Entrance, A Product Storage Area, A Parts Room, And An Equipment Repair Shop.
The Facility Filters And Reuses The Antifreeze Removed From Their Fleet. The Filter For The Antifreeze Recycling Machine Are Taken To The Household Hazardous Waste (Hhw) For Disposal.
Paint Jobs Are Sent To Murphy'S Or Tropical. No Painting Is Performed On-Site.
The Parts Room Is Next To The Office. The Used Batteries Are Stored On A Pallet In This Area. Spent Battery'S Are Picked Up By Bennett Auto.
Three Parts Washers Were Observed On-Site; A Systemone Detergent Parts Washer, And Two Snap On Parts Washers Containing Mineral Spirits. The Facility Representative Stated Approximately 5 -10 Gallons Of Parts Washer Sludge Are Removed Quarterly And Added To The Facility'S Used Oil.
The Facility'S Used Oil Tank And Caddies Were Properly Labeled "Used Oil." The Facility Uses Nonchlorinated Brake Cleaners In The Shop.
Water From The Equipment Wash Rack Is On A Closed Looped Filtering System.
The Facility Transports Only The Used Oil And Used Oil Filters Generated Through The Servicing Of Their Own
Equipment. As Such, The Facility Is Not Subject To Rule 62-710.600, F.A.C., With The Exception Of (2)(E) For Financial Responsibility. As The Facility Transports Its Own Used Oil And Used Oil Filters To Its Own Central Collection Facility For Storage Prior To Having The Used Oil Picked Up By A Certified Used Oil Transporter (Triumvirate), It Is Also Not Subject To The Additional Record Keeping And Reporting Requirements Of Rule 62-710.510, F.A.C.

Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; VSQG (<100 kg/month) On May 23rd, 2023 (05/23/2023) Kaitlyn Taylor With The Florida Department Of Environmental Protection (Dep) Conducted A Routine Compliance Evaluation Inspection (Cei) For Used Oil And Hazardous Waste At Swa Equipment Maintenance Located At 6255 N Jog Rd, West Palm Beach 33412. Swa Equipment Maintenance Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260-268, Adopted And Incorporated By Reference In Rule 62-730, Florida Administrative Code (F.A.C.), As Well As The State Used Oil Rule 62-710 F.A.C. The Inspector Was Accompanied By Jade Knight, Environmental Specialist Ii From The Fdep.
The Inspectors Were Escorted Around The Facility By Miguel Diaz, Equipment Maintenance Manager. Upon Arrival At The Facility The Inspectors Presented Their Credentials And Explained The Purpose Of The Inspection.
Swa Equipment Maintenance Has Been Operating At Its Current Location Since Approximately 1989, Is Five Acres In Size, And Employs 40 Staff. The Facility Is Connected To Public Water And Sewer Services And Operates From 4a.M. To 11p.M. Monday To Friday.

Swa Equipment Maintenance Initially Notified With The Department As A Transporter And Transfer Facility For Used Oil On 08/17/1990. The Facility Was Assigned The Epa Identification (“Epaid”) Number Fld982136087.
The Facility’S Most Recently Registered With The Department On 03/06/2023 As A Used Oil Transporter And Transfer Facility. The Facility Also Registered As A Very Small Quantity Generator (Vsqg) On 11/22/2022.

On 08/19/2015, A Compliance Evaluation Inspection Was Conducted By The Department And The Facility Was Found To Be In Compliance.
Personal Protective Equipment (Ppe) Was Required To Enter The Facility. The Department Inspectors Were Equipped With Steel-Toed Boots, Safety Vest, And Safety Glasses.

The Automotive Shop Is Used To Conduct Maintenance On Solid Waste Authority Equipment. The Facility Has Two Areas Within The Automotive Shop Where Used Oil Tanks And Used Oil Filter Drums Are Stored. Inspectors Observed The First Area That Had A 275-Gallon Used Oil Tank And A Used Oil Caddy With No Labels [40 Cfr 279.22(C)(1)]. Compliance Assistance Was Offered Onsite And In The Exit Interview.
Inspectors Observed Two Drums Labeled “Used Oil Filters”. Both Drums Were On Top Of A Pallet To Act As Secondary Containment. No Hazardous Waste Was Observed In This Area.
Automotive Shop (2):
Inspectors Observed One 500-Gallon Double Walled Tank Labeled “Used Oil” And One Used Oil Caddy With No Label [40 Cfr 279.22(C)(1)]. Compliance Assistance Was Offered Onsite And In The Exit Interview. No Hazardous Waste Was Observed In This Area.
Universal Waste:
Two Spent Lead Batteries On A Palette Were Stored In A Closed Room With New Batteries. The Spent Lead Batteries Are Sent To Imc Parts Authority For Credit.
