Placed In The Regular Trash, But Has Been Collected For Last 8 Months. A Hazardous Waste Determination Will Need To Be Made For This Waste Prior To Disposal.
One 5-Gallon Open Container Of Rags And Fortex Degreaser Waste.
Lead/Acid Batteries Are Recycled Through Atlantic Battery.
One, Aerosol Can Puncturing Unit. This Unit Was Made By Modifying Ppm'S Old Used Oil Filter Crusher. Although The Aerosol Cans Are Punctured Inside The Enclosed Crushing Unit, The Crushing Unit Is Not Sealed To Prevent The Release On Any Gases Or Vapors From The Cans. Liquids Remaining In The Cans Drain By Gravity Through A Hose Connected To The Crushing Unit'S Bottom And Flow Into An Open 5-Gallon Plastic Pail Below The Unit. The Pail Was About 1/2 Full And Was Not Labeled To Identify Its Contents. Empty Punctured Cans Are Placed In A 55-Gallon Drum And Will Be Recycled As Scrap Metal. At The Time Of The Inspection, The Aerosol Cans Puncturing Unit Had Been Used About 4 Months. Empty Aerosol Cans Observed Were Wd-40, Caterpillar Paint, Lds Pre Solvent Orange Degreaser.
Contaminated Waste Storage Area:
The 600-Gallon Tank Used Previously To Store Used Antifreeze/Coolant Has Been Removed. Used Antifreeze/Coolant Was Being Stored In 55-Gallon Drums That Were Closed And Labeled. The Used Antifreeze/Coolant Is Picked Up By Cbi-Ft. Lauderdale.
Dynamometer Room:
This Room Is Located Within Kelly Tractor, But Is Controlled By Ppm. The Room Used To Test An Engine'S Power Under A Load Using A Dynamometer. The Engines Are Tested Within An Area Provided With A Grated, Perimeter Secondary Containment Trench. The Trench Collects Any Spilled Fluids, Such As Oily Water Or Diesel Fuel. Routine; Used Oil Transporter On March 16, 2021, Carlos Grajeda With The Florida Department Of Environmental Protection (Fdep) Conducted A Compliance Evaluation Inspection (Cei) At Pantropic Power (Hereinafter Pantropic Or Facility), Located At 8205 Nw 58th St, Doral, Fl 33870. Pantropic Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260-268, Adopted And Incorporated By Reference In Rule 62-730, Florida Administrative Code (F.A.C.).
The Inspector Was Escorted Around The Facility By Ronny Alvarado, Safety And Environmental Coordinator. Upon Arrival At The Facility, The Inspector Presented Their Credentials And Explained The Purpose Of The Inspection. Pantropic Occupies Approximately 70,000 Square Feet And Is Connected To City Water And Sewer And Employs 120 Staff.

Inspection History
The Facility Was Previously Inspected By The Department On 01/24/2012 As A Used Oil Transporter, Used Oil Generator, And Small Quantity Generator Of Hazardous Waste And Was Found To Be Out Of Compliance At The Time Of The Inspection For Failure To: Conduct An Accurate Waste Determination, Submit The Annual Report, Register As Used Oil Transporter, And Label Used Oil Containers. The Case Was Resolved Through Compliance Without Enforcement.
Personal Protective Equipment (Ppe) Was Required To Enter This Facility. The Inspector Was Equipped With Safety Boots, Safety Glasses, And A Face Mask Throughout The Inspection. | Pantropic Specializes In Electrical Power Generation Systems, Rental Power, And Temperature Control Systems, As Well As Marine Propulsion, On-Highway Truck Engines, Agricultural And Industrial Pumping Systems. Pantropic Transports Used Antifreeze, Used Oil, And Used Oil Filters From Generator Facilities (Clients) To Its Facility, Stores The Wastes And Then Cbi Picks Up The Wastes For Recycling.
The Facility Consists Of The Following Areas: Offices, Spec Shop, Production, Warehouse, Used Antifreeze Area.
Office Area:
The Office Area Is Where The Employees Do Their Paperwork For Pantropic. The Office Area Is Located On The Second Floor Of The Building Located On The South Side Of The Property. No Hazardous Wastes Nor Universal Wastes Were Observed In This Area.
Spec Shop:
This Is The Area Where The Facility Does Maintenance And Service To The Engines Of The Electrical Power Generation Systems, Marine Propulsion Systems, Industrial, Agricultural Pumping Systems, On-Highway Truck Engines, Electrical Rental Power And Temperature Control Systems.
The Inspector Observed In This Area:
- One Part Washer.
- Three 55-Gallon Plastic Containers Of Used Oil Filters Properly Labeled.
- One 55-Gallon Plastic Container Of Oily Rags Properly Labeled.
- One Underground Storage Tank Of 2,000 Gallons Of Used Oil.
No Deficiencies Were Observed In This Area.

- Two Parts Washers. One Was Out Of Commission And Facility Was Working With Their Transporters To Handle Its Removal.
- One 5-Gallon Red Trash Bin With Punctured Aerosol Cans And Was Moved To The Spec Shop At The Time Of The Inspection.
- Six 55-Gallon Plastic Containers Of Used Oil Filters Properly Labeled.
- One 55-Gallon Plastic Container Of Oily Rags Properly Labeled.
