01/31/2014 Site Inspection Routine; Non-Handler - Routine; Used Oil Transporter - Routine; Used Oil Generator Intracoastal Environmental Llc, (Ice) Was Inspected On January 31, 2014, As An Unannounced Hazardous Waste Compliance Inspection. Mr. Luis Pereira And Mr. Chuck Nevin, Ice, Were Present Throughout The Inspection. Ice Is A Registered Used Oil, Used Oil Filter, And Petroleum Contact Water (Pcw) Transporter. The Facility Has A Contract With The Us Navy To Remove Oily Water From Naval Station Mayport In Mayport, Florida. The Facility Also Does Similar Work For Industries Around The Region. The Oily Water, Described On Shipping Manifests As "Non Regulated Non Hazardous Waste Water," Is Delivered Directly To Liquid Environmental Solutions (Les) By Ice. Les Is A Registered Used Oil Processor. Ice Does Not Bring Any Used Oil/Oily Bilge Water Back To The Facility On Main Street During Transportation. The Facility Has Been In Operation At Its Present Location For Approximately 18 Months And Has 15 Employees. | Shop Area: The Shop Area Is A Three Bay Garage That Stores Chemical Products, Tools, Equipment, And Performs Light Maintenance Work On Company Vehicles. Used Oil Is Drained Into A Small Catch Pan, Which Was Properly Labeled. Used Oil Is Then Drained Into A 55-Gallon Drum Inside The Shop, Which Was Properly Labeled And On A Containment Pallet (Photo 1). This Pallet Only Had A 30-Gallon Containment Capacity. Subsequent To The Inspection, The Facility Moved These Drums Away From The Door And Further Into The Shop, Providing Adequate Secondary Containment. Used Oil Filters Are Also Collected In A Properly Labeled 55-Gallon Drum. The Facility Does Not Operate A Parts Washer On-Site. Spent Mercury Containing Lamps Located In The Office Were Not Being Stored In Containers [40 Cfr 273.13(A)]. Subsequent To The Inspection, The Facility Properly Containerized These Bulbs And Recycled Them Through Light Bulb Depot (Flr000158915). Storage Yard: The Facility Stores Its Larger Equipment And Vehicles In An Open Lot On-Site. No Waste Is Generated Or Brought Back To The Main Street Yard. Record Review: To Maintain Their Status As A Transporter Of Used Oil, Ice Annually Verifies Financial Responsibility With The Department, Pursuant To Rule 62-710.600, Fac For Used Oil Transporters And Carries Sufficient Liability Insurance. The Facility Did Not Have Its Current Used Oil Transporter Registration Posted At Its Facility [62-710.500(4), Fac]. During The Inspection The Facility Posted This Registration. At The Time Of The Inspection, Ice Has Not Transported Used Oil To Date. Once The Facility Begins Transporting Used Oil, It Should Maintain Records On Dep Form 62-710.901(2), Or On Substantially Equivalent Forms. The Facility Should Perform Halogen Testing On Used Oil It Transports In Accordance With 40 Cfr 279.44 To Determine The Total Halogen Content. Records Should Be On-Site And Available For Review For Three Years. Employee Training Records For Used Oil Transportation And Handling Procedures Should Be Kept On-Site And Renewed Annually. The Facility Is Reminded That Used Oil That Is Transported By Ice Cannot Be Stored On-Site For Longer Than 24 Hours. If Used Oil Is Stored For Longer Than 24 Hours On-Site, Ice Is Subject To Used Oil Transfer Facility Regulations. Oily Water And Pcw Manifest Were On-Site And Available For Review. Mr. Luis Pereira (Ice), Mr. Chuck Nevin (Ice) And Pam Fellabaum (Dep) Were Present Throughout The Inspection. Ice Was Last Inspected By The Department Of Environmental Protection’S Hazardous Waste Program On January 31, 2014. At The Time Of The Current Inspection, Ice Was Operating As A Conditionally Exempt Small Quantity Generator (Cesqg) Of Hazardous Waste. Ice Is A Registered Used Oil Transporter, Used Oil Filter Transporter And Petroleum Contact Water (Pcw) Transporter. The Facility Has Been In Operation For 17 Years. Ice Currently Has Approximately 30 Employees. The Facility Is On City Water And Is Connected To City Sewer. The Facility Consists Of A Maintenance Shop And Storage Yard. | Summary Of Registered Activities: --------------------------------------------------------- Used Oil Transporter: Used Oil Collected From Customers Is Not Stored At The Facility. When Transported, Used Oil Is Taken Directly From The Generator’S Facility To Water Recovery, Llc In Jacksonville, Fl Via Tanker Trucks. Used Oil Filter Transporter: Used Oil Filters Are Only Collected From Ice'S Fleet And Not From Customers. Used Oil Filters Are Taken To Fcc Environmental. Pcw Transporter: Ice Does Not Store Pcw On Site. Pcw Is Transported By Ice Directly To Water Recovery, Llc Via Tanker Truck. Maintenance Shop: --------------------------------------------------------- The Shop Area Is A Three Bay Garage That Stores Products, Tools, Equipment, And Performs Light Maintenance Work On Company Vehicles. Used Oil Is Drained Into A 55-Gallon Drum Inside The Shop, Which Was Properly Labeled And Located On A Containment Pallet (Photo 1). Used Oil Filters Are Collected In A 55-Gallon Drum Inside The Shop, Which Was Properly Labeled And On A Containment Pallet. The Facility Operates One 20-Gallon Wel-Bilt Parts Washer That Is Located Inside The Shop Area (Photo 2). The Parts Washer Uses Diesel Fuel To Clean The Parts And Contains 15 Gallons Of Diesel Fuel. Used Diesel Fuel From The Parts Washer Is Added To The Facility’S Used Oil. Mechanics Use Autozone Non-Chlorinated Brake Cleaner Occasionally On Disposable Rags. According To The Safety Data Sheet (Sds), Autozone Non-Chlorinated Brake Cleaner Contains 50-70% Petroleum Naptha, 30-50% Toluene, 1-5% Carbon Dioxide, And 1-5% Heptane. Non-Empty Aerosol Cans Would Be Considered A D001 Hazardous Waste. Waste Aerosol Cans Are Taken To A 30-Gallon Drum With An Aerosol Can Puncturing System (Photo 3). Waste Rags Are F005 Hazardous Waste And Are Placed Into A Container And Managed As Excluded Solvent Contaminated Wipes. The Container Was Properly Labeled (Photo 4). Storage Yard: -------------------------------------------------------- The Facility Stores Its Larger Equipment And Vehicles In An Open Lot On-Site. Non-Hazardous Waste Such As Oily Absorbents, Waste Rags, And Used Air Filters Are Placed Into A Covered Roll-Off Container In The Yard (Photo 5). No Hazardous Waste Is Generated In This Area. Record Review: ------------------------------------------------------- Intracoastal Environmental (Ice) Is Currently Operating As A Used Oil Transporter, Used Oil Filter Transporter, Pcw Transporter, Used Oil Generator And A Conditionally Exempt Small Quantity Generator (Cesqg) Of Hazardous Waste. The Facility Only Recently Began Collecting D001 Spent Aerosol Can Liquid And Has Not Yet Taken It Off-Site For Disposal But Plans To Take It To The Duval County Facility. The Duval County Facility Manages Both Household Hazardous Waste And Hazardous Waste From Cesqgs. The Facility’S Used Oil Is Taken To Water Recovery, Llc On An As-Needed Basis. The Facility’S Used Oil Filters Are Taken To Fcc Environmental On An As-Needed Basis. The Facility Was Last Inspected By The Department’S Hazardous Waste Program On January 23, 2018. The Facility Is A Registered Used Oil And Used Oil Filter Transporter And A Very Small Quantity Generator (Vsqg) Of Hazardous Waste. Ice’S Mr. Chuck Nevin (President) And Mr. Luis Pereira (Chief Operating Officer) Were Present During The Inspection. Ice Is An Environmental Services Company That Offers Industrial And Marine Services And Emergency Spill Response. Ice Has Approximately 20 Employees And Operates Monday Through Friday From 8:00 Am To 5:00 Pm And Is On-Call 24/7 To Perform Emergency Response Services. Ice Has Been In Operation For 20 Years. The Facility Is Connected To City Water And Sewer. The Facility Consists Of A Main Building With Administrative Offices And Maintenance Shop And Storage Yard. Used Oil Transporter: Used Oil Collected From Customers Is Not Stored At The Facility. When Transported, Used Oil Is Taken Directly From The Generator’S Facility To Water Recovery, Llc (Water Recovery, Flr000069062) For Processing. Used Oil Filter Transporter: Used Oil Filters Are Only Collected From Ice'S Fleet And Not From Customers But Ice Maintains Transporter Registration In Case A Customer Requires That Service. Used Oil Filters Are Taken To Water Recovery For Processing. | Maintenance Shop: --------------------------------------------------------- The Shop Area Is A Two Bay Garage That Is Used To Store Products, Tools, And Equipment. One Bay Is Used To Perform Minor Vehicle Maintenance Work. Used Oil And Used Oil Filters Are Collected In 55-Gallon Drums Located Inside The Shop (Photo 1). The Drums Were Closed, Properly Labeled And Located Inside The Center Of The Building Such That Adequate Secondary Containment Was Maintained. Spent Antifreeze Is Collected In A 55-Gallon Drum And Recycled Through Water Recovery. Technicians Use Aerosol Lubricants And Penetrants On Shop Rags That Are Collected In A 5-Gallon Step Can And Managed As Excluded Solvent Contaminated Wipes (Escw) And Disposed In The Trash. There Was One Container Of Wipes Accumulating In This Area (Photo 2). The Container Was Closed And Properly Labeled As “Excluded Solvent-Contaminated Wipes” On The Outside Of The Container And The Inner Plastic Liner Was Also Labeled. Spill Absorbent Is Reused Until It No Longer Absorbs Drips And Leaks And Is Disposed Of As Non-Hazardous Waste. Aerosol Cans Are Punctured In A Drum-Top Puncturer Attached To A 55-Gallon Satellite Drum (Photo 3). The Drum Was Closed And Properly Labeled. Aerosol Can Puncturing Is A New Process And No Waste Has Been Disposed. The Facility Is Reminded That A Waste Determination Should Be Performed Prior To Disposal By Either Sampling The Waste Or Maintaining An Inventory Log Of All Aerosol Cans Punctured. Storage Yard: -------------------------------------------------------- The Facility Stages Large Equipment And Vehicles In An Open, Unpaved Area Adjacent To The Maintenance Shop. Ice Operates Thirteen Vacuum Trucks, Seven Tanker Trailers, Two Stakebed/Lift Gate Trucks And Ten Service Pickup Trucks. No Waste Is Generated In This Area. Security ----------------------------------------------------------------------------- The Facility Is Surrounded By A Chain Link Fence Topped With Barbed Wire. Sections Of The Fence That Were Inspected Appeared To Be In Good Condition. The Facility Is Accessed Through A Single Entrance Road That Can Be Secured To Prevent Unauthorized Entry When The Facility Is Closed. Records Review: ------------------------------------------------------- Ice Is Currently Operating As A Used Oil And Used Oil Filter Transporter And A Very Small Quantity Generator (Vsqg) Of Hazardous Waste.
