02/03/2009 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; Used Oil Generator - Routine; VSQG (<100 kg/month) Ring Power Corporation - Lake City (Ring Power) Was Inspected On February 3, 2009, As An Unannounced Hazardous Waste Compliance Inspection. The Facility Notified The Department As A Small Quantity Generator (Sqg) On June 24, 2005, And Was Last Inspected On September 11, 2008. This Report Pertains To Both Inspections. The Facility Is Currently Operating As A Conditionally Exempt Small Quantity Generator (Cesqg). The Facility Also Maintains Registration As A Used Oil Transporter, Used Oil Transfer Facility, Used Oil Filter Transporter, And Used Oil Filter Transfer Facility. The Current Registration Expires On June 30, 2009. The Facility Has Approximately 30 Employees And Has Been In Operation Since 1991. | Ring Power Has Been Assigned The Epa Identification Number: Fld 984 206 854. Please Use This Number On All Hazardous Waste Manifests And On All Correspondence With The Dep. | Maintenance Areas ------------------------------------- The Facility Is Comprised Of Three Distinct Maintenance Areas: A Truck Shop, A Heavy Equipment Shop, And A Rental Shop. Although Different Types Of Equipment Are Maintained In These Areas, Waste Streams And Waste Management Are Similar. Maintenance Operations Generate Used Oil, Used Oil Filters, And Waste Antifreeze. Used Oil Is Collected In Mobile Containers And Then Pumped To A 500-Gallon, Labeled, Used Oil Tank Located Within Secondary Containment. One Mobile Used Oil Container In The Truck Shop Was Not Labeled With The Words "Used Oil." During A Prior Inspection, On September 11, 2008, A Dep Inspector Had Similarly Identified One Used Oil Collection Container Not Labeled. A Facility That Generates Used Oil That Does Not Label Or Clearly Mark The Containers Or Aboveground Storage Tanks (Asts) That Contain Used Oil With The Words "Used Oil" Is In Violation Of 40 Code Of Federal Regulations (Cfr) 279.22(C)(1). The Violation Was Corrected During The Inspection. Used Oil Filters And Waste Antifreeze Are Accumulated In Labeled 55-Gallon Drums. Used Oil, Used Oil Filters, Waste Antifreeze, And Used Oil Absorbents Are Recycled Through Synergy Recycling, Llc. Oily Rags Are Collected In Kick-Cans And Laundered By Cintas. Three System-One Parts Cleaners Are Located In The Truck Shop And Three Are In The Heavy Equipment Shop. These Are Maintained By Safety-Kleen. The Sludge Is Collected In A Closed 55-Gallon Drum Labeled, "System One Sludge." When Disposed Of, The Sludge Is Manifested As D006/D007/D008 Hazardous Waste. If Safety-Kleen Changes The Solvent Within The Parts Washers, It Is Recycled Through Their Continued Use Program. All Of The Drains In And Around The Truck Shop Lead To A Sump Which Is Ran Through The Wash Rack (Described Below). The Facility Has Developed An Aerosol Can Collection Program. This Was Noted As An Area Of Concern During The Previous September 11, 2008 Inspection. Used Lead Acid Batteries Are Transported To The Parts Department Where They Are Collected For Transport To The St. Augustine Ring Power Facility, And Eventually, Recycled Through East Penn Batteries. Scrap Metal Is Recycled Through Tri-County Metals. No Painting Is Performed On-Site; All Paint Work Is Referred To The St. Augustine Ring Power Facility. Wash Rack ---------------------------------------- The Facility Operates A 100% Closed Loop Recycling System For High Pressure Washing Of Equipment. [See Attached Photo]. Approximately Two To Four Vehicles Are Washed In This Area Per Day. This Area Is Permitted By The State Of Florida Dep Industrial Wastewater Facility Permit Number Fla017322. The Facility Occasionally Uses An Alkaline Solvent, Hydrosolve 4165 In This Area (Ph 13) Which Is Sprayed On Undiluted Prior To The Vehicle Being Pressure Washed. Wastewater Flows From A Concrete Wash Pad To A Collection Area Which Filters Solid Materials And Directs The Wastewater To An Oil-Water Separator. The Solid Material Is Removed, As Necessary, Dried And Accumulated For Disposa

09/16/2013 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Generator - Routine; VSQG (<100 kg/month) Ring Power Was Inspected On September 16, 2013, As An Unannounced Hazardous Waste Compliance Evaluation Inspection (Cei). Ring Power Notified The Department'S Hazardous Waste Section As A Conditionally Exempt Small Quantity Generator (Cesqg) In April 2011, And Updated Its Used Oil Transporter Registration In March 2013. The Facility Was Last Inspected By The Department'S Hazardous Waste Section On February 9, 2009. At The Time Of The Current Inspection, The Facility Was Operating As A Cesqg Of Hazardous Waste, A Used Oil Transporter, And A Used Oil Transfer Facility. The Facility Has Been Issued The Epa/Dep Identification Number Fld 984 206 854. Please Use This Number On All Correspondence With The Department'S Hazardous Waste Section. Ring Power Is A Heavy Equipment Dealer That Also Performs Routine Maintenance And Repair To Heavy Equipment. The Facility Also Provides Field Services Including Maintenance And Repiar Of Equipment, Equipment Installation, And Owner/Operator Training To Industrial And Agricultural Businesses. | Maintenance Shop _______________ In The Maintenance Shop, Routine Maintenance And Repairs Are Performed On Customer Equipment, Rental Equipment, And Facility Equipment. Used Oil Generated From Routine Maintenance Is Collected Used Oil Catch Pans And Is Then Pumped Into The Facility'S 500-Gallon Double-Walled Used Oil Tank. Used Oil Generated At The Transmission Bench Is Vacuumed Into A 200-Gallon Used Oil Tank Which Is Transferred Into The Facility'S 500-Gallon Used Oil Tank Daily (Photo 1). All Used Oil Containers And Both Used Oil Tanks Were Properly Labeled With The Words "Used Oil." Used Oil Filters Are Drained Into A Used Oil Container And Then Placed Into A 55-Gallon Drum For Accumulation. Four 55-Gallon Drums Were Accumulating, And All Drums Were Properly Labeled With The Words "Used Oil Filters" (Photo 2). Used Oil And Used Oil Filters Are Recycled Through Fcc Environmental. Spent Antifreeze Is Collected In A 250-Gallon Tote, And It Is Recycled Through Fcc Environmental. The Facility Has Three 30-Gallon Safety Kleen Petroleum Naphtha Parts Washers (Photo 3). The D006/D007/D007 Hazardous Waste Sludge From The Parts Washers Is Collected In A 30-Gallon Drum And Is Managed By Safety Kleen (Photo 4) Once Per Year. The Facility Has One Glove Box Sand Blasting Unit With Bag Filters. This Unit Is Used Approximately Four To Five Times Per Month To Blast Rust And Staining From Small Parts And Tools. Glass Beads Are Used As Blast Grit, And The Filter Bags Have Not Yet Needed To Be Changed. Several Spent Aerosol Cans Were Observed Throughout The Facility Laying On The Floor And On The Ground (Photo 5). Subsequent To The Inspection, The Facility Implemented A Plan To Collect Spent Aerosol Cans For Recycle As Scrap Metal. Waste Aerosol Cans That Are Not Spent Will Be Managed As Hazardous Waste. The Facility Uses Disposable Rags Throughout The Facility. These Rags Are Disposed Of In The Solid Waste Trash. This Is An Area Of Concern Because These Rags May Contain F001 Hazardous Waste Tetrachloroethylene That Is From Brake Cleaner Used As A Solvent. Rags Used By Field Employees Are Laundered Through Cintas. Subsequent To The Inspection, The Facility Implemented A Facility-Wide Policy To Use Only Rags Laundered Through Cintas Both In The Shop And In The Field. The Facility Has One 500-Gallon Double-Walled Used Oil Tank That Is Located Within A Containment Structure (Photo 6). The Structure Has A Drain That Can Be Opened To Allow Rainwater That Has Accumulated To Be Released. The Drain Was Closed At The Time Of The Inspection. No Oily Sheen Was Observed On The Rainwater In The Containment Structure. The Tank Was Properly Labled With The Words "Used Oil". Spent Batteries Are Collected On Pallets And Transferred To The Facility'S Main Office Located In Ocala. They Are Then Sent For Recycling To East Penn In Pennsylvania. 08/02/2016 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; Used Oil Generator - Routine; VSQG (<100 kg/month) Maintenance Areas -------------------------- The Facility Is Comprised Of Three Distinct Maintenance Areas: The Heavy Equipment Shop, Rental Shop, And Truck Shop. Although Different Types Of Equipment Are Maintained In These Areas, Waste Streams And Waste Management Are Similar. Maintenance Operations Generate Used Oil, Used Oil Filters, Spent Antifreeze, Used Shop Towels, And Spent Aerosol Cans. Major Equipment Painting Is Performed Off-Site At The St. Augustine Ring Power Facility, And Only Spot Painting Is Performed Here At The Rplc Facility. Rplc Has One 500-Gallon Double-Walled Used Oil Tank Located Within A Containment Structure (Photo 1). The Structure Has A Drain That Can Be Opened To Allow The Released Of Accumulated Rainwater (Photo 2). The Drain Was Closed At The Time Of The Inspection, And No Oily Sheen Was Observed On The Rainwater In The Containment Structure. The Tank Was Closed And Labeled With The Words "Used Oil." The Facility Has Implemented A Scrap Metal Recycling Collection Plan For Spent Aerosol Cans. Waste Aerosol Cans Containing Liquid Are Accumulated In 55-Gallon Drums That Are Closed And Labeled “Aerosol Cans For Recycling” (Photo 3). Cans Are Then Taken To The Satellite Aerosol Can Puncturing Area That Consists Of One 55-Gallon Drum To Accumulate The Liquid Waste. Empty Waste Aerosol Cans Are Then Placed Into A Scrap Metal Roll-Off Container (Photo 4). Heavy Equipment Shop ------------------------------- The Heavy Equipment Shop Performs Routine Repairs, And Parts Instillation On Heavy Equipment. In This Shop One Bay Is Dedicated For Servicing Specific System Parts And Hydraulic Cylinder Bench Work. The Used Oil Accumulation Pan For The Hydraulic Cylinder Bench Was Not Marked Clearly With The Words “Used Oil” (Photo 5) [40 Cfr 279.22(C)(1)]. The Facility Labeled The Accumulation Pan During The Inspection (Photo 6). Generated Used Shop Towels Are Accumulated In One 31-Gallon Container That Was Closed, And Labeled “Excluded Solvent Contaminated Wipes” (Photo 7). Spent Rags Are Collected And Laundered By Cintas Weekly. Used Oil Generated At The Transmission Bench Is Vacuumed Into A 200-Gallon Used Oil Tank Which Is Transferred Into The Facility'S 500-Gallon Used Oil Tank Daily (Photo 8). All Used Oil Containers And Both Used Oil Tanks Were Properly Labeled With The Words "Used Oil." Used Oil Filters Are Drained Into A Used Oil Container And Then Placed Into A 55-Gallon Drum For Accumulation. The Heavy Equipment Shop Has One Glove Box Sand Blasting Unit With Bag Filters. This Unit Is Used Approximately Three To Four Times Per Month To Blast Rust And Staining From Small Parts And Tools. The Glove Box Generates Glass Bead Blast Grit That Is Accumulated In Filter Bags. At The Time Of The Inspection The Filter Bags Had Not Accumulated Enough Blast Grit To Require Disposal. No Waste Has Been Generated From The Glove Box. Rental Shop ---------------- In The Rental Shop Routine Maintenance And Repair Of The Facility'S Fleet Of Rental Vehicles Is Performed In Two Work Bays. Used Oil Generated In This Area Is Accumulated In Mobile Used Oil Containers And Then Pumped Into The Facility'S 500-Gallon Used Oil Tank. The Facility Is Registered As A Used Oil Transporter, Used Oil Transfer Facility, Used Oil Filter Transporter And Used Oil Transfer Facility. The Facility Is Also Operating As A Very Small Quantity Generator (Vsqg) Of Hazardous Waste. Rplc Is A Dealer And Service Agent For Forklifts, Trucks, Heavy Equipment, Generators, Parts And Other Equipment. The Facility Has Been In Operation At This Location Since 1991 And Has 40 Employees. Ring Power Corporate Owns The Property And The Buildings Which Are Connected To City Water And Sewer. There Is Also One Well Used To Supply Water To Wash Rack Operations, As Described Below. Hours Of Operation Are Monday Through Friday From 7:00 Am To 5:00 Pm. The Facility Consists Of Offices, Maintenance And Repair Shops, A Parts Warehouse, A Tank Farm, A Wash Rack, A 40x40 Building, A Dino Testing Building And An Equipment Yard. Rick Vaughn (Ring Power) Was Present Throughout The Inspection. | Maintenance And Repair Shops --------------------------------------------- The Maintenance And Repair Shops Perform Routine Repair And Preventative Maintenance On Both Customer And Fleet Vehicles And Heavy Equipment. The Maintenance And Repair Shops Are Comprised Of Two Distinct Areas: The Heavy Equipment Shop (4 Bays)/Rental Shop (4 Bays) (Photo 1) And Truck Shop (6 Bays) (Photo 2). Although Different Types Of Equipment Are Maintained In These Areas, Waste Streams And Waste Management Are Similar. The Heavy Equipment And Rental Shop Share Waste Accumulation Containers. Maintenance Operations Generate Used Oil, Used Oil Filters, Spent Antifreeze, Oily Rags And Spent Aerosol Cans. Only Spot Painting Is Performed At Rplc. There Was One 330-Gallon Container Accumulating Used Oil Filters In The Truck Shop Area (Photo 4). The Container Was In Good Condition, Closed And Properly Labeled As “Used Oil Filters.” There Were Two 330-Gallon Containers Accumulating Filters Just Outside Of The Heavy Equipment Area For Heavy Equipment And Rental Shop Use. Both Containers Were In Good Condition And Closed. One Of The Two Containers Was Properly Labeled As “Used Oil Filters.” The Second Container Was Labeled Only As “Oil Filter Bin,” But Was Immediately Properly Labeled As “Used Oil Filters.” Both Containers Were Stored On What Appeared To Be An Unsealed Concrete Surface That Contained Large Cracks (Photo 5) [62-710.850(5)(A), Fac]. Oil Absorbent Pads Generated By Maintenance And Repair Shop Operations Are Accumulated In 30-Gallon Drums Lined With Plastic Bags. The Bags Are Placed In The Used Oil Filter Collection Containers For Disposal By Safety-Kleen. The Facility Notified The Department Of Environmental Protection (Dep) As A Small Quantity Generator (Sqg) Of Hazardous Waste On August 31, 2021. The Facility Was Last Inspected By The Department’S Hazardous Waste Program On July 15, 2020. Travis Flowers (Regional Manager) And Denzel Coker (Facility Custodian) Were Present Throughout The Inspection. Cheryl Humphrey (Service Advisor) Was Present During The In-Brief, Record Review And Out-Brief. At The Time Of The Current Inspection, The Facility Was Operating As A Small Quantity Generator (Sqg) Of Hazardous Waste. The Facility Has Been In Operation Since 1991 And Has Approximately 40 Employees. Ring Power Owns The Property And The Building Which Is Connected To City Water And Sewer.
