01/14/2013 Site Inspection Routine; Hazardous Waste Transporter - Routine; Used Oil Transfer Facility Clark Environmental, Inc. Was Inspected For Compliance With Hazardous Waste And Used Oil Transporter Requirements During A Routine Solid Waste Program Inspection At The Facility. Details Regarding The Solid Waste Processing And Soil Thermal Treatment Operations Are Discussed In The Solid Waste Program'S Inspection Report, Which Is Being Prepared Under Separate Cover. Although Clark Was A Registered Transporter, Until Recently The Epa Identification Number Assigned To Clark'S Fort Pierce Office Was Used On All Used Oil And Hazardous Waste Shipping Papers. Clark Closed The Company'S Branch Office In Fort Pierce In 2012, And All Waste Transportation Activities Are Now Conducted Under The Mulberry Facility'S Identification Number. Jim Clark, Beth Clark And Other Staff Provided Assistance And Information During This Inspection. | Clark Environmental Accepts Petroleum And Creosote Contaminated Soil For Thermal Treatment. Soil Is Stockpiled Inside A Containment Building Until Treated, And After Treatment Until Test Results Are Received. Soil That Meets Criteria For Re-Use Is Moved Into Outdoor Stockpiles Until It Is Loaded For Delivery. Soil That Does Not Meet Standards Is Either Re-Treated, Or Shipped For Disposal To A Landfill. No Hazardous Waste Soils Are Accepted. Other Non Hazardous Solid Wastes Are Treated Within A Containment Building By Draining Free Liquids, And By Solidification Prior To Shipment To Permitted Landfills, Such As Cedar Trails. Drained Liquids Have Been Analyzed, And Are Disposed Of As Non Hazardous Waste Industrial Waste Water, Usually To Diversified Environmental Services In Tampa. Clark'S Permit Authorizes Use Of Fly Ash For Solidification. The Company Recently Accepted Ezbase, A Treated Fly Ash Generated By Jea From Kinder Morgan For This Purpose. The Storage Building Used For The Material Was Open Between The Side Walls And Roof. Some Particulate Emissions Were Noted From The Top Of The Pile. It Was Recommended That The Pile Heights Be Lowered To Control Emissions. Water Sprays Would Cause The Product To React And Solidify Prematurely. At The Time Of This Inspection, No Hazardous Waste Or Used Oil Was Being Stored On Site. In General, If Clark Elects To Transport Waste Instead Of Brokering The Material, It Is Transported Directly To The Disposal Facility. This Facility Would Not Meet Siting Criteria For A 10 Day Hazardous Waste Transfer Facility. Records Were Reviewed, And No Violations Were Noted. | Based On The Results Of This Inspection, Clark Environmental Was In Compliance With Used Oil And Hazardous Waste Transporter Regulations. | Revised | In Compliance Reprot | Revised
06/03/2016 Site Inspection Routine; Non-Handler - Routine; Hazardous Waste Transporter - Routine; Universal Waste Transporter Clark Environmental, Inc., (Clark) Was Inspected To Determine Its Compliance With State And Federal Hazardous And Universal Waste Transporter Requirements. The Facility Most Recently Notified The Department Of Environmental Protection (Department) Of Its Waste Activities In May Of 2016 As Part Of The Annual Transporter Renewal Process. The Facility Has Two Solid Waste Permits; One To Operate A Materials Processing Facility (38627-008-So/30) And Another To Operate A Soil Thermal Treatment Facility (138634-006-So/27). The Facility Also Has An Air Permit To Operate A Soil Thermal Treatment Facility (1050319-014-Ao). Compliance With Those Permits And Associated Rules Were Not Included As Part Of This Inspection. The Inspectors Were Accompanied Throughout The Inspection By Mr. Mark Alessandroni, The General Manager. The Facility Was Last Inspected By The Department'S Hazardous Waste Section On 01-14-13. The Most Recent Inspection By The Department'S Solid Waste Section Was On 07-22-15. | Clark Operates A Materials Processing Facility, For The Processing, Consolidation And Bulking Of Nonhazardous Solid Waste Materials, As Well As A Soil Thermal Treatment Facility For The Processing And Thermal Treatment Of Nonhazardous Solid Waste Soil And Soil-Like Materials. Mr. Alessandroni Indicated That Sawdust Is The Primary Solidification Agent, Although Cement Kiln Dust Is Also Used. In Addition, Clark Transports Hazardous Waste And Universal Mercury Wastes From Generators' Sites Usually Directly To The Designated Facilities Or Second Transporter. Clark Does Not Transport Used Oil. Clark Also Transports Petroleum Contact Water (Pcw) And Currently Takes It Directly To Aqua Clean In Lakeland, Fl. Hazardous And Universal Wastes Are Generally Not Brought Back To The Facility. Clark Transports Hazardous Waste For Customers That Already Utilize Its Other Services. The Majority Of Hazardous Waste Transported Is Generated By Fueling Facilities From Cleanouts Of Spill Control Equipment, Such As Spill Buckets. Hazardous And Universal Wastes Are Transported Only In Enclosed Box Trailers And Only In Containers. No Bulk Wastes Are Transported. As Indicated, Most Waste Is Taken From The Generator Directly To The Designated Facility, But Occasionally A Driver Will Stop By The Facility To Pick Up Paperwork, Etc. According To Mr. Alessandroni, At No Time Is Waste Ever Parked At The Facility For More Than A Couple Of Hours Before Continuing To Its Intended Destination. Routes Are Generally Scheduled So That The Last Stop Of The Day Is Freehold Cartage In Bartow, Which Is A Certified Hazardous Waste Transporter And A Hazardous Waste Transfer Facility. Clark Employs One Primary Driver And One Back Up Driver. There Is One Tractor/Cab And Two Trailers. Approximately 90% Of Wastes Transported Are Nonhazardous And Usually Investigative-Derived. The Cab And One Trailer Were Out At The Time Of The Inspection, But The Second Trailer Was Inspected And Found To Be Empty. During The Walk Through The Yard, Three Unlabeled 55-Gallon Drums Were Observed Staged By The Office Building. Mr. Alessandroni Said The Drums Contained Papers Past Their Retention Date That Had Been Removed From Storage. The Inspectors Requested That The Drums Be Opened, And It Was Confirmed That They Contained Old Papers Awaiting Shredding. It Was Recommended That All Drums/Containers At The Facility Be Labeled As To Their Contents. Jim Clark Maintains The Disposal Documents For Pcw, And Because He Was Out Of The Office At The Time Of The Inspection, They Were Not Reviewed. Hazardous Waste Manifests Were Reviewed. Clark Is Moving To An Electronic Recordkeeping System, But Paper Manifest Copies Were Still Available. During The Review, The Inspector Noted That For One Of Clark'S Customers, The Date The Generator Signed The Manifest Was Often A Month Or More Earlier That The Date Clark'S Driver Signed It. 01/11/2018 Site Inspection Routine; Non-Handler - Routine; Transporter On January 11, 2018 The Fdep Southwest District Inspected Clark Environmental, Inc. (Clark) To Determine Its Compliance With State And Federal Hazardous And Universal Waste Transporter Requirements. The Facility Last Notified Dep Approximately 2 Weeks Ago As Part Of Their Annual Transporter Renewal Process. The Facility Has Two Solid Waste Permits; One To Operate A Materials Processing Facility (38627-008-So/30) And Another To Operate A Soil Thermal Treatment Facility (138634-006-So/27). The Facility Also Has An Air Permit To Operate A Soil Thermal Treatment Facility (1050319-014-Ao). Compliance With Those Permits And Associated Rules Were Not Included As Part Of This Inspection. The Facility Also Advised That Their Permit Was Recently Approved By The Department On August 3, 2017 (Wacs# 51555) To Begin Receiving And Processing Biosolids For The Manufacturing Of Fertilizer. Dep Was Accompanied Throughout The Inspection By Mr. Jim Clark. The Facility Was Last Inspected By The Department'S Compliance Assurance Program On June 3, 2016. | Clark Operates A Materials Processing Facility, For The Processing, Consolidation And Bulking Of Nonhazardous Solid Waste Materials, As Well As A Soil Thermal Treatment Facility For The Processing And Thermal Treatment Of Nonhazardous Solid Waste Soil And Soil-Like Materials. Powdered Cement Is Primarily Used As A Solidification Agent, As Well As Saw Dust. Hazardous Waste Is Transported By Clark Directly From The Generators' Sites To A Designated Facility Or Second Transporter, Which Include U.S. Ecology And Freehold Cartage. Used Oil Is Not Transported By Clark Environmental. Petroleum Contact Water (Pcw) Is Transported By Clark And Taken To Aqua Clean For Treatment. Hazardous And Universal Wastes Are Transported Only In Enclosed Box Trailers And Only In Containers. The Facility Utilizes A Natural Gas Powered Burner To Process Contaminated Soils And Other Materials. Empty Drums Generated At The Site Are Picked Up By T+R Drum Out Of Plant City, Fl. The Facility Uses The Following Vehicles For Its Daily Operations: An 8,000-Gallon Tanker, A Semi Dump-Trailer, Vacuum Trucks, Two Straight Rail Trailers, And One Long Rail Trailer. Empty Roll-Off Boxes And Vacuum Boxes Are Staged At The Facility On Behalf Of Adler Tank Rentals, Inc. The Facility Also Has Two 25,000-Gallon Ast'S That Hold Wastewater. The Solids/Sludge That Settle To The Bottom Are Processed Via The Burner, And The Liquids Are Taken To Aqua Clean For Treatment. A Stormwater Berm Surrounds The Perimeter Of The Facility. Clark Has A I/W Permit For Their On-Site Stormwater Pond. Any Discharges From The Pond Are Tested And Analyzed By Marcorp, Inc. A Tour Of The Property Was Provided By Mr. Clark. The Following Describes The Contents/Process Of Each Building On The Property: Building# 1 - Receives Non-Hazardous Drums And Bulk Materials In Liquid, Solid, And Sludge Form. The Materials Are Solidified With Cement Kiln Dust And/Or Saw Dust. Building# 2 - Receives Petroleum Material In Liquid, Solid, And Sludge Form. This Building Can Handle Processing Up To 700 Tons Of Material. Building# 3 - Stores Debris From The Burner, Which Is Then Taken To The Landfill For Disposal. Building# 4 - Receives And Stores Contaminated Soils For Processing Via The Burner. Building# 5 - Houses The Burner For Processing Of Contaminated Materials. * Please See The Prior Inspection Report From June 3, 2016 For Further Details.* The Facility Has Maintained The Same Status Since The Prior Inspection With Only Minor Changes. | Based On The Observations Made During This Inspection, Clark Was Found To Be Operating In Compliance With Rules Applicable To Hazardous And Universal Waste Transporters.

(Clark) Was Inspected By The Department Of Environmental Protection (Department) On January 26, 2022 To Determine The Facility’S Compliance With State And Federal Hazardous And Universal Waste Transporter Requirements. Clark Initially Notified As A Non-Handler Of Hazardous Waste In May Of 1991. The Facility Most Recently Notified The Department Of Its Waste Activities On January 27, 2021 As Part Of The Annual Transporter Renewal Process. The Last Hazardous Waste Inspection Was Conducted On January 11, 2018. The Department Was Accompanied Throughout The Inspection By Elizabeth (Beth) Clark, President; James (Jim) Clark, Vice President; And John Warren, Operations Manager. A Solid Waste Inspection Was Conducted Concurrent With This Inspection. Facility Permits The Facility Maintains The Following Permits: • Waste Processing Facility Permit Under The Solid Waste Program - Permit No. 38627-008-So/30 Which Expires On March 10, 2026. • Source-Separated Organic (Sopf) Under The Solid Waste Program - Permit No. 51555 Which Expires On August 1, 2022. • Soil Thermal Treatment Facility Under The Solid Waste Program - Permit No. 138634-006-So/27 Which Expires On July 17, 2025. • Soil Thermal Treatment Facility Under The Air Program – Permit N. 1050319-014-Ao Which Expires On November 15, 2023. • Npdes-Msgp Under The Npdes Stormwater Program – Permit No. Flr05h165-003 Which Expires On August 1, 2026. Compliance With These Permits And Associated Rules Were Not Included As Part Of This Inspection. | Clark Operates A Materials Processing Facility, For The Processing, Consolidation And Bulking Of Nonhazardous Solid Waste Materials. The Facility Is Located On 10.47-Acres Owned By James W. Clark, Iii And Elizabeth G. Clark Since December 28, 1993. The Facility Hours Are From 8:00 A.M. To 4:30 P.M., Monday Through Friday Unless Other Arrangements Are Made. The Facility Has 25 Employees: Six In Administration; Four In Sales; Six Drivers; And Nine Plant Technicians And/Or Field Technicians. The Soil Thermal Treatment Facility For The Processing And Thermal Treatment Of Nonhazardous Solid Waste Soil And Soil-Like Materials Is No Longer Operational As The Processing Of Petroleum Impacted Soil Is Not Economically Viable At This Time. Clark Submitted A Letter To The Department On November 15, 2018, Stating That The Petroleum Impacted Soil Would No Longer Be Accepted For Treatment After November 15, 2018, And Operations Are Closed. However, Clark Is Maintaining The Permit As The Treatment Of Soil Contaminated With Other Contaminated Waste Streams Is Being Explored. Waste Transportation Clark Employs Six Drivers (Of Which Five Have A Hazardous Waste Endorsement). Clark Operates A Number Of Vehicles Including: Two Vacuum Trucks; Two Road Tractors (Semi Cab); Two Straight Rail Trailers; One Semi Dump-Trailer; One Roll Off Trailer; One 8,000-Gallon Tanker; Two Box Trucks; And Two Pickups. Approximately 90% Of Wastes Transported Are Nonhazardous. These Wastes Include Investigative-Derived Wastes, Emergency Response Cleanup Wastes, Routine Industrial Cleanup Wastes, And Off-Spec Or Out Of Date Materials. Hazardous Waste Is Transported By Clark Directly From The Generators' Sites To A Designated Facility Or Second Transporter, Which Include U.S. Ecology Tampa, Inc. (Enviroserve), Was Inspected On February 26, 2025, By The Florida Department Of Environmental Protection (Department) To Determine The Facility'S Compliance With State And Federal Hazardous Waste And Universal Waste Transporter Regulations. The Facility Initially Notified As A Non-Handler Of Hazardous Waste In May Of 1991, Under The Name Clark Environmental. The Facility Most Recently Notified The Department Of Its Waste Activities On February 10, 2025, As Part Of Their Annual Transporter Renewal Process. The Department Has Conducted A Number Of Hazardous Waste Inspections Of This Facility, The Most Recent Previous Inspection Was On January 26, 2022. Department Inspectors Were Accompanied Throughout The Facility By Devin Jensen, Facility Manager, For The Duration Of The Inspection. Was Operating In Compliance With State And Federal Hazardous And Universal Waste Regulations. | Enviroserve Operates A Materials Processing Facility, For The Processing, Consolidation And Bulking Of Nonhazardous Solid Waste Materials. The Facility Is A Registered Hazardous Waste, Used Oil, Used Oil Filter, And Universal Waste Transporter And Transfer Facility. The Facility Operates On A 10.47-Acre Property That Consists Of Five Operating Buildings With An Office Trailer Along The Southern End. Currently, There Are Approximately 16 Employees On Staff, With 6 Of The Employees Being Drivers. Enviroserve Operates Monday Through Friday, From 8:00 A.M. To 4:30 P.M., And At Times May Operate On Saturdays Depending On Demand. The Facility Is Connected To A Septic Tank For Sewer And Connected To The City Of Mulberry For Water Services. A Mixture Of Fluorescent Lighting And Led Is Utilized Throughout The Entire Site. The Soil Thermal Treatment Facility For The Processing And Thermal Treatment Of Nonhazardous Solid Waste Soil And Soil-Like Materials Is No Longer Operational As The Processing Of Petroleum Impacted Soil Is Not Economically Viable At This Time. Enviroserve Submitted A Letter To The Department On November 15, 2018, Stating That The Petroleum Impacted Soil Would No Longer Be Accepted For Treatment After November 15, 2018, And Operations Are Closed. However, Enviroserve Is Maintaining The Permit As The Treatment Of Soil Contaminated With Other Contaminated Waste Streams Is Being Explored. Facility Safety Enviroserve Is Equipped With A Fire Alarm And Fire Extinguishers That Are Maintained Annually. Additional Safety Equipment Was Observed Onsite, Including Eye Wash Stations And Spill Kits. Facility Equipment Enviroserve Operates Machinery Including Two Forklifts And Three Diesel Loaders. Machinery Is Serviced By A Third-Party, Who Is Responsible For Managing Any Waste Generated. Office Building The Office Building Is Located Along The Southern End Of The Property.
