Routine; Used Oil Transporter Diversified Marine Tech (Tech) Is A Registered Used Oil Transporter And Transfer Facility That Operates In Association With Diversified Environmental Services (Des). Operations Manager Gerry Mccormick, Jr., Provided Information On The Current Business Operations For This Inspection. This Facility Operates On Land And Docks Leased From The Port Of Tampa, Off Causeway Blvd. Company Operations Primarily Focus On Providing Services To Vessels And Bulk Terminals At The Port. Wastes From These Operations That Are Not Immediately Transferred Off Site Are Stored On A Single Hulled Company Barge, The Crystal River, And Allowed To Phase Separate. Wastes Are Transferred To Des For Final Treatment. Dmt Plans To Cease Using This Barge When Its Coast Guard Certification Lapses, And Double Hull Requirements Are Effective. | Diversified Marine Tech Operates A Number Of Vessels, Used For Its Repair And Service Operations, Including A Shop Barge, A Crane Barge And Two Small Tugs, The Cindy E And The Mariella. The Crystal River Is The Only Vessel Used For Waste Storage. The Barges Elk River And Cottee River Are No Longer Owned By The Company. In Addition, The Company Has Several Other Vessels Docked, Either Under Repair Or Being Held For Sale Or Scrapping. These Include The Peggy Palmer, Formerly Used To Haul Coal For Tampa Electric, And Several Tugs And A Ship Formerly Used As A Shuttle For Fun Cruises. A Frac Tank And Several Tankers Parked At The Property Were Empty At The Time Of The Inspection. Used Oil Is Not Held More Than 24 Hours On Land At The Facility. However, Frac Tanks May Be Used To Store Fuel Removed From Vessels That Is To Be Returned To The Same Vessel After Cleaning, Repairs And/Or Inspections Are Complete.
Oil That Separates From The Bilge Waste In The Crystal River Is Skimmed And Transferred To Tank Trailers Operated By Des And Taken To The Des Facility For Processing. Waste Water Is Also Treated At Des For Discharge To The City Of Tampa'S Howard Curran Wastewater Treatment Facility. Waste Oil Is Screened For Halogens By Des According To The Company'S Written Screening Procedure, And Records Are Kept Of Screening Results And Waste Transfers. In Some Cases, The Epa Identification Numbers Of The Facilities Providing Or Receiving Oil Was Not Recorded. This Was Discussed With Mr. Mccormick During The Inspection, And He Has Agreed To Ensure This Information Is Recorded Correctly Going Forward.
Dmt'S Services Mainly Generate Bilge Waste And Tank Cleanout Waste, Waste Fuel And Used Oil. Ship Repair Services Focus On Mechanical And Electrical Repairs. The Company Does No Sand Blasting At The Facility. Some Painting Is Done With Brushes And Rollers, Which Are Discarded After Use. Chemicals Were Stored In Appropriate Containment, Inside The Shop Building On Site. A Labeled Drum Was Available For Collection Of Paint Waste. A Small Empty Fuel Tank Was Noted In A Separate Roofed Storage Bay. Routine; Used Oil Transfer Facility Diversified Marine Tech, Inc. ("Dmt") Was Inspected In Conjunction With Its Sister Company, Diversified Environmental Services, Inc. ("Des"). Gerry Mccormick Jr. Provided Access And Information During The Inspections. Both Companies Are Currently Registered With The Department As Used Oil Transporters And Transfer Facilities, But Neither Has A Permit For Used Oil Processing. The Companies Do Not Market Used Oil Fuel. All Oil Is Shipped To Off Site Facilities For Additional Processing And Marketing.
Dmt Operates At The Port Of Tampa, With A Full Service Wet Berth In Addition To A Dry Docking System. The Company Can Also Service Ships Elsewhere In The Port And Transport Waste From The Ships To The Dmt Dock For Transfer To Shore Facilities.
Des Has Offices, Parking Areas For Transportation Equipment, A Maintenance Shop And A Centralized Wastewater Treatment Unit That Discharges To The City Of Tampa'S Sewer System Under A Pretreatment Permit At It'S Main Facility At 1201 N. 22nd St., Tampa. Records For Both Companies Are Maintained At Des. | Des Currently Operates Nine Vacuum Trucks, Five Tankers And Five Tractors. Two Of The Vacuum Trucks Operate At Their Texas Location. Des Also Has Eleven Frac Tanks, Plus Rental Units. Des Also Owns Three Tugs And A 16,250 Barrel Capacity Steel Double-Hulled Tank Barge, The Des 1625 Which Was Built In 1970.
Dmt Provides Ship Maintenance Services And Repairs. The Company Sometimes Generates Conditionally Exempt Amounts Of Waste, Mainly From Painting Activities, But None Was On Site The Date Of The Inspection. Oily Waste From Bilge Cleaning, Butterworthing And Other Maintenance Is Transported Over Water In The Des Barge. The Barge Also Is Used To Allow Passive Gravimetric Separation Of Oil And Water. Frac Tanks Are Also Staged At Dmt For Holding Oily Waste. They Are Not Provided With Secondary Containment As Required For Containers Or Tanks At Used Oil Transfer Facilities. None Were Labeled With The Words "Used Oil." Oily Waste Water Is Transferred To Trucks Or Tankers For Transport To The Des Facility. Sewage That Is Pumped From Ship Holding Tanks Is Taken Directly To The City Of Tampa'S Howard Curran Treatment Facility For Discharge.
Des Accepts Industrial Waste Water For Pretreatment In A Npdes Permitted Centralized Wastewater Treatment Unit That Discharges To The City Of Tampa'S Howard Curran Wastewater Treatment Facility. Since The Previous Inspection, Des Modified Their Permit To Accept All Types Of Industrial Waste Water (Category D.) The Water Treatment Plant Includes Six, 10,000 Gallon Tanks Holding Tanks For Water, Which Is Tested Prior To Discharge To The Potw. Solids Precipitated During Treatment Are Separated From The Waste Water In A Cone Bottom Tank, And Then Dewatered In A Filter Press Prior To Disposal Off Site, To Clark Environmental. The Solids Are Tested Regularly And Are Not Characteristically Hazardous.
Recovered Oil Is Currently Being Stored In Frac Tanks At Both Facilities. Mr. Mccormick Said That Oil With Excessive Water Is Sometimes Transported Back To The Barge, Where It Is Stored To Allow Additional Gravimetric Separation. Mr. Mccormick Indicated That The Frac Tanks At Dmt Contained Varying Amounts Of Oil And Water. Due To Market Conditions, And Inability To Meet Water Content Limits, Des And Dmt Did Not Ship Any Recovered Oil To An Off Site Processor Between September 14, 2015 And The Date Of This Inspection.
Oil Transfer Records Between Dmt And Des Were On File. The Records Included The Epa Identification Numbers Of Both Companies. All Records Included A Notation "Halogens Less Than 1,000 Ppm." Three Records For Oil Transferred From Des To Dmt Did Not Include A Signature. The Most Recent Record On File Was From September 6, 2015.

(Dmt) Was Inspected By The Florida Department Of Environmental Protection (Department) On January 4, 2022, To Determine The Facility'S Compliance With State And Federal Regulations Regarding Used Oil. Diversified Environmental Services, Inc. (Des), A Co-Located Sister Company, Was Inspected At The Same Time. The Facility Initially Notified As A Large Quantity Generator Of Hazardous Waste As Des On September 27, 1990, Under The Name Elk River Corporation. The Facility Re-Notified As A Non-Handler Of Hazardous Waste On December 17, 1992. On April 13, 2010, The Facility Name Was Changed To Dmt And On June 22, 2010, The Facility Registered As A Used Oil And Used Oil Filter Transporter.
Both Dmt And Des Are Currently Registered With The Department As Used Oil Transporters And Transfer Facilities. Neither Company Has A Permit For Used Oil Processing, Nor Do Either Of The Companies Market Used Oil Fuel Or Hazardous Waste. All Oil Is Shipped To Off-Site Facilities For Additional Processing And Marketing. The Facility Was Previously Inspected By The Department On May 24, 2021. Gerry Mccormick Jr., President, Assisted Department Personnel Throughout The Inspection. | Dmt Provides Ship Maintenance Services And Repairs And Operates Out Of The Port Of Tampa, With A Full-Service Wet Berth System In Place. The Facility Previously Used A Dry Docking System Which Is No Longer In Service. Dmt Currently Has 3 Employees. Dmt Operates Monday Through Friday, From 7:30 Am To 4 Pm, And Occasionally Will Continue Services Until 7:30 Pm. The Facility Uses The City Of Tampa'S Water And Sewer Services.

At The Time Of The Inspection, The Des 800 Barge And Des 1625 Barge, Used To Transport Oily Waste, Were On-Site But Are No Longer In Use. Sewage Pumped From Ship Holding Tanks Is Taken Directly To The City Of Tampa'S Howard F. Curran Advanced Wastewater Treatment Plant.
