01/09/2009 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; VSQG (<100 kg/month) Atlantic Industrial Services, Inc (Aisi) Is A 20,000 Sq Ft Used Oil Transporter And Transfer Facility That Has Been Doing Business At This Location For Approximately 3 Years. Aisi Is On City Water And Sewer, Employs 8, And Was Last Inspected April Of 2007. | Aisi Removes Used Oil, Used Oil Filters, Spent Absorbents, And Antifreeze From Customers. The Used Oil Is Stored In Above Ground Tanks Until It Is Shipped To Their Ocala Facility. Antifreeze And Oily Water Is Sent To Cliff Berry, Inc (Cbi). Used Oil Filters Come To The Facility In 55 Gallon Drums And Are Then Stored In A 20 Yard Roll-Off Until Being Shipped To Us Foundry. Absorbent Pads And Other Garbage That May Be Inside Used Filter Drums Are Stored In Another 20 Yard Roll-Off Until Being Shipped To The Waste Management Central Sanitary Landfill. Any Oil In The Roll-Off Is Removed Before Being Shipped. Aisi Has A Parts Washer Serviced By Heritage Crystal Clean Located In The Tank Containment Area. Empty Aerosol Cans Of Brakleen Were Observed In The Roll-Off For Solid Waste. Mr Bill Cruz, District Manager Aisi, Says That They Don'T Knowingly Remove Any Hazardous Waste For Customers But They Sometimes Discover Material In Absorbent Drums. When Hazardous Waste Is Discovered Mixed In With The Used Absorbents, It Is Returned To The Customer If It Can Be Determined Who Sent It, Or Placed In A Hazardous Waste Container For Disposal With Aisi Being The Generator. When Returned, Aisi Informs Customers That They Are Not To Dispose Of Any Hazardous Waste In The Used Absorbent Drum. | Aisi Appears To Be A Conditionally Exempted Small Quantity Generator (Cesqg) Of Hazardous Waste And A Used Oil Transporter (Uot). 10/10/2013 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Hazardous Waste Transporter - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; Used Oil Generator - Routine; VSQG (<100 kg/month) Safety Kleen Systems, Inc. (Sks) Of Pompano Beach, Florida Is A Railcar Terminal Used To Transport Used Oil From The Two Safety Kleen Branch Facilities In Southeast Florida To Their Main Reprocessing Plant In East Chicago, Il. This Facility Is Also A Registered Used Oil Transporter. This Registration Is Required Because There Are Two Tanker Trucks That Are Stationed At The Facility, Which Make Runs Two To Three Times A Week To The Branch Facilities To Bring Back Used Oil To The Terminal For Shipment Out On The Rail Cars. There Is Also A 4000 Gallon Used Oil/Oily Water Collection Truck That Is Based Here, As Well As, A Box Truck For Used Oil Filters. However; The Box Trucker Goes Directly To Us Foundry With Its' Load Before Returning Here Each Day. The Oily Water Held Onsite Is Transferred To The Empty Tankers For Delivery To Another Safety Kleen Facility In Florida For Treatment. There Is Only One Full Time Onsite Employee At The Facility, Who Is The Designated Terminal Manager. He Is Responsible For All Paperwork Involved In The Transfers, As Well As, All Physical Operations Performed At The Site. Inside The Rather Large Building Is A Small Office And The Rest Of The Building Is One Big Open Space. However; Inside This Space Is A Secondary Containment The Has Three Vertical 10,000 Gallon Tanks For Used Oil And Two Vertical 2500 Gallon Poly Tanks For The Storage Of Oily Water. There Are Also Two Frac Tanks On Site For Any Overflow Storage, If Need Be, As Each Railcar Holds 24,000 Gallons And Csx Only Comes Once A Week. The Only Other Large Storage Container Onsite Is A Rolloff For Solid Waste. | The Facility Appears To Be A Conditionally Exempt Generator Of Hazardous Waste And Was In Compliance At The End Of The Inspection. The Facility Forwarded Pictures To The Department, On The Same Day As The Inspection, Addressing The Areas Of Concern That Were Observed During The Inspection. | Due To Processes Performed Onsite These Wastestreams Are Generated: Branch Debris (Used Oil Rags, Pads, Boom And Ppe) And Used Oil Filters. At The Time Of The Inspection, There Was Only One Actual Violation And That Was That One Of The Two Frac Tanks Onsite, Which Had Used Oil In It, Was Not Properly Labeled. This Was Corrected During The Inspection. The Only Other Issues Noted By The Inspector Were Considered Areas Of Concern As They Reflected A Lack Of Best Management Practices. The Branch Debris Drum Was Mislabeled Was Open, And The Only Used Oil Filter Drum Onsite Was Also Open. Record Review - Three Years Of Records Are Not Maintained Onsite But Were Readily Available If Requested. The Terminal Manager Explained The Tracking System Used At The Facility And The Inspector Reviewed Approximately One And A Half Month'S Worth Of Paperwork. All Such Records Appeared To Be In Order. The Training Records For The Terminal Manager And The Two Drivers Based Here Were Available For Review And Appeared To Be Adequate. | Another One Bites The Dust. | Another One Bites The Dust.

08/30/2018 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; Used Oil Generator - Routine; Used Oil Marketer - Routine; VSQG (<100 kg/month) On August 30, 2018 A Used Oil And Hazardous Waste Compliance Inspection Was Conducted At Safety-Kleen Systems Inc. (Sks) On Pompano Beach Fl. Sks Is An Used Oil Transfer Facility, As Well As A Vsqg Hazardous Waste Generator. Sks Is A Railcar Terminal To Transport Used Oil To Their Florida Branch Facilities And To Their Main Reprocessing Plant In East Chicago Illinois. Sks Was Represented By Lebert Halliman Who Is The Designated Terminal Manager. Mr. Halliman Is Responsible For All Paperwork Involved In The Transfers, As Well As, All Physical Operations Performed At The Site. During This Inspection Dep Was Represented By The Following Inspectors; Norva Blandin, Justin Stark, And Robert Berberena. The Facility Has Been In Operation At This Location As Sks Since December Of 2009. Before That, They Operated As Atlantic Industrial Services, Inc. A Few Years Ago They Merged With Clean Harbors, As The Matrix But They Keep Operating As Safety Kleen Systems. Currently Sks Has Seven (7) Employees At The Facility. Clean Harbors Owns The Property On This Industrial Zone That Encompasses 2.55 Acres And Is Connected To City Water And Sewer. Notification History: Sks'S Last Notification Was On March 1st 2018. Sks Is Currently Registered Under The State Of Florida And Their Registration Expires On June 30th, 2019. Inspection History: The Last Time That A Routine Inspection Was Conducted At Sks Was On October 10th, 2013. A Potential Violation To 279.22 Was Observed, But They Corrected The Potential Violation During The Inspection And Hence They Technically Returned To Compliance The Same Day. No Other Inspection Took Place During The Past Five Calendar Years. The Facility Required To The Inspectors To Use Personal Protective Equipment (Ppe) Including Hard Hat, Ansi Approved Work Shoes, Safety Glasses During The Inspection. | The Inspectors Toured The Facility Accompanied By Mr. Lebert Hailman, The Facility'S Manager. At The Moment Of The Inspection There Were No Hazardous Wastes, Oily Rags, Used Oil Filters, Used Antifreeze, Or Any Universal Wastes Containers In Accumulation. The Inspectors Observed Two (2) Storage Tanks With A Capacity Of 6,000 Gallons Each, Labeled As Oily Water. Near To This Area, There Are Two Tank Trucks That Are Stationed At The Facility, Which Make Runs Two To Three Times A Week To The Branch Facilities To Bring Back Used Oil To The Terminal For Shipment Out On Their Three 10,000 Gallon Rail Cars. Sks Has Two (2) 2,500 Gallon Oily Water Tanks. Also, There Is A 400 Gallon Used Oil/Oily Water Collection Truck That Is Based At This Pompano Beach, Fl, As Well As, A Box Truck For Used Oil Filters. Inside The Rather Large Building Is A Small Office And The Rest Of The Building Is One Big Open Space. It Should Be Noted, That Within This Area There Is A Secondary Containment That Has Two Vertical 2,500 Gallon Tanks For Oily Water. Secondary Containment Was Observed Clean And Out Of Debris. Preparedness And Prevention Sks Has Fire Extinguishers, And Eye Wash Stations Throughout The Facility Within A Reasonable Distance Of Any Area Where Exposure Is Likely. Spill Kits And Absorbents Were Also Observed. The Fire Extinguishers And The Sprinkler System Are Serviced On An Annual Basis. Updated Tags Were Observed. Record Review: Employee Training Sks Representatives Provided Certifications Of The Different Training Courses Such As Dot And Hazwoper. The Certificates Showed That The Last Training Took Place On August 20, 2018. Other Training Records Demonstrated That Sks Has Been Providing Training To Their Technical Personnel For The Past Three Years. Spcc/Contingency Plan Sks Provided A Spcc For Used Oil Management. The Last Revision Was On 11/10/2017 It Has Provisions For Diverse Contingencies And Mr. Haillman Showed Proof Of Notification To The Local Authorities. The Cp Had Provisions For Fire And Explosions And Is Adapted To Their Actual Building. The Inspectors Observed That Sks Has A Secondary Containm

02/21/2024 Site Inspection Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility On February 21, 2024, Kaitlyn Taylor With The Florida Department Of Environmental Protection (Dep) Conducted A Routine Compliance Evaluation Inspection (Cei) Safety-Kleen Systems Inc (Hereinafter Sks Or Facility), Located At 1400 Nw 13th Ave, Pompano Beach 33069. Sks Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste And State Used Oil Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260- 268, And 279, Adopted And Incorporated By Reference In Rule 62-730 And 62-710 Florida Administrative Code (F.A.C.). The Inspectors Were Escorted Around The Facility By Lebert Halliman, Terminal Operator. Upon Arrival At The Facility The Inspectors Presented Their Credentials And Explained The Purpose Of The Inspection. Sks Occupies 16,336 Square Feet And Is Connected To Public Water And Sewer. The Facility Has Been Operating At Its Current Location Since 2009. The Facility Employs 10 Staff And Operates 8am – 5pm, Monday – Friday. Notification History: Sks Initially Notified With The Department As A Used Oil Transporter On 06/04/1992 And Was Assigned The Epaid No. Fld984247882. The Facility Most Recently Notified As A Used Oil Transporter And Transfer Facility On 03/07/2024. Inspection History: The Facility Was Most Recently Inspected On 08/30/2018 As A Vsqg And A Used Oil Transporter, Generator, Transfer Facility, And Marketer And Was Found To Be In Compliance. Personal Protective Equipment (Ppe) Was Required To Enter The Facility. The Department Inspectors Were Equipped With Steel-Toed Boots, Hard Hat, And Safety Glasses. | Sks Services Other Nearby Safety-Kleen Branches Two To Three Times A Week. The Facility Picks Up Used Oil From The Other Branches And Transports It To The Facility Using Two (7,000-Gallon) Tanker Trucks. The Used Oil Is Stored On-Site And Then Transported To The Designated Facility By Railcar Weekly. The Facility Has Three (2,000-Gallon) Railcars. The Facility Consists Of Office Space And An Open Storage Area Where All Used Oil Is Stored. Inspectors Observed The Following In The Storage Area: - Three (10,000-Gallon) Tanks Labeled “Used Oil Only” In Secondary Containment. - Two Oily Water Tanks That Are No Longer In Use. - Two (20,000-Gallon) Frac Tanks Labeled “Used Oil Only” For Backup Storage As Needed. - Seven (55-Gallon) Drums Labeled “Used Oil Rags, Pads, And Booms Only” Generated By The Facility. No Deficiencies Were Observed At The Time Of The Inspection. Record Review: • Acceptance And Delivery Records – Used Oil Is Accepted From Safety-Kleen Systems Boynton Beach (Fld984167791), Safety-Kleen Systems Pompano Beach (Fld984247882), And Safety-Kleen Systems Medley (Fld984171694). Used Oil And Oily Rags Are Delivered To Safety-Kleen Systems Ocala (Flr000060301), Safety-Kleen Systems East Chicago (Ind077042034), And Synergy Recycling Llc Woodbine (Gar000048009) [62-710.510, Fac]. • Halogen Screening Is Conducted Prior To Acceptance Of Used Oil. The Facility Conducts Laboratory Tests On Every Shipment Prior To Delivery Of Used Oil. Records Were Reviewed On-Site [62-710.901(2-3)]. • The Facilities Spill Prevention, Control, And Countermeasure Plan (Spcc) Was Available For Review On-Site. • The Facility Could Demonstrate Liability Insurance With Starr Indemnity & Liability Company For $5,000,000, Policy Number 1000679502231, Expiring 11/01/2024. [62-710.600(2)(E), Fac] • The Facility Provided Training To Employees That Handle Used Oil Which Is Renewed Annually [62-710.600(2)(C), Fac]. • The Facility Submitted An Annual Report For Used Oil Activities For The Year 2023 [62-710.510(5), Fac]. | Safety-Kleen Systems Inc. Was Inspected As A Used Oil Transporter And Transfer Facility And Was Found To Be In Compliance.
