The Facility Was Last Inspected By The Dep On 1/25/1995, When It Was Operating As A Conditionally Exempt Small Quantity Generator (Cesqg). The Facility Last Notified The Dep In March Of 2010 As A Cesqg And A Used Oil Transporter, And Is Currently Operating As Such.
Ring Power Is A Dealer And Service Agent For Caterpillar Equipment, As Well As A Service Agent For A Variety Of Generators And Trucks. The Facility Has Been In Operation Since 1987 And Has 15 Employees. The Facility Consists Of Offices, A Service Shop, Wash Rack, And Used Oil Storage Area. Mr. Robert Jones, Truck Service Operations Manager, Was Present Throughout The Inspection. The Facility Is On City Sewer. | Used Oil Transportation

Ring Power Services Generators And Heavy Equipment In The Field. Used Oil Generated From These Operations Is Brought Back To The Facility For Disposal With The Used Oil Generated On-Site. Used Oil From Generators Is Placed In 55-Gallon Drums In The Wash Rack Area, While Used Oil Generated From Heavy Equipment Servicing Is Added To The Facility'S Used Oil Tank.
Since The Facility Transports Only Its Own Used Oil Generated At Its Own Non-Contiguous Operations To Its Own Central Collection Facility For Storage Prior To Having Its Used Oil Picked Up By A Certified Used Oil Transporter, Ring Power Must Only Comply With The Following Used Oil Transportation Requirements: The Facility Must
Annually Register Its Used Oil Transportation Activities With The Dep, It Must Display The Used Oil Transporter Registration In A Prominent Place At The Facility, And It Must Maintain Proof Of Financial Responsibility According To Rule 62-710.600(2)(E), Fac. At The Time Of The Inspection, The Used Oil Transportation Registration On Display At The Facility Had Expired On 6/30/2010 [Rule 62-710.500(4), Fac].

General Maintenance On A Variety Of Vehicles Is Performed In This Area. Several Used Oil Containers Were Not Properly Labeled With The Words "Used Oil" (Photos 1 - 3) [40 Cfr 279.22(C)(1)]. A 55-Gallon Drum Of Used Oil Within The Shop Was Placed In A Small Metal Containment. There Was A Small Amount Of Used Oil Within The Metal Containment (Photo 4). This Is An Area Of Concern.
The Facility Operates Two Safety Kleen System One Parts Washers. The Sludge Is Collected In A 30-Gallon Drum And Will Be Disposed Of When Needed. The Facility Has Had These Parts Washers For Approximately Two Years And Has Not Yet Had To Dispose Of Any Sludge Waste Since Installing Them.
There Was One 55-Gallon Drum In The Area For The Collection Of Waste Aerosols. Mr. Jones Stated That Aerosol Cans Are Collected In This Drum Once The Shop Has Used Them. Mr. Jones Also Stated That The Waste Aerosol Cans Are Taken As Needed By The Facility To Another Ring Power Located In Tampa, Where They Are Punctured And Disposed Of. None Of The Waste Aerosol Cans Within The Drum Appeared To Contain Any Residual Liquids. The Drum Was Dated 11/17/10. This Is An Area Of Concern.
The Facility Operates One Glove Box Bead Blasting Machine, Which Is Used To Blast Only Bare Metal Parts.

Equipment Is Washed Down In This Area With A Closed-Loop Wash System. The Facility Also Uses This Area For Storage Of Used Oil Drums That Have Been Transported Back To The Facility After Field Technicians Have Serviced Generators. At The Time Of The Inspection, There Were Four 55-Gallon Drums Of Used Oil In This Area (Photos 5 - 7). All Of The Drums Were Labeled And Closed; However, They Were Not Within Adequate Secondary Containment Because They Were Stored At The Edge Of The Concrete Pad [Rule 62-710.401(6), Fac].

Used Oil Is Drained Into Portable Dollies And Then Pumped Into A 1,000 Gallon Double-Walled Tank Located Outside (Photo 1). All Of These Used Oil Dollies And The Used Oil Tank Were Properly Labeled. The Facility Has One 55-Gallon Drum To Collect Used Oil Filters. This Drum Was Properly Labeled. When Used Oil Filter Drums Are Full They Are Taken To The Drum Storage Area Located On The Wash Rack.
The Facility Operates Two Safety Kleen System One Parts Washers. The Sludge Is Collected In A 30-Gallon Drum And Is Disposed Of As A D006/D007/D008 Hazardous Waste As Needed. The Last Disposal Of This Parts Washer Sludge Was On 6.12.12 With A Weight Of 175 Pounds.
There Was One 55-Gallon Drum For The Collection Of Waste Aerosols (Photo 2). Mr. Morris Stated That Aerosol Cans Are Collected In This Drum Once They Are Empty. Mr. Morris Also Stated That The Waste Aerosol Cans Are Punctured In The Old Used Oil Filter Crusher Because Some Of The Cans Are Not Completely Empty. The Residue Is Collected In The Used Oil Filter Drum. Since The Waste Aerosol Can Liquid Is A D001 Hazardous Waste, This Is Not Ensuring Proper Disposal Of Hazardous Waste [40 Cfr 261.5(G)(3)] (Photo 3).
Oily Rags Are Laundered By Cintas. Since The Facility Has The Potential To Contaminate These Rags With Brake Cleaner And Other Hazardous Constituents, The Dep Recommends That It Label Its Rag Container With The Words "Excluded Solvent Contaminated Rags." Used Oil, Used Oil Filters And Used Antifreeze Generated During Field Servicing Activities Are Transported Back To The Facility And Acumulated With The Waste Streams Generated At The Facility. The Lube Truck, Which Is Equipped With A 200-Gallon Used Oil Tank And An Oil Filter Tray With Collection Pan, Is Typically Used For Jobs Requiring Used Oil Removal. Used Antifreeze Is Collected In A 55-Gallon Drum. The Facility Transports Only Its Own Used Oil Generated At Its Own Non-Contiguous Operations To Its Own Central Collection Facility For Storage Prior To Having Its Used Oil Picked Up By A Certified Used Oil Transporter. Mr. Morris Stated That Whenever Spent Fuel Is Generated, It Is Managed By The Fuel Division Out Of The St. Augustine Ring Power Facility. He Stated That There Have Been No Discharges Since The Previous Inspection.

Used Oil Is Drained Into Portable Drain Containers (Photo 2) And Then Pumped Into A 1,000-Gallon Double-Walled Tank Located Outside (Photo 3). All Of The Used Oil Drain Containers And The Used Oil Tank Were Properly Labeled. It Is Recommended That The Label On The Tank Be Re-Stenciled, As It Is Beginning To Fade. Used Oil Filters Are Drained Into A Portable Drain Container Before Being Accumulated In A 330-Gallon Steel Container (Photo 4). The Container Was In Good Condition, Properly Labeled And Stored On An Oil-Impermeable Surface. Used Antifreeze Is Drained Into Portable Drain Containers And Then Transferred Into A 250-Gallon Double-Walled Tank Located Outside (Photo 5). The Tank Was Properly Labeled.
Oil Absorbent Pads Are Also Generated By Maintenance Activities. Spent Pads Are Stored In A Plastic Bag-Lined Can Adjacent To The Used Oil Filter Collection Bin. Once Full, The Bag Is Closed And Placed Into The Used Oil Filter Collection Container For Disposal By Safety-Kleen (Fld980847214).
The Facility Operates Two Safety-Kleen System One Parts Washers That Use Safety-Kleen Premium Solvent (Hydrotreated Light Petroleum Distillates 100%; Flash Point 148°F) (Photo 6). The Units Distill Spent Solvent Within The Unit And Pump Clean Solvent Into The Basin. The Units Are On A 16-Week Service With Safety-Kleen To Add Clean Solvent As Needed.
