Routine; Used Oil-Other - Routine; SQG (100-1000 kg/month) - Routine; Used Oil Transporter Ring Power Corporation (Ring Power) Was Inspected By The Department Of Environmental Protection On September 7 And 8, 2010 To Determine The Facility'S Compliance With State And Federal Hazardous Waste Regulations. Todd Colegrove, Service Manager, And Mark Carter, Facilities Foreman, Accompanied The Inspectors Throughout The Inspection. Ring Power Is A Small Quantity Generator Of Hazardous Waste And A Used Oil Transporter. Ring Power Was Last Inspected In April 2007. | Ring Power Is An Authorized Dealer For Caterpillar Equipment That Sells And Services Heavy Earth Moving Equipment, Engines And Generators. Since The Last Inspection A New Building Has Been Built Which Houses The Heavy Equipment Service And Repair Area, Heavy Equipment Rental Fleet, Oil Lab And The Engine Rebuild Center. Ring Lift, Formerly Located On Highway 301 In Tampa Has Also Been Relocated To This Location. The Building Across The Street Is Now The Security And Facilities Office. There Are A Total Of 49 Parts Washers, 24 Of Which Are System One Recycling Parts Washers. The Remaining Parts Washers Are In Safety Kleen'S Continued Use Program. There Is Also One Clam Parts Washer And One Mart Tornado Aqueous Parts Washer. The Clam Generates Sludge That Is Managed As A Hazardous Waste, And Any Waste Water And Sludge Generated By The Mart Tornado Has Been Tested And Found To Be Non Hazardous And Is Disposed Of With The Waste From The Wash Rack.
Collection Tanks, Drums And Containers For Used Oil, Used Oil Filters And Antifreeze Are Located Throughout The Service Area. In The North Wing Of The New Building There Was One Used Oil Dolly That Was Not Labeled At The Time Of The Inspection. Additionally In The Ring Lift And Tow Motor Department The Used Oil Tank And The Used Oil Drain Tables Were Not Labeled "Used Oil". The Drain Tables Located Under The Used Oil Storage Tank In The Ring Lift Shop Did Not Have Secondary Containment. Following The Inspection Ring Power Agreed To Pump Out The Drain Tables At The End Of The Work Day. In The Undercarriage Shop The Blue Used Oil Hand Trucks Were Not Labeled Used Oil. There Was One Hand Truck That Was Dented And Had Been Labeled "Leaks." This Hand Truck Was In Use At The Time Of The Inspection And There Was A Sizable Puddle Of Used Oil On The Shop Floor Around The Truck. Ring Power Immediately Addressed The Problem With The Leaking Used Oil Hand Truck By Cleaning Up The Spill And Placing This Piece Of Equipment Out Of Service. In The Truck Shop Used Oil Filters Are Placed On A Containment Pallet To Drain Excess Used Oil Prior To Placing In Drums For Recycling. The Used Oil Is Allowed To Accumulate And Is Pumped Out Weekly Into The Used Oil Storage Tank. This Pallet Is Located Near The Bay Doors, Was Not Labeled Used Oil And Did Not Have Secondary Containment. In Addition The Area Around The Used Oil Storage And The Used Oil Filter Drain Pallet There Was A Significant Amount Of Used Oil From Minor Spills That Had Not Been Cleaned Up. Following The Inspection Ring Power Submitted Documentation Indicating That The Area Had Been Cleaned Up And That A New Filter Draining Device With Secondary Containment Was Being Constructed And Will Be Installed When It Is Completed. All Used Oil Labeling Violation Were Corrected Immediately Following The Inspection. Used Oil, Antifreeze And Used Oil Filters Are Disposed Of Through Synergy Recycling. Between 500 And 1,000 Gallons Of Used Oil Is Generated And Disposed Of Twice A Week.
There Are Two Paint Booths And One Blasting Booth At The Facility. Spent Blasting Media Is Disposed Of As A Solid Waste. The Spent Media Was Tested In 2003 And Determined To Be Non Hazardous. Waste Paint Is Disposed Of By Safety Kleen Each Month. It Was Stated That They Have The Drum Of Paint Waste Disposed Of Regardless Of How Much Waste Is Generated. Routine; SQG (100-1000 kg/month) Ring Power Corp Was Inspected On August 30, 2012, To Verify The Facility'S Compliance With State And Federal Hazardous Waste Regulations. The Inspection Verified That Ring Power Corp Is A Small Quantity Generator Of Hazardous Waste. This Facility Was Last Inspected By The Department'S Hazardous Waste Program On September 8, 2010. Mr. Kevin Wurtenberg, The Facility Manager, And Mr. Sammy Simmons, The Assistant Service Manager, Went With The Inspector During The Inspection. | Ring Power'S Operation Is The Same As It Was During The September 8, 2010, Hazardous Waste Inspection Except For The Following. Two Additional Safety Kleen Model 121 Parts Washers Were Added In The Disassembly Area Of The Engine Rebuild Facility. There Are Now A Total Of 51 Parts Washers, 24 Of Which Are System One Recycling Parts Washers. The Remaining Parts Washers, Including The Two New Model 121 Parts Washers, Use Safety Kleen Premium Gold Solvent And Are In Safety Kleen'S Continued Use Program. Safety Kleen Services All Of The Parts Washers And The Still Bottoms From The System One Parts Washers Are Taken As Hazardous Waste. The Mart Tornado Parts Washer Was Replaced With A New Typhoon Proceco Parts Washer Using Hot Water And Detergent (Cat Ctp Powdered Cleaner) Performing The Same Function As The Mart Tornado Washer. Safety Kleen Takes This Waste Water As Hazardous Waste. The Clam Parts Washer Is No Longer On Site. There Is Now One Grit Blasting Booth Located At The Paint Shop And The Two Blasting Booths At The Old Heavy Equipment Service Building Are Gone. The Old Heavy Equipment Service Building Is Now The Ring Lift Truck Shop. There Is A New Hydraulic Shop With A Hone And A D&A Bench Located In The Old Cat Rental Building. An 1-Aq-1 Aqueous Multi Purpose Parts Washer Is Located There. Safety Kleen Takes Waste Generated From This Washer As Oily Water.
The Oil Lab Analyzes Engine Oil, Hydraulic Oil, Transmission Oil, And Final Drive Oil For Wear (Metals), Silicone Entry, And Coolant Entry On The Vehicles. Used Oils Are Tested For Chrome And Lead Content Before Disposal. Waste Samples Are Combined And Placed In A Satellite Container And Disposed Of In With The Used Oil Stored In Their Used Oil Above Ground Storage Tank. Ligroine (Heptane) Is Used To Flush Oil Samples At The Viscosity Meters. The Used Oil Is Drained From The Meters To A Five Gallon Container Labeled "Used Oil" Under The Machines. The Ligroine Flush Is Drained To A Five Gallon Container Under The Machines That Was Mislabeled "Used Oil." The Inspector Explained That This Container Contained Hazardous Waste And As A Satellite Container Should Be Labeled "Hazardous Waste" Or For Its Contents Name. The Container Was Correctly Labeled At The End Of The Inspection. The Ligroine Waste Is Recovered By Recycling The Waste In A Safety Kleen Recovery Still. The Recovery Still Is Located In The Lab Store Room. Five Gallons Of Waste Solvent Are Placed In The Still Every Two Weeks And Four Gallons Of Recycled Solvent Are Recovered. Still Bottoms Are Placed In A 55-Gallon Drum Located Next To The Machine. Safety Kleen Handles This Waste As Hazardous Waste. A Second Drum Was Located Here For Acid Waste Created From Glycol Testing. Both Of These Drums Had "Hazardous Waste" Labels On Them. The Still Bottom Drum Had An August 13, 2012, Accumulation Start Date And The Acid Drum Had An August 6, 2012, Start Date. The Drums Are Picked Up By Safety Kleen Every Eight To Twelve Months When They Are Full. It Was Noted That A Drain In The Storage Room Drains To A Self Contained Oil/ Water Separator On The Property. Blue Prints Of The Facility Indicated That The Oil/ Water Separator Is Not Connected To The Sewer System. The Floor Of The Storage Room And The Drain Were Clean And Free Of Spilled Material.
The Engine Rebuild Facility Is Where Engines Are Disassembled And Rebuilt. There Are 12 System One Model 250 Parts Washers Located Here And Four Safety Kleen Model 121 Parts |

Ring Power Initially Notified The Department Of Its Status As A Generator Of Hazardous Waste On August 21, 1989. On February 24, 1998, Ring Power Notified As A Used Oil Transporter, Used Oil Transfer Facility, Used Oil Filter Transporter, And Used Oil Filter Transfer Facility. On December 29, 2003, Ring Power Re-Notified As A Small Quantity Generator (Sqg) Of Hazardous Waste. A Number Of Hazardous Waste Inspections Have Previously Been Conducted By The Department At This Facility, Most Recently On August 30, 2012. Mr. Andy Marsh, Facility Maintenance Leadman, Accompanied The Inspectors During The Inspection. Mr. Mark Carter, Facility Supervisor, Provided The Records Reviewed. | Ring Power Is An Authorized Dealer For Caterpillar Equipment That Sells And Services Heavy Earth Moving Equipment, Engines And Generators. The Facility, Comprised Of Seven Building Built Between 1989 And 2010, Is Located On 71.38 Acres Owned By Ring Power. Currently The Facility Employs 407 People Working Two Shifts, 24 Hours Per Day, Monday Through Friday; Additional Shifts Are Scheduled On Weekend As Needed. Water And Wastewater Utilities Are Provided By Hillsborough County. Wastes Generated By Ring Power Includes Used Oil, Used Oil Filters, Used Antifreeze, Used Fuel, Used Absorbents, Soiled Reusable Rags, Used Absorbents, Spent Parts Washer Fluid, Used Batteries, Empty Aerosol Cans, Paint/Solvent Waste, Oil Laboratory Waste (Waste Flammable Liquids And Waste Heptane), Spent Grit, Solids From Equipment Washing, Scrap Metal And Slag, And Universal Waste Lamps.
Used Oil, Used Oil Filters, Used Antifreeze, Used Absorbents And Oily Water Are Collected By Synergy Recycling Of Central Florida, Llc. Step Cans For The Collection Of Soiled Reusable Rags Are Located Throughout The Shop Areas; The Rags Are Collected In The Tool Room And Are Picked Up And Laundered By Cintas. Scrap Metal From Around The Facility Is Collected And Recycled Through Kimmins Contracting Corporation. Scrap Wood And Cardboard Are Also Collected For Recycling. The Wash Bays Located Adjacent To The Various Shops Are Plumbed To Oil Water Separators; The Wastewater Is Then Sent To The Hillsborough County Sewage System. Solids From The Wash Bays Are Collected Daily And Stored, Along With The Spent Grit From The Various Sandblasting Units, In The Wash Rack Area; This Material (Wash Solids And Spent Blast) Is Sent To Clark Environmental, Inc., For Thermal Treatment. Solvent Parts Washer Are Located Throughout The Facility And Are Either Enrolled Safety-Kleen'S Continued Use Program Or The Spent Fluid Is Managed By Safety-Kleen As A Hazardous Waste. A Number Of The Parts Washers Were Found To Be Open During The Inspection And Did Not Appear To Be In Use. Personnel Were Directed To Keep The Solvent Parts Washers Closed When Not In Use To Reduce Solvent Evaporation. Forklifts Are Powered By Propane And Batteries.
Building 7, Built In 2010, Houses The Heavy Equipment Rental Shop In The South Wing, The Mcrc Assembly Shop, The Mcrc Disassembly Shop, The Oil Laboratory, And The Tool Room In The Main Building; The Heavy Equipment Specification/Main Shop And The Preventative Maintenance Bay In The East Wing; And The Service Mine Division In The North Wing. The Building Is Equipped With A “Reclaimed System” For The Used Oil And Used Antifreeze. Each Shop Has A Pump Station Were Used Oil And Used Antifreeze Is Pumped Into Aboveground Piping Which Is Discharge Directly To The Used Oil And Used Antifreeze Storage Tanks Located Outside The East Wing Of The Building. Drums For The Collection Of Used Oil Filters, Used Absorbents, And Other Wastes Are Located Adjacent To The Pump Stations.

The Inspectors Were Accompanied Throughout The Facility By Andy Marsh, Facilities Maintenance Leadman. Sheri Delgado Provided Additional Assistance In The Oil Lab And Scott Skinner, Environmental Manager, Joined The Inspectors For The Second Half Of The Inspection. The Last Inspection Of Ring Power Was On June 14, 2016. Ring Power Last Notified As A Small Quantity Generator (“Sqg”) Of Hazardous Waste On February 14, 2013. | Ring Power Is An Authorized Dealer For Caterpillar (“Cat”) Equipment That Sells And Services Heavy Earth-Moving Equipment, Engines, And Generators. In Addition, Ring Power Provides Field Service For Their Rented Equipment. The Facility Is Comprised Of Seven Buildings Located On 71.38 Acres Owned By Ring Power. Currently The Facility Employs 481 People Working Two Shifts, 24 Hours Per Day, Monday Through Friday; Additional Shifts Are Scheduled On The Weekend As Needed. Ring Power Has 23 Service Trucks That Can Complete In-Field Oil Changes And 70 Service Trucks. Water And Wastewater Utilities Are Provided By Hillsborough County. A Majority Of The Process Was The Same As Noted In The June 14, 2016, Inspection Report. The Walkthrough Inspection Was As Followed:
Building 7 / South Wing
The South Wing Housed The Following: Heavy Equipment Rental Shop, Major Component Reconstruction (“Mcrc”) Assembly Shop, Mcrc Disassembly Shop, Heavy Equipment Tool Room, Oil Laboratory, Equipment Specification (“Spec”)/Main Shop, Preventative Maintenance Bay (“Pm Bay”), And Dragline Mining Specialist (F.K.A. The Service Mine Division). The Crane Room Was Added Since The Last Inspection.
The Crane Room Is A New Addition To The South Wing. The Area Had Two Model 30 Solvent Parts Washers And Three 55-Gallon Drums For Used Oil And Used Antifreeze.
The Heavy Equipment Rental Has 10 Work Bays And One Wash Bay That Drains To The Wash Rack. Four Model 30 Solvent Parts Washers Were Located Here. In Addition, There Was One Used Oil 5-Gallon Bucket And A 330-Gallon Container Of Used Oil Filters, Both Properly Labeled.
The Mcrc Assembly Shop Tests Engine Equipment Before Installation And Had 12 Drum Top Parts Washers.
The Heavy Equipment Tool Room Is Accessed Through The Mcra Assembly Shop. Used Oily Rags From Step Cans Around The Facility Are Brought To The Tool Room And Collected In Properly Managed 55-Gallon Drums, Which Are Now Picked Up By Aramark. A 50-Gallon Container Storing Universal Waste Batteries Was Observed Onsite And Was Being Properly Managed.
The Mcrc Disassembly Shop Disassembles, Cleans And Evaluates Engines And Drive Trains For Missing/Broken Parts. There Were Six System One Model 250 Parts Washers, One 250-Gallon Solvent Parts Washer Dip Tank, One Typhoon Proceco Parts Washer (Using Water And Detergent), And Two Large Solvent Parts Washers In This Area. A Sand Blasting Unit, A Small Paint Booth, Containers For The Collection Of Scrap Metal, A 55-Gallon Drum Of Used Absorbents, And A Wash Bay Are Also Located In This Shop. In Addition, There Was One Properly Managed 55-Gallon Drum Of Used Aerosol Cans Which Are Punctured Prior To Being Sent To A Scrap Metal Recycler.
The Oil Laboratory Analyzes Engine Oil, Hydraulic Oil, Transmission Oil, And Final Drive Oil For Wear (Metals), Silicone Entry, And Coolant Entry. Additionally, Used Oil Is Tested For Chrome And Lead Content Prior To Disposal. Heptane Is Used To Flush Oil Samples At The Viscosity Meters. The Heptane Flush Is Drained Into Properly Labeled 5-Gallon Containers Under Each Piece Of Equipment; These Containers Are Then Taken To The Hazardous Waste Satellite Accumulation Area ("Saa").
