In 2009, S-K Purchased Atlantic Industrial, Which Now Handles All Used Oil And Used Antifreeze Vacuum Waste Pick Up. S-K Still Picks Up Used Oil And Used Antifreeze In 55-Gallon Drums. Drummed Used Oil And Used Antifreeze Are Transported Off Site In Their Original Containers And Not Pumped Into The Large Outside Tanks. Per The Facility'S Daily Checklist, At The Time Of This Inspection The Used Antifreeze Tank Contained 3,167 Gallons And Used Oil Tanked 6,807 Gallons. In The Afternoon, Ms. Mcdonald Returned To The Facility In Order To Conduct An Inspection Of A Returning S-K Transport Truck. One Truck Was Located At The Unloading Dock. This Truck Contained 11 Drums Of Oil Contaminated Dirt And Two Hazardous Waste Drums Of Parts Washer Solvent. All Drums Appeared To Be Properly Labeled, Closed And Associated Paperwork Was Available, Accurate And In Order. In A Phone Conversation With Jeff Curtis (S-K Ehs Manager) On June 14, 2010, He Stated That The Used Antifreeze Tank Had Been Emptied After This Inspection. He Stated That In The Near Future S-K Was Possible Going To Re-Instate The Used Oil, Used Antifreeze Vacuum Truck Waste Collection At This Location. He Was Unsure If The Company Will Bring Back The Non-Hazardous Waste Vacuum Tanker Located In The Rear Lot Of The Facility. | S-K Needs To Ensure That The Stripping For The Physical Location Of The Transfer Area Is Present And In Good Condition. If Changes Are Made To This S-K Process, S-K Needs To Ensure That The Permit Is Updated To Include Those Changes At The Facility; Including The Fate Of The Used Oil Tank, Used Antifreeze Tank And The Outside Non-Hazardous Vacuum Waste Tanker. | Complete | Submitted For Approval By Mcdonald, Nicole

All Facilities That Are Serviced By S-K With 105° Solvent Have Been Replaced With 150° Solvent. The 105° Solvent (Product) Tank Currently Has 119 Gallons (Approximately 4 Inches) Of Solvent. Mr. Wharton Stated That This Tank Is Slated To Be Cleaned Out In The Coming Months With The Goal Of Using It As A Product Tank For 150° Solvent. Due To The Change In Solvents, Cup Is Being Phased Out. This S-K Location Receives Used Oil And Used Oil Filters In 55-Gallon Drums Or Large Totes. S-K Collects Hazardous Waste From Area Generators And Temporarily Stores It On-Site Prior To Shipping Off-Site For Reclamation And/Or Disposal. S-K Also Picks Up Various Drums Of Hazardous Waste, Used Oil, Used Oil Filters, Spent Silver Recovery Cartridges, Dry Cleaning Waste And Non-Regulated Wastes For Temporary Storage (Transfer Station). This Waste Is Then Shipped Off-Site For Reclamation And/Or Disposal. | S-K Was In Compliance At The Conclusion Of The Inspection. S-K Needs To Ensure That Any Non-Hazardous Labels Are Removed/Marked Out From Hazardous Waste Drums To Prevent A Possible Mis-Management Of The Contents. S-K Needs To Ensure Their Permit Is Updated With Any Changes Made At The Facility That Could Affect The Conditions Of Their Permit Including Process And/Or Tank Changes. | Safety-Kleen Systems, Inc. This Facility Is Permitted For Both A Container Storage Area And A Tank Storage Area With Permit No. 009207-Ho-007, Which Was Renewed March 3, 2010. This Facility Was Last Inspected On February 23, 2011 With One Violation Noted And Corrected Before Conclusion Of Inspection. | Sk Was Found To Be In-Compliance With State And Federal Used Oil And Hazardous Waste Regulations At The Time Of Inspection. It Is Recommended That A Lock Be Placed On The Secondary Containment Drain Valve To Ensure Adquate Secondary Containment, Should The Valve Be Left In The Open Position The Tanker Will Not Have Adquate Secondary Containment. Ensure That All Documents Including The Numbered Valve Diagram Is Present In The Permit At All Times. Recommend Keeping A Diagram Of The Numbered Valves In An Easy To Access Area And Or File/Clipboard. | As Of Aug/Sept 2010, S-K Has Stopped Using 105° Solvent And Switched Solely To 150° Solvent. All Facilities That Are Serviced By S-K With 105° Solvent Have Been Replaced With 150° Solvent. The 150° Solvent Product Tank Was Cleaned Out And Turned Into A 150° Solvent Product Tank. All Waste 150° Solvent Is Sent To The Hazardous Waste Tank And Disposed Of As A Hazardous Waste. The Used Oil Storage Tank Was Cleaned Out In March Of 2011 And Is Currently Empty. Used Oil Is Collected Via Vacuum Truck And Taken To S-K'S Whigham, Georgia Facility. S-K Uses A Vacuum Truck To Collect Oily Wastewater, That Is Transferred To A Temporary 7000 Gallon Tanker Truck Located In S-K'S The Parking Lot. The Tanker Now Has A Permanent Sealed Asphalt Secondary Containment, Holding Up To 10,000. A Drain Valve Is Located In The Corner Of The Containment Basin For Rain Water Drainage. The Valve Was Closed At Time Of Inspection. A Review Of Several Of The Numbered Valves On The Hazardous Waste Tank Were Reviewed For Compliance. The Valves And Lines Are Checked On A Daily Basis To Ensure No Leaks Are Present; The Daily Inspections Are Not Based On The Actual Tag Number. Ms. Mcphaul Stated That If A Leak Was Found They Would Go The The Diagram And Retrieve The Exact Number And Begin The Repair Process. A Diagram With Updated Numbers Could Not Be Located During The Inspection And Could Not Be Located In The Permit. Return/Fill Shelter: The Area Was Inspected Mid-Morning When No Loading/Unloading Activity Was Underway. Both The Drain Dumpsters Lids Were Closed. One Satellite Accumulation Area (Saa) Contained A Closed, Labeled 55-Gallon Drum For Hazardous Waste Solids/Sludge From The Dumpster/Drum Washing Unit. B. 10 Day Transfer Station Area: This Area Contained Several Hazardous And Non-Hazardous Drums Awaiting Shipment. The Continued Use Dumpster Is Located In This Area For The Continued Use Program (Cup). B. 10 Day Transfer Station Area. This Area Contained 43 Drums And Six Smaller Drums/Buckets Of Mixed Hazardous And Nonhazardous Drums As Well As Boxes Of Waste Lamps Awaiting Shipment. All Drums Were Labeled, Dated Within The 10-Day Transfer Date. Documentation For Containers Was Checked And Found To Be In Order. The Safety Equipment Locker Was Fully Equipped And In Order. A Saa Has Been Established In This Area For Expired Used Oil Vacuum Samples. This Saa Was Labeled And In Good Condition. C. Storage Area. This Area Is Labeled On The Site Map As Frs 10-Day Transfer Waste/Permitted Container Storage Area And Cannot Accumulate More Than 6,912 Gallons Of Hazardous Waste In Containers According To Part Ii Subpart B.1(2) Of The Permit. This Area Contained 31 Drums Of Hazardous Waste And Three Smaller Hazardous Waste Drums Awaiting Shipment. The Two Rows Of Palatalized, Labeled, And Dated Drums Were Not Contained Within The Adjacent Lined 10-Day Transfer Area And Floor Markings Were Not Apparent. The Latest Date Noted Was 6/27/19, Which Is Outside Of The 10 Day Time Restriction As The Inspection Was Conduced 7/19/19, But Well Within The 90-Day Accumulation Requirement For Lqg'S In 40 Cfr 262.17(A). The Facility Needs To Clarify This Area On The Upcoming Permit Renewal And Provide An Updated Map Of All Storage Areas At The Facility. This Location Has Been In Operation Since Approximately 1985 And Currently Has 14 Employees. The Hours Of Operation Are Monday Through Friday 7:00am To 5:00pm. The Facility Is A Generator, Transporter, And Permitted Storage And Transfer Facility For Hazardous Waste. The Facility Is Permitted For Both A Container Storage Area And A Tank Storage Area With Permit No. 009207-Ho-010; The Current Permit Was Renewed March 4, 2015 And Expires March 14, 2020. The Facility Is Currently Undergoing The Permit Renewal Process. Tom Youngman, Branch Environmental Compliance Manager And Jeff Curtis, Regional Environmental Compliance Manager Are The Primary Contacts For This Location. The Inspection Was Conducted By William 'Bill' Kappler (Us Epa), Monica Hardin (Fdep), Letuzia Deoliveira (Fdep), And Diego Tolmos (Fdep) And Was Facilitated By Safety-Kleen Employees David Harris And John Hinsey. The Following Personal Protective Equipment Was Required During The Visual Inspection Of The Site: Safety Boots, Hard Hat And Safety Glasses. All Photos Included In This Report Were Taken By Bill Kappler At The Time Of Inspection. | We Arrived Onsite At Approximately 11:15am And Were Received By Ms. Brenda Parker. We Entered The Main Office To Explain The Purpose Of Our Visit And Presented Credentials. Mr. David Harris, Warehouse Manager, Met With Us To Discuss General Facility Operations And To Begin The Visual Inspection Of The Site; Mr. John Hinsey, Account Manager And Longtime Employee, Joined Us At The Permitted Container Storage Area. We Visually Inspected The Warehouse Area Including The Return/Fill Station, Transfer Waste Storage Area, And The Permitted Container Storage Area And The Tank Area. The Warehouse Acts As Secondary Containment For The Containers Stored Within The Building. In The Middle Of The Warehouse Is A Closed Sump Drain That Is Cleaned Within 24 Hours When Any Liquid Or Moisture Is Observed In It. The Floor Is Also Sealed For Further Containment Measures. -------------------- Return/Fill Station: In This Area, Drums Are Unloaded Onto The Loading Dock At The Drain Dumpster That Leads To The 15,000-Gallon Hazardous Waste Tank. As Drums Come In, They Are Tagged, Emptied, Rinsed And Placed In An Area For Re-Filling. Adjacent To The Drain Dumpster, Was One 55-Gallon Drum For Hazardous Waste Solids/Sludges From The Dumpster/Drum Washing Processes. The Drum Appeared To Be In Good Condition, Was Labeled And Closed. -------------------- Transfer Waste Storage Area: A Designated Area Near The Middle Of The Warehouse, Marked With Yellow Tape On The Floor, Is Used For The Permitted Storage Of Transfer Waste; This Area Is Also Known As The 10-Day Drum Storage Area. At The Time Of Inspection, Six 55-Gallon Drums Of Hazardous Waste Were In This Area. Five Of The Drums Contained Acetic Acid/Methanol And Were Dated 2/10/2020; One Drum Contained Aerosol Cans And Was Dated 2/11/2020. The Facility Relies On The City Of Tallahassee For Potable Water And Sewage. Except For The Parking Lot, The Facility Is Surrounded By Chain Link Fence. We Visually Inspected The Warehouse Area Including The Return/Fill Station, Transfer Waste Storage Area, The Permitted Container Storage Area And The Tank Farm. The Warehouse Acts As Secondary Containment For The Containers Stored Within The Building. The Shipments Occurred On: February 15, 2022, September 15, 2021, June 25, 2021, January 6, 2021, October 2, 2020, July 13, 2020, April 16, 2020, February 25, 2020, November 12, 2019, July 16, 2019, And April 24, 2019 And Indicated Each Time Twelve Gallons Of Waste Combustible Liquid (Petroleum Naphtha) With Federal Waste Code D039 Was Removed. The Identified Generator Of The Hazardous Waste Was Corteva Agriscience Llc (Gad000813691) Located At 2509 Rocky Ford Rd. In Valdosta, Georgia (31601) And The Identified Hazardous Waste Transporter Was Saftey-Kleen Systems, Inc. (Sk-Denton) (Txr000081205) Located At 1722 Copper Creek Plaza In Denton, Texas (76207). In An Email Dated March 1, 2022, Mr. Curtis Provided Additional Information Clarifying How The Incident Occurred. Mr. Curtis Explained The Generator’S Account Was Set-Up Initially Identifying Them As A Very Small Quantity Generator. Recently The Safety-Kleen Account Manager Visited The Generator Facility To Discuss Additional Lines Of Business; During This Visit The Generator Mentioned Generating Other Hazardous Waste Streams And Operating As A Large Quantity Generator. The Safety-Kleen Account Manager Reported The System Discrepancy And Lack Of Hazardous Waste Manifests Immediately To Mr. Curtis. On March 24, 2022, Mr. Curtis Explained The Transporter Id Is The Safety-Kleen National Transporter Id Utilized By All Safety-Kleen Facilities To Transport Waste. This Waste Was Transported By A Sk-Tallahassee Route Driver. Per Sk-Tallahassee’S Current Operating Permit (009207-011-Ho) In Part Ii Subpart A: (2.) The Permittee Shall Comply With The Manifest Requirements Of 40 Cfr 264.71 And 264.72. The Permittee Must Document The Reconciliation Of Any Manifest Discrepancies; And (4.)(A)(1) The Permittee Shall Submit An Unmanifested Waste Report To The Department Within 15 Days Of Receipt Of Unmanifested Waste. The Area Was Clearly Marked With Signs And Was Equipped With Emergency Equipment Such As An Eyewash Station And A Fire Extinguisher. A Separate Shipment Of Drums Had Arrived From Clean Harbors (Epa Id# Mad039322250) On The Day Of The Inspection. In This Shipment Was Twenty-Eight 55-Gallon Drums Of Hazardous Waste, And Fifty-Four 55-Gallon Drums Labeled As Non-Hazardous Waste.
