03/26/2012 Site Inspection Routine; Used Oil Transporter Diversified Environmental Services (Des) Provides Tank Cleaning, Barge And Vessel Cleaning And Emergency Response Services, Mainly To The Port Of Tampa. The Company Operates In Conjunction With A Sister Company, Diversified Marine Tech, Which Operates Vessels And Has Docking Facilities. Des Is A Registered Transporter For Used Oil, And Also Transports Industrial Waste Water And Other Oily Wastes To Its Waste Water Pretreatment Facility In Ybor City. Gene Russel And Gerry Mccormick, Jr. Explained Operations During This Inspection. | The Ybor City Facility Consists Of An Office/Warehouse Building, Parking And Loading Areas And A Waste Water Pretreatment Facility Operating Under A Pretreatment Permit Issued By The City Of Tampa. The Permit Authorizes Acceptance And Treatment Of Oily Waste Water Under 40 Cfr Part 437 Subpart B. This Includes Bilge Waste, Tank Cleaning Waste, Petroleum Contact Water And Waste From Oil And Fuel Spills. The Treatment Plant Discharges To The City'S Howard Curran Advanced Waste Water Treatment Plant. If Des Is Contracted To Transport Sewage, It Is Taken Directly To Howard Curran Rather Than The Pretreatment Plant. Wastewater Is Treated Through Phase Separation, Aeration And Ph Adjustment To Precipitate Metals. Separated Solids Are Dewatered In A Filter Press And Disposed Of At A Solid Waste Landfill. Analytical Results Show That The Solids Are Consistently Non-Hazardous. The Most Recent Analysis Was From A Sample Collected December 29, 2011. Separated Oil Stored In A Labeled Tank Within Secondary Containment Before It Is Transferred To Other Used Oil Processors As Off Specification Used Oil Fuel. Wastewater Transported To The Facility Is Off Loaded Either Directly Into The Pretreatment System, Or Occasionally Into Frac Tanks That Are Parked In An Area Where Wastewater Can Be Pumped To The Treatment Plant. Used Oil Is Not Stored Outside Of Secondary Containment. A Small Containment Sump Area Is Available For Parking Vehicles That Can'T Be Unloaded Within 24 Hours Or For Temporary Container Storage. At The Time Of The Inspection, This Was Full Of Storm Water. The Water Appeared To Be Clean And Had No Sheen. The Area Held One Drum Of Sludge That Had Been Removed From A Vac Truck, And It Has Since Been Disposed Of. If The Sump Area Will Be Used To Provide Secondary Containment For Used Oil, Any Collected Storm Water Must First Be Pumped Out. A Number Of Empty Drums Were Stored On Their Sides Adjacent To The South Wall Of The Yard. These Are Recycled Through T&R Drum. Several Containers And A Small Tank Of Used Oil Were Located Within The Warehouse And Maintenance Area. These Were All In Good Condition And Labeled. The Facility Has A Written Oil Screening Procedure And Maintains Records Of The Screening Results. Training Is Provided In A Number Of Areas In Addition To Used Oil Regulations, Including Hazwoper, Coast Guard Opa 90 Requirements, Confined Space Entry And Dot Hazmat. The Facility Has A Facility Response Plan That Was Approved By The Coast Guard June 4, 2008. Used Oil Transfer Records Were Maintained, However In Some Cases The Epa Identification Numbers Of The Oil Provider Or Disposal Facility Were Not Always Recorded. In Particular, Some Records Confused The Identification Numbers Assigned To Dmt With Des. This Was Discussed With Mr. Mccormick During The Inspection, And Will Be Corrected In Facility Records Going Forward. | At The Time Of The Inspection, Des Was Not In Compliance With Used Oil Delivery And Acceptance Recordkeeping Requirements. ("Des") Was Inspected In Conjunction With Its Sister Company, Diversified Marine Tech, Inc. ("Dmt"). Gerry Mccormick Jr. Provided Access And Information During The Inspections. Both Companies Are Currently Registered With The Department As Used Oil Transporters And Transfer Facilities, But Neither Has A Permit For Used Oil Processing. The Companies Do Not Market Used Oil Fuel. All Oil Is Shipped To Off Site Facilities For Additional Processing And Marketing. Des Has Offices, Parking Areas For Transportation Equipment, A Maintenance Shop And A Centralized Wastewater Treatment Unit That Discharges To The City Of Tampa'S Sewer System Under A Pretreatment Permit. Des Is A Spill Response Contractor And Offers Tank And Ship Cleaning Services. Dmt Operates A Ship Repair And Maintenance Business At The Port Of Tampa, With A Full Service Wet Slip In Addition To A Dry Docking System. The Company Can Also Service Ships Elsewhere In The Port And Transport Waste From The Ships To The Dmt Dock For Transfer To Shore Facilities. The Company Also Conducts Some Operations In Texas. | Des Currently Operates Nine Vacuum Trucks, Five Tankers And Five Tractors. Two Of The Vac Trucks Operate At Their Texas Location. Des Also Has Eleven Frac Tanks, Plus Rental Units. Des Owns Three Tugs And A 16,250 Barrel Capacity Double Hulled Tank Barge, The Des 1625 Which Was Built In 1970. Dmt Provides Ship Maintenance Services And Repairs, And The Barge Is Used To Transport Oily Waste Over Water. The Barge Also Is Used To Allow Passive Gravimetric Separation Of Oil And Water. Frac Tanks Are Also Staged At Dmt For Holding Oily Waste. Oily Waste Water Is Transferred To Trucks Or Tankers For Transport To The Des Facility For Treatment. Sewage Pumped From Ship Holding Tanks Is Taken Directly To The City Of Tampa'S Howard Curran Treatment Facility For Discharge. Des Accepts Industrial Waste Water For Pretreatment In A Npdes Permitted Centralized Wastewaster Treatment Unit That Discharges To The City Of Tampa'S Howard Curran Wastewater Treatment Facility. Since The Previous Inspection, Des Modified Their Permit To Accept All Types Of Industrial Waste Water (Category D.) The Water Treatment Plant Includes Six, 10,000 Gallon Tanks Holding Tanks For Water, Which Is Tested Prior To Discharge To The Potw. Solids Precipitated During Treatment Are Separated From The Waste Water In A Cone Bottom Tank, And Then Dewatered In A Filter Press Prior To Disposal Off Site, To Clark Environmental. The Solids Are Tested Regularly And Are Not Characteristically Hazardous. Recovered Oil Is Currently Being Stored In Frac Tanks On Site. Mr. Mccormick Said That Oil With Excessive Water Is Sometimes Transported Back To The Barge, Where It Is Stored To Allow Additional Gravimetric Separation. One Frac Tank Was Labeled "Des Oil" And Was Marked With A Date Of August 4, 2014. Five Additional Frac Tanks Were Not Labeled "Used Oil." Mr. Mccormick Estimated That The Contents Were 80 To 85% Oil, But The Water Content Needed To Be Reduced To Between 1% To 8% To Make The Oil Marketable. Due To Market Conditions, And Inability To Meet Water Content Limits, Des And Dmt Did Not Ship Any Recovered Oil To An Off Site Processor Between September 14, 2015 And The Date Of This Inspection. Oil Transfer Records Between Dmt And Des Were On File. The Records Included The Epa Identification Numbers Of Both Companies. All Records Included A Notation "Halogens Less Than 1,000 Ppm." Three Records For Oil Transferred From Des To Dmt Did Not Include A Signature. The Most Recent Record On File Was From September 6, 2015. Recovered Oil Is Brokered By Sunrise Envronmental. Mr. Mccormick Explained That The Incorrect Type Of Antifreeze Was Used For The Tug Boat Engines, Which Required It To Be Pumped Out And Sent For Disposal. All Four Totes Were Properly Labeled And Awaiting Disposal. All Vacuum Trucks And Tankers Were Empty. Des Was Informed That Once The Empty Frac Tanks Are Used For Service, They Should Be Placed In Secondary Containment Capable Of Holding 110% By Volume Of The The Largest Tank Within Containment. Des Is A Spill Response Contractor And Offers Tank And Ship Cleaning Services. Des Conducts Some Operations In Texas And Louisiana. Des Has 10 Employees, One Of Which Is A Dot Certified Driver. Des Operates Monday Through Friday, From 7:30am To 4pm. In Addition To Wastewater Sewer Services, The City Of Tampa Provided Water And Domestic Sewer Services. A Small Laboratory Is Located Adjacent To The Water Treatment Plant. The Tests Are Limited To Ph, Chloride Content And Percent Water By Dexsil Hydroscout Testing. No Specification Testing Is Conducted, And Quarterly Wastewater Samples Collected For Clean Water Act Compliance Are Analyzed By An Off-Site Certified Lab. Inside The Shop Area Where 3 Cardboard Boxes Of Spent Fluorescent Bulbs. All Of The Boxes Were Properly Closed And Labeled; This Waste Stream Is Disposed Of Through Veolia. Two, 55-Gallon Labeled Drums Containing Used Oil Were Present. Also Inside The Shop Area Were Two Aboveground Storage Tanks (Asts), Both With Capacities Under 500-Gallons, Contained New Virgin Oil. A Parts Washer Located In The Shop Area Was Not In Service And Has Not Been Operated Since Before 2016. There Was No Evidence Of Any Solvents In The Parts Washer Or Stored In Containers Near The Parts Washer. Des Uses One Propane Forklift, Which Is Serviced By Tampa Forklift. The Covered Loading Dock, Located Outside Of The Shop, Was Being Used To Store Numerous Non-Regulated Waste Drums And Empty Drums At The Time Of The Inspection. Des Currently Owns Five Vacuum Trucks, All Of Which Are In Operation, Four Tankers And Four Tractors. Des Also Has Eleven Frac Tanks, Plus Rental Units From Adler Tanks. Des Owns Two Tugs. The 8,000 Barrel Capacity Double Hulled Tank Barge, The Des 1625, Which Was Built In 1970, Is Currently Out Of Service. 01/04/2023 Site Inspection Routine; Transporter Diversified Environmental Services, Inc. (Des) Was Inspected By The Florida Department Of Environmental Protection (Department) On January 4, 2022, To Determine The Facility'S Compliance With State And Federal Regulations Regarding Used Oil. Diversified Marine Tech, Inc. (Dmt), A Co-Located Sister Company, Was Inspected At The Same Time. The Facility Initially Notified As A Large Quantity Generator Of Hazardous Waste As Des On September 27, 1990. The Facility Re-Notified As A Small Quantity Generator Of Hazardous Waste On December 14, 1992, And Then As A Non-Handler Of Hazardous Waste On March 14, 1996. In February Of 2000, The Facility Registered As A Used Oil And Used Oil Filter Transporter. The Facility Was Previously Inspected By The Department On May 24, 2021. Gerry Mccormick Jr., President, Assisted Department Personnel Throughout The Inspection. Both Des And Dmt Are Currently Registered With The Department As Used Oil Transporters And Transfer Facilities. Neither Company Has A Permit For Used Oil Processing, Nor Do Either Of The Companies Market Used Oil Fuel Or Hazardous Waste. All Oil Is Shipped To Off-Site Facilities For Additional Processing And Marketing. | Des Is A Spill Response Contractor And Offers Tank And Ship Cleaning Services. Des Conducts Some Operations In Texas And Louisiana. Des Has 14 Employees, Four Of Which Are Dot-Certified Drivers. Des Operates Monday Through Friday From 7:30 Am To 4 Pm. Des Has Offices, Parking Areas For Transportation Equipment, A Maintenance Shop, And A Centralized Wastewater Treatment Unit That Discharges To The City Of Tampa'S Sewer System Under A Pretreatment Permit. In Addition To Wastewater Services, The City Of Tampa Provides Water Services. Maintenance Shop: Spent Fluorescent Bulbs Were Not Observed At The Time Of The Inspection. Mr. Mccormick Explained That When Bulbs Are Spent, They Are Properly Containerized And Labeled With An Accumulation Start Date, And Veolia Is Contracted To Dispose Of This Waste Stream. Eighteen Metal 55-Gallon Labeled Drums Containing Used Oil Were Present. The Facility Does Not House Any Parts Washers. Des Uses One Propane Forklift, Which Is Serviced By Tampa Forklift. The Covered Loading Dock, Located Outside Of The Shop, Was Being Used To Store Numerous Non-Regulated Waste Drums And Empty Drums At The Time Of The Inspection. Spill Response Equipment: Des Currently Owns Five Vacuum Trucks, Four Tankers, And Four Tractor Semi-Trucks. The Des Facility Has Nine Frac Tanks, Two Of Which Are Currently Out Of Service. The 8,000-Barrel Capacity Double-Hulled Tank Barge (The Des 1625) Built In 1970, And The 8,000-Barrel Capacity Double-Hulled Tank Barge (The Des 800) Built In 1985 Were Both Out Of Service. Both Des 1625 And Des 800 Were Located At The Dmt Facility At The Time Of The Inspection. There Are Six Frac Tanks Located At The Dmt Facility, Plus Two Rental Units From Alder Tanks, The Remaining Six Are Owned By Dmt. Oily Wastewater From The Dmt Facility Is Transferred To Trucks Or Tankers For Transport To The Des Facility For Treatment. Sewage Pumped From Ship Holding Tanks Is Taken Directly To The City Of Tampa'S Howard F. Curran Advanced Wastewater Treatment Facility For Discharge. Water Treatment Plant: The On-Site Water Treatment Plant Consisted Of A Series Of Treatment Tanks. Solids Precipitated During Treatment Are Separated From The Wastewater In A Cone Bottom Tank. The Sludge Is Sent To A Filter Press To Remove Excess Wastewater; The Excess Wastewater Is Returned To The Treatment System. The Solids Are Containerized Prior To Disposal. The Solids Are Analyzed Annually And Have Been Documented To Be Not Characteristically Hazardous.
