The Facility Has Never Before Been Inspected, And Is Currently Operating As A Conditionally Exempt Small Quantity Generator (Cesqg) And A Used Oil Generator. The Facility Has Been Operating At This Address For Approximately Six Years And Has 53 Employees. The Facility Is Connected To The City Sewer. This Ring Power Location Specializes In The Sales And Service Of Lift Trucks. The Facility Consists Of A Paint Shop, Service Center, Used Oil Storage Area, A Storage/Metal Shop, And Offices. Mr. Marcel Meyer, Service Manager, And Mr. Lewis Byers, Vice President Of Product Support, Were Both Present Throughout The Inspection. | Used Oil Transportation -------------------------------- The Facility Services Lift Trucks In The Field And Then Transports The Used Oil Generated From That Operation Back To Its Facility At 8040 Philips Hwy. Mr. Meyer Stated That The Facility Transports No More Than 10 Gallons Of Used Oil Per Day And Less Than 500 Gallons Per Year. These Totals Fall Below The Definition Of A Used Oil Transporter, As Defined In Section 62-710.201, Fac. Since The Facility Does Not Currently Meet The Definition Of A Used Oil Transporter, The Facility Is Not Required To Comply With Used Oil Transportation Rules. Should The Facility Begin Transporting More Than 55 Gallons Of Used Oil At One Time, The Facility Will Be Required To Comply With The Following: The Facility Must Annually Register Its Used Oil Transportation Activities With The Dep, It Must Display The Used Oil Transporter Registration In A Prominent Place At The Facility, And It Must Maintain Proof Of Financial Responsibility According To Rule 62-710.600(2)(E), Fac. Though It Was Not Required At The Time Of The Inspection, The Facility Was In Compliance With These Used Oil Transportation Requirements. The Used Oil Generated In The Field Is Added To The Facility'S Used Oil Tank. Paint Shop ------------------ The Facility Paints One To Two Lift Vehicles Per Week On-Site. Ring Power Uses Mostly Black And Cat Yellow Paints. Spray Guns Are Cleaned Using Grow Automotive Het 1501 Premium Wash Thinner (10-30% Methanol, 10-30% Toluene, 6° F Flash Point), And The D001/F003/F005 Hazardous Waste Paint/Thinner Is Placed Into A 5-Gallon Container For Accumulation. At The Time Of The Inspection, The 5-Gallon Container Was Labeled "Used Paint Thinner," But The Lid On The Container Would Not Seal Closed Due To Paint Build Up On The Rim (Photo 1). This Is An Area Of Concern. The Facility Purchased A Drum To Use As Its Paint/Thinner Waste Container, But Was Waiting To Use The Drum Until The Facility Could Install A Self-Closing Funnel. According To Mr. Byers And Mr. Meyer, The Facility Began Painting Only About A Year Ago And It Generates Only Approximately 5 Gallons Of Waste Paint/Thinner Per Year. Service Center ---------------------- General Maintenance On Lift Vehicles Is Performed In This Area. The Facility Operates Two Model 33 Safety-Kleen Parts Washers In The Service Center, Which Are Serviced By Safety-Kleen Every Eight Weeks. The Facility Is On Safety-Kleen'S Continuous Use Program. One Used Oil Drain Pan Within The Service Center Was Not Properly Labeled (Photo 2) [40 Cfr 279.22(C)(1)]. In Addition, One Used Oil Filter Bucket Was Not Properly Labeled (Photo 3) [Rule 62-710.850(5)(A), Fac]. Adjacent To This Bucket Were Seven Used Oil Filters That Were Not Within A Properly Labeled Container (See Photo 3) [Rule 62-710.850(5)(A), Fac]. The Facility'S Rags Are Laundered Through Cintas, And Its Waste Batteries Are Recycled Through The Supplier. The Facility Notified The Dep In 2011 That They Were Operating As A Small Quantity Generator (Sqg) Of Hazardous Waste And A Used Oil Transporter. The Facility Was Last Inspected On December 30, 2010. At The Time Of The Inspection, The Facility Was Operating As A Conditionally Exempt Small Quantity Generator Of Hazardous Waste And Is A Registered Used Oil Transporter. The Facility Has Been Assigned The Epa Id Number Fld984209346. Please Use This Number On All Hazardous Waste Manifests And On Future Correspondence With The Dep. | Service Center: Ring Power Services Forklifts And Other Various Heavy Equipment In A 15 Bay Garage, Generating Used Oil And Used Oil Filters. Used Oil Is Drained Into Several Small Containers Around The Shop Before Being Pumped Into Its Used Oil Tank. All Of These Used Oil Containers That Were Inspected Were Properly Labeled. The Used Oil Tank Was Properly Labeled And In Secondary Containment (Photo 1). The Facility Operates Two Parts Washers That Are Serviced By Safety Kleen Under Its Continued Use Program. Aramark Launders The Facility'S Rags. Paint Shop: Two Or Three Forklifts Are Painted Per Week In The Facility'S Paint Shop. Ring Power Uses Mostly Black And Cat Yellow Paints. Spray Guns Are Cleaned By Dt-5 Virgin Lacquer Thinner (35-45% Methanol, 25-35 Toluene, 15-20% Acetone, 2 Degrees Fahrenheit Flashpoint), And The D001/F003/F005 Hazardous Waste Is Accumulated In A 55-Gallon Drum. This Drum Was Properly Labeled And Closed (Photo 2). Its Rags Used For Cleanup Are Laundered By Aramark. On The Outside Of The Paint Shop, And Underneath Cover, Is Where The Facility Stores Its Used Oil Filters (Photo 3). The Facility Drains Its Used Oil Filters Into A 55-Gallon Drum Labeled "Used Oil." The Filters Are Then Accumulated In Two Used Oil Filter Drums, Which Were Properly Labeled. The Facility Operates An Aerosol Puncture System In This Area. According To Mr. Meyer, The Facility Has Not Had To Dispose Of This Aerosol Waste To Date. All Of These Drums Were On Secondary Containment Pallets. On The Other Side Of The Paint Shop The Facility Operates A Wash Basin For Its Forklifts. The 100% Recycle System Generates Oily Sludge/Dirt. Occasionally, The Facility Will Remove This Dirt And Store It In A 55-Gallon Drum. One Drum Was Accumulating This Contaminated Dirt Near The Used Oil Filters. Used Oil Transportation: The Facility Services Lift Trucks In The Field And Then Transports The Used Oil Generated From That Operation Back To Its Facility At 8040 Philips Highway. The Facility Was Last Inspected As A Conditionally Exempt Small Quantity Generator (Cesqg) Of Hazardous Waste, A Used Oil Transporter/Transfer Facility, And A Used Oil Filter Transporter/Transfer Facility In 2011. The Facility Is Currently Operating As A Cesqg Of Hazardous Waste, A Used Oil Transporter/Transfer Facility, And A Used Oil Filter Transporter/Transfer Facility. The Facility Has Been Given The Epa/Dep Identification Number Fld984209346. Please Use This Number On All Hazardous Waste Related Correspondence With The Department. Ring Power Services Engines, Generators, And Transmissions For Cat Industrial Equipment And Vehicles. Work Is Done Both In The Field And On-Site. | Service Center _______________ The Service Center Is Separated Into Two Areas: The Regular Maintenance Area And An Area For Fabricating Service Vehicles. Ring Power Services Forklifts, Vehicles, And Other Various Heavy Equipment In The Regular Maintenance Area. In The Area For Fabricating Vehicles, Premade Pieces Are Welded Onto Trucks. The Same Materials Are Used In Both Areas. Used Oil, Used Oil Filters, Spent Antifreeze, And Oily Absorbents Are Generated In The Service Center. Used Oil Is Drained Into One Of Several Mobile Used Oil Carts Located Throughout The Shop. All Of The Mobile Used Oil Containers Inspected Were Properly Labeled. Drained Used Oil Is Pumped To A Double-Walled 400-Gallon Used Oil Tank. The Tank Was Labeled With The Word "Used Oil." Drained Used Oil Filters Are Accumulated In Labeled 55-Gallon Drums. Spent Antifreeze Is Accumulated In 55-Gallon Drums. Spent Oily Absorbent Is Accumulated In Labeled 55-Gallon Drums. Two Safety Kleen Parts Washers Are Located In The Service Center. The Parts Washers Are Serviced Every 16 Weeks On Safety Kleen'S Continued Use Program. Vehicle Batteries Are Exchanged Through East Penn Batteries. Aerosol Cans Are Used Until Completely Empty And Then Punctured On A Drum Top Aerosol Can Puncture System Attached To A 55-Gallon Drum. The Drum Was Labeled As D001/D006/D008/D010/D018/D019/D021/D035/D039/D040 Hazardous Waste. The Filter On The Puncture System Is Replaced Every Six To Seven Months. The Filter Is Added To The Aerosol Waste Container. The Facility Uses Crc Brake Cleaner (Containing 45-55% Acetone, 25-35% Toluene, And 10-20% Methanol With A Flashpoint Of <0 Degrees Fahrenheit) On Rags. Rags In The General Maintenance Area Are Laundered Through Cintas, And Rags Generated In The Fabrication Area Are Disposed Of As Solid Waste [40 Cfr 261.5(G)(3)]. Rags Are Accumulated In Step Cans Located Throughout The Facility. In A March 16, 2015, E-Mail, The Facility Provided Documentation That It Had Labeled Its Containers With The Words "Excluded Solvent-Contaminated Wipes." If They Are Managed Appropriately On-Site, Rags Contaminated With Certain Hazardous Waste Solvents (Including Toluene) May Be Laundered Or Disposed Of At A Lined Solid Waste Landfill. To Be Eligible For This Exclusion, The Rags Must Be Accumulated In Closed Containers Labeled As "Excluded Solvent-Contaminated Wipes." There Should Be No Free Liquids Present In The Rags Or Containers, And The Rags May Be Stored On-Site For No Longer Than 180 Days. Records Of Laundering And Disposal Activities Should Be Kept For Three Years. The Facility Transports Only Its Own Used Oil Generated At Its Own Non-Contiguous Operations To Its Own Central Collection Facility For Storage Prior To Having Its Used Oil Picked Up By A Certified Used Oil Transporter. Used Oil Is Collected In 15-Gallon Drums Maintained On The Trucks (Photo 1). The Drum Of Used Oil Observed On Truck 17-4277 Was Closed And Properly Labeled. The Utility Truck Division Has Four Areas Where Utility Trucks Are “Up-Fitted” By Cutting, Welding And Fitting Trucks With Pre-Fabricated Equipment Or Equipment Fabricated On Site And Then Filling The Equipment With The Necessary Hydraulic Fluids. Used Oil Generated By Service Shop Operations Is Drained Into Portable Drain Containers And Then Pumped Into A 400-Gallon Double-Walled Tank Located Outside Under An Overhang (Photo 4). The Used Oil Tank And Most Of The Used Oil Drain Containers Were Properly Labeled As “Used Oil.” Two Used Oil Drain Containers Were Observed That Were Labeled As “Waste Oil.” The Facility Is Reminded That All Used Oil Containers Should Be Properly Labeled Only With The Words “Used Oil.” Used Oil Filters Collected By The Service Shop Are Taken To The Wash Rack Area, As Described Below, To Be Drained And Collected For Disposal.
