Routine; Non-Handler - Routine; Hazardous Waste Transporter - Routine; Hazardous Waste Transfer Facility - Routine; Used Oil Transfer Facility - Routine; Used Oil Generator Jacksonville Transflo Terminal (Transflo) Was Inspected On April 30, 2010, As An Unannounced Hazardous Waste Compliance Evaluation Inspection. The Facility Was Previously Inspected On February 20, 2003, When It Was Operating As A Hazardous Waste Transporter/Transfer Facility And A Used Oil Transporter. The Facility Is Currently Operating As A Used Oil Transfer Facility, And Is Currently Registered With The Dep As A Hazardous Waste Transporter/Transfer Facility And Used Oil Transporter. Transflo Was Notifying As A Hazardous Waste Transporter/Transfer Facility In The Past Because Safety-Kleen Puerto Rico Shipped Hazardous Waste From Its Facility To The Transflo Yard For Loading Onto A Rail Car. This Process Ceased About A Year And Half Before The Inspection, And Transflo Does Not Receive Hazardous Waste From Any Other Sources. However, Transflo Continues To Maintain Its Hazardous Waste Transporter And Transfer Facility Status. Compliance With Hazardous Waste Transporter/Transfer Facility Requirements Were Not Inspected During This Visit.
Transflo Is A Rail-To-Truck Or Truck-To-Rail Switchpoint For Various Materials, Including Hydrogen Peroxide, Dry Commodities, Ethanol, And New Oil. The Facility Has Been In Operation, Under Various Names, For 24 Years. Csx Transportation Owns The Property At 116 Druid Street, While Transflo Manages Access To, And Maintains Control Of, The Facility. Day-To-Day Operations Are Contracted To Kinder Morgan Material Services, Who Supplies The Workforce For Such Operations. At Present, Kinder Morgan Employs Eleven People At This Facility.
Transflo Is A Subsidiary Of Csx Transportation; However, The Two Entities Operate Independently Of One Another. Csx Transportation Owns And Operates The Locomotives That Pull The Used Oil And New Materials Picked Up At The Transflo Terminal. Rail Cars And Tanker Cars Are Independently Owned Or Leased By The Shipping Company.
Mr. Matt Maschman, Terminal Manager, Was Present Throughout The Inspection. The Facilty Consists Of The Rail Yard, Shop Area, And Offices, Spread On A 9-Acre Lot.

The Facility Has Five Loading Tracks, With Tracks 1 - 3 Designated For Liquids. Used Oil Is Always Loaded From The Northernmost Track, Track 1. According To Mr. Maschman, Used Oil Is Currently Only Coming On-Site From One Source, Heritage Crystal Clean (Hcc). Used Oil Tanker Cars Have A Capacity Of Approximately 28,000 Gallons, And They Are Loaded With Used Oil Over Numerous Trips. Hcc Transports In Around 2,000 Gallons Of Used Oil Each Trip By Truck, And, According To Mr. Maschman, Hcc Off-Loads The Oil Into The Tanker Car Two To Three Times A Week. Mr. Maschman Stated That All Used Oil Tanker Cars Are Shipped Off-Site Within 35 Days From The Date Of The Pumping Of The First Load Into The Tank Car, Regardless Of Whether The Tank Car Is Full.
At The Time Of The Inspection, There Was One Used Oil Tanker Car On-Site. This Car Was Not Labeled With The Words "Used Oil" [40 Cfr 279.45(G)]. Secondary Containment Drip Pans Are Provided Beneath The Tanker. According To Mr. Maschman, When It Rains And The Pans Fill With Water, The Facility Will Attempt To Remove Any Oily Substances Or Sheens From The Surface Of The Water With Absorbents, Prior To Discharging The Rain Water To The Ballast Rock Bed Beneath.

Minor Maintenance On Facility Equipment, Including Tractors And Conveyors, Is Performed In This Area. At The Time Of The Inspection, The Facility Had Two 55-Gallon Drums Of Used Oil And One 55-Gallon Drum Of Used Oil Filters Accumulating Inside The Shop. These Drums Were Properly Labeled And Were Placed On A Secondary Containment Spill Pallet. There Was A Small Amount Of Used Oil Inside The Spill Pallet, Which Had Not Been Cleaned Up. This Is An Area Of Concern.
No Hazardous Waste Is Generated In This Area. All Shop Rags Are Laundered Through Cintas.
