Routine; TSD Facility On December 16, 2008 Janine Kraemer And Danielle Bentzen Of The Florida Department Of Environmental Protection (Fdep), Accompanied By Dwayne Lewis, Safety-Kleen Systems, Inc., (Safety-Kleen), Inspected Safety-Kleen, For Compliance With State And Federal Hazardous Waste And Used Oil Regulations. Safety-Kleen Was Inspected As A Generator, Transporter, Transfer Facility, And Hazardous Waste Storage Facility.
The Facility Has Operated At This Location Since March 15, 1993 And Employs Approximately 30 People Who Work Monday Through Friday From 6:30 Am To 5:30 Pm. The Faciity Is Connect To The City Of Sanford Potable Water And Sewer Systems. | Safety-Kleen Is Currently Operating Under Hazardous Waste Operation Permit Ho01-0022198-004. The Permit Includes The Following Areas: A Totally Enclosed Building, Approximately 80 Feet By 155 Feet, Having Three Distinct Areas Designated As Offices, Container Storage Area And Return/Fill Station, And A Separate, Outdoor Aboveground Tank Storage Area With Four 20,000-Gallon Steel Tanks Protected By Secondary Containment. The Four 20,000-Gallon Tanks Are Each Constructed On A Concrete Base, Which Is On A Concrete Pad. The Pad Is Surrounded By A Three-Foot High Concrete Secondary Containment. The Floor Is Covered With An Impervious Coating Of Simstone And Protected From The Weather By An Aluminum Roof. Stormwater Accumulated In The Containment Area Flows By Gravity To An In-Ground Grated Sump, From Which The Water Is Pumped To An On-Site Dry Retention Pond.
The Tanks Are Electronically Monitored For Level And Temperature. Each Tank Is Permitted To Store 20,000-Gallons, But Safety-Kleen Considers The Tanks Full At 19,000 Gallons. Tank #1 Stores Hazardous Waste Solvent. Tank #2 And Tank #4 Store Product Solvent. Tank #3 Was Issued A Rcra Tank Closure Certification On December 21, 1999. On November 21, 2003, Tank # 3 Was Put Back Into Service For Storage Of Used Oil. The Facility Added A 17,000-Gallon Double Walled Tank For Waste Antifreeze, Located Next To The Containment Area.
Safety-Kleen Provides Equipment Leasing, Product Servicing And Hazardous/Non-Hazardous Waste Transport, Transfer, And/Or Storage. Some Parts Washer Solvent Is Returned To The Facility To Be Used For Barrel Washing And Managed According To The Continued Use Program (Cup). Parts Washer Wastes Not Included In The Cup Is Stored In The Container Storage Area, The 10-Day Transfer Area Or The Hazardous Waste Storage Tank Prior To Shipment Off-Site For Reclamation. Clean Drums Are Refilled With Product Mineral Spirits For Use In Leased Parts Washers.
Cup Parts Washer Solvent From Customers Accepted In The Program Is Emptied Into A 200-Gallon Tank Labeled "Continued Use Product". A Permit Modification, Dated October 10, 2000, Was Issued For Implementation Of The Cup.
The Container Storage Area Is Used For Storing Parts Washer Waste, Waste Immersion Cleaner, Waste Mineral Spirits Sludge, Waste Dry Cleaning Solvent, Waste Paint Related Material, And Items To Be Recycled, Such As Used Oil Filters And Mercury-Containing Lamps. The Container Storage Area Is Located Within A Totally Enclosed Building With A Concrete Floor Marked With Yellow Tape Identifying The Container Storage Boundaries. The Amount Of Waste Stored In The Container Storage Area At Any One Time Must Not Exceed 6,912 Gallons.
The 10-Day Transfer Facility Accumulation Area Is Located Next To The Container Storage Area. The Area Is Identified By A Sign, And Marked With Yellow Tape Identifying The Transfer Facility'S Boundaries.

There Were Two Drum Washers Located In This Area. Sumps Beneath The Drum Washers Appeared Dry And Clean.
In The Area Were Several Empty Containers Ready To Go Out To Customers, Three 55-Gallon Drums Of Non-Hazardous Material, One 15-Gallon Satellite Drum For Safety-Kleen'S Aerosol Cans, And A 55-Gallon Drum For Debris From Trucks And The Warehouse (Figure 1). All Of The Drums Were Properly Labeled And Dated (If Appropriate).
Container Storage Area And 10-Day Transfer Area
The 10-Day Transfer Facility Accumulation Area Is Located Next To The Container Storage Area. There Were Three Pallets Of Waste Containers In The Area (Figure 2).
There Were Approximately Twenty-Two Pallets Of Waste Scheduled To Be Shipped On The Day Of The Inspection.
All Containers Were Organized According To Compatibility, And Were Stored With Adequate Aisle Space At A Maximum Height Of Two Containers. The Containers Were Marked With The Date The Waste Entered The Transfer Area, Labeled Hazardous Waste (If Appropriate) And Closed (Figures 3).
Spent Mercury Lamps, And Electronic Waste, And Waste Batteries Stored In The Area Were Properly Labeled And Containerized (Figures 4 And 5).
Above Ground Storage Tank Area
There Were Four Above Ground Storage Tanks Within Secondary Containment On-Site (Figure 6). One Tank Is Used For Hazardous Waste Solvent, One Is Used For Product Solvent, And Two Are Used For Used Oil. Next To The Containment Area, There Was A 17,000 Gallon Waste Antifreeze Tank (Figure 7). At The Time Of The Inspection, All Tanks Were Properly Labeled And The Containment Area Was Dry And Appeared Free Of Cracks. A Sign With The Words "Danger No Smoking" Was Located In This Area.

Safety-Kleen Was Inspected As A Generator, Transporter, Transfer Facility, And Hazardous Waste Storage Facility. Safety-Kleen Notified Of Its Hazardous Waste Activities At This Location In 1990 And Received Epa Identification Number Fld984171165 As A Generator And Hazardous Waste Storage Facility On February 20, 1990.
Inspection History (Since 2005):
On March 12, 2012 The Department Inspected Safety-Kleen As A Tsd Of Hazardous Waste. The Facility Was Found To Be In Compliance At The Time Of The Inspection.
On December 20, 2010, The Department Inspected Safety-Kleen As A Generator And Tsd Of Hazardous Waste. The Facility Was Not In Compliance At The Time And Was Cited For Failure To Document Epa Identification Numbers On Used Oil Manifests. Safety-Kleen Completed Corrective Actions And The Case Was Closed Without Enforcement.
On December 16, 2009, The Department Inspected Safety-Kleen As A Generator And Tsd Of Hazardous Waste And Found The Facility To Be In Compliance.
On June 26, 2007, The Department Inspected Safety-Kleen As A Generator And Tsd Of Hazardous Waste. The Facility Was Not In Compliance At The Time And Was Cited For The Following Violations: Failure To Use A Manifest For Facilities Participating In The Continued Use Program. Safety-Kleen Completed Corrective Actions And The Case Was Closed Without Enforcement.
On January 19, 2005, The Department Inspected Safety-Kleen As A Generator And Tsd Of Hazardous Waste. Safety-Kleen Was Informed That All Containers Of Used Oil Filters Must Be Properly Labeled As "Used Oil Filters". The Facility Was Otherwise In Compliance.

All Employees Undergo A 8 Hour Refresher Training Every Year. The Training Follows As Specified In The Permit. Training For New Hires Or For Employees Moving Into New Positions Include An 80 Hour Classroom, Computer Based, And On-The-Job Training Program. On 12/2/2014, Jeff Curtis, Safety-Kleen Ehs Manager, Provided A Copy Of Training Records For Sanford Branch Personnel Documenting Rcra Training Was Completed 9/13/2014.
A Copy Of The Permit And Application Are On-Site Along With The Contingency Plan That Was Last Revised On 11/10/2013. The Primary Emergency Coordinator Is Alex Hilley And The Secondary Contact Is Gary Howard. Both Live Within One Half-Hour Of The Facility. The Contingency Plan Also Includes A List Of Emergency Contact Numbers And Emergency Teams To Be Notified.

Routine; TSD Facility On March 12, 2023, Gina Laddick, Florida Department Of Environmental Protection (Fdep Or Department) And Tarin Tischler And William Kappler, Environmental Protection Agency (Epa) Inspected Safety-Kleen Systems, Inc. For Compliance With State And Federal Hazardous Waste Regulations. Jeff Curtis, Environmental Compliance Manager, Represented The Facility. Safety-Kleen Systems, Located At 600 Central Park Drive, Sanford, Florida, Operates Under A Hazardous Waste Storage Permit For Containers And A Solvent Storage Tank. The Hazardous Waste Storage Permit, Permit Number 22198-Ho-008, Was Issued On April 23, 2019, And Expires On April 23, 2024.
Safety-Kleen Systems Is Currently Registered As A Hazardous Waste Transporter (Expires June 30, 2024) And Transfer Facility In Accordance With The Provisions Of Rules 62-730.170 And 171, F.A.C. And As A Used Oil Transporter, Transfer Facility, And Marketer, And A Used Oil Filter Transporter And Transfer Facility (Expires June 30, 2024) In Accordance With The Provisions Of Rule 62-710, F.A.C. Safety-Kleen Systems Initially Notified The Department Of Its Hazardous Waste Activities At This Location In 1990 And Received Epa Identified Number Fld984171165 On February 20, 1990. The Facility Has Approximately Thirteen Employees And Normal Operating Hours Are Monday Through Friday 7:00 Am To 5:00 Pm.
Inspection History – Last 5 Years:
Safety-Kleen Systems Was Most Recently Inspected By The Department On April 20, 2022, And Was Determined To Be Out Of Compliance At That Time. The Violations Cited Include Failure To Properly Complete A Manifest And Failure To Keep A Satellite Accumulation Area Container Closed. A Warning Letter Was Issued With The Inspection Report And The Violations Were Resolved Through Short Form Consent Order (Ogc File No.: 22-2274)

| The Facility Consists Of One 0.37 Acre Building That Is Split Into Several Areas Including Return And Fill, An Area For 10-Day And 90-Day Waste Storage, Product Storage, And Office Space.
Return And Fill Area:
In-Coming Spent Mineral Spirits Parts Washer Solvent Is Emptied Into One Of Two Tanks, Referred To As Wet Dumpsters, Located In The Return And Fill Area. Only One Wet Dumpster Is In Operation During Any Given Day. Each Wet Dumpster, Also Known As A Solvent Return/Fill Station, Has A Storage Capacity Of 108-Gallons And Is Located On A Raised Deck Over Secondary Containment. Solvent From The Wet Dumpster Is Directed To A Drum Washer Where Chemical And Mechanical Means Are Used To Clean The Inside And Outside Of Drums. The Spent Solvent Is Then Pumped To The 20,000-Gallon Waste Solvent Storage Tank. Clean Drums Are Refilled With Product Mineral Spirits For Use In Parts Washers.
Inspectors Also Observed Three 55-Gallon Drums Sitting On The Edge Of The Dock. These Containers Were Marked As Brought In 3/4/2024. Two Of The Containers Were Labeled As Non-Hazardous, And One Was Labeled As Hazardous Waste But Was Not Labeled With An Indication Of Hazards Of The Contents [40 Cfr 262.17(A)(5)(I)]. Facility Representatives Informed Inspectors That This Container Should Have Been Dumped Into The Return And Fill Station Upon Arrival. Inspectors Informed Facility Representatives That Any Container Storing Hazardous Waste Must Be Marked And Labeled With An Indication Of The Hazardous Of Its Contents.
