Routine; CESQG (<100 kg/month) - Routine; Used Oil Transfer Facility - Routine; Used Oil Generator - Routine; VSQG (<100 kg/month) On March 18, 2014, A Representative Of The Florida Department Of Environmental Protection (Dep) Conducted A Hazardous Waste And Used Oil Compliance Evaluation Inspection At Arrow Material Services (Ams). Ams Is A Registered With The Dep As A Used Oil Transfer Facility And Small Quantity Generator. Ams Is Not A Used Oil Transporter.
During The Inspection, Ams Was Represented By Mr. Gary Smith, Terminal Manager And The Dep Was Represented By Mr. Roger Carman, Environmental Specialist. | The Transflow Ft. Lauderdale Terminal Is Operated By Ams And Consists Of Multiple Railroad Sidings Allowing Various Materials To Be Loaded And Unloaded. Csx Is The Transporter And Picks Up And Delivers Railcars.
The Inspector Toured The Facility With Mr. Smith And Observed The Following Waste Management Practices And/Or Waste Management Units:
Two, 55-Gallon Drums Of Used Oil (Uo), Labeled Properly.
One, 55-Gallon Drum Of Uo Filters, Labeled Properly.
One, 55-Gallon Drum Of Uo Floor Dry.
One, 55-Gallon Drum Of Oily Absorbent Pads.
One, 55-Gallon Drum Of With About 6" Of Waste Ethanol.
One, 16-Gallon Safty-Kleen Parts Washer That Is Serviced Quarterly.
These Containers Are Maintained Under A Covered Area.
Heritage And Fcc Both Have Railcars For The Collection Of Used Oil. Railcars Are Provided With Steel Secondary Containment/Collection Pans Under The Cars. Safety-Kleen No Longer Has A Used Oil Railcar At This Terminal.
Biotest Pharmaceuticals Also Has A Railcar Accumulating Its Waste Industrial Ethanol.
Records Showed That Safety-Kleen Picks Up 7 Gallons Of Spent Solvent (D039) Quarterly. Safety-Kleen Also Picks Up Uo, Uo Filters And Oily Pads.
| Based On The Inspection, It Appeared The Ams Was In Compliance With The Hazardous Waste And Used Oil Rules And Statutes. Ams Appeared To Be Operating As A Conditionally Exempt Small Quantity Generator (Cesqg).
An Exit Interview Was Conducted With Mr. Smith At The Conclusion Of The Inspection. No Potential Violations Or Areas Of Concern Were Identified.
The Dep Recommends That Ams Review Its Monthly Hazardous Waste Generation Rate And Re-Notify The Dep As Appropriate.

Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; Used Oil Generator - Routine; VSQG (<100 kg/month) On March 14, 2018 (03/14/2018), One (1) Representative Of The Florida Department Of Environmental Protection (Fdep) Conducted A Routine Compliance Evaluation Inspection (Cei) At Fort Lauderdale Transflo Terminal.
During The Inspection, Fort Lauderdale Transflo Terminal Was Represented By Mr. Gary Smith, The Terminal Manager Of The Facility. The Dep Was Represented By Mr. Daniel Lopez, An Environmental Specialist I.
Fort Lauderdale Transflo Terminal (Fltt) Is Situated On An Approximately 6.6 Acre Property. The Facility Has Been In Operation For At Least Twenty-Seven (27) Years, And Has Eight (8) Employees. The Entire Facility Is Connected To The City Of Fort Lauderdale'S Water And Sewer System.
The Property On Which Fltt Operates Is Owned By The United States Department Of Transportation (Usdot), Whose Representatives Have Leased The Use Of The Rail Depot To Csx. Csx Is The Parent Company Of Transflo, Whose Representatives Have Contracted Arrow Material Services To Conduct/Oversee All Operations Occurring At The Fltt Facility.
The Facility'S Most Recent Hazardous Waste Generator Notification Form (Epa Form 8700-12fl) Was Filed On 03/21/2018, Which Characterized Fltt As A Conditionally Exempt Small Quantity Generator (Cesqg) Of Hazardous Waste. In Addition, The Facility'S Most Recent Used Oil Registration Form Was Filed On 03/01/2018, Which Characterized Fltt As A Used Oil Transporter And A Used Oil Transfer Facility.
Fltt Was Most Recently Inspected By The Department On 03/18/2014. No Violations Were Observed, And The Facility Was Therefore In Compliance.
Ppe (Personal Protective Equipment) Was Required To Enter The Facility. The Inspector Wore Safety Boots, Safety Glasses, And A Hard Hat Throughout The Inspection. | The Fort Lauderdale Transflo Terminal (Fltt) Facility Consists Of One (1) Outdoor Waste Storage Area, One (1) Outdoor Product Storage Area, One (1) Outdoor Tanker Rail Car Loading Area, And One (1) Office Building.
Mr. Gary Smith Accompanied The Inspector Throughout The Inspection Of The Facility.
According To Mr. Gary Smith, Fltt Mainly Operates As A Rail Freight Transport And Temporary Storage Facility. More Specifically, Fltt Personnel Transfer Used Oil Transport To The Facility By Heritage Crystal-Clean (Hcc) Transport Trucks Into Tanker Rail Cars, Which - Once Full - Transport The Used Oil To Various Hcc Used Oil Processing Facilities For Further Processing. However, According To Mr. Smith, Fltt Personnel Do Not Transport Any Used Oil From Used Oil Generators To The Fltt Facility, But Rather Only Coordinate The Off-Site Transport Of The Used Oil Deposited In The Facility'S Various Tanker Rail Cars To Hcc'S Various Used Oil Processing Facilities.
As A Result Of These Used Oil Transport, Transfer, And Temporary Storage Operations, Fltt Generates Hazardous Waste In The Form Of Spent Parts Washer Solvent. In Addition, Fltt Has The Potential To Generate Hazardous Waste In The Form Of Waste Peroxides. Furthermore, Fltt Generates Used Oil, Used Oil Filters, Oily Rags, Oil-Contaminated Spill Cleanup Materials, And Oil-Contaminated Equipment Waste. Lastly, Fltt Generates Universal Waste In The Form Of Spent Lead Acid Batteries And Spent Fluorescent Lamps.

Approximately Twenty-Five (25) Yards From The Facility'S Main Office Building, Fltt Personnel Maintain One (1) Outdoor Waste Storage Area, In Which - According To Mr. Smith - All Hazardous/Oily Waste Destined For Off-Site Transport Is Stored. According To The Observations Of The Inspector, The Entire Outdoor Waste Storage Area Is Protected By An Overhanging Roof.
In The Outdoor Waste Storage Area, The Inspector Observed The Following Six (6) Waste Storage Containers (All Of Which Were Situated On Three [3] Adequately Sized Secondary Containment Pallets):

Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; Used Oil Generator - Routine; VSQG (<100 kg/month) On July 19, 2024 (07/19/2024), Shelby Luong, Environmental Specialist Ii With The Florida Department Of Environmental Protection (Fdep) Conducted A Routine Compliance Evaluation Inspection (Cei) At Ft Lauderdale Transflo Terminal (Hereinafter Referred To As “Transflo” Or “Facility”), Located At 890 Sw 21st Ave, Ft Lauderdale, Fl 33312. The Inspector Was Accompanied By Kaitlyn Taylor From The Fdep. Transflo Was Inspected To Determine The Facility’S Compliance With The State And Federal Hazardous Waste Regulations Described In Title 40, Code Of Federal Regulations (Cfr) Parts 260-268 And 279, Adopted And Incorporated By Reference In Rule 62-730 And 62-710, Florida Administrative Code (F.A.C.).
The Inspectors Were Escorted Around The Facility By Chris Cluthy, Terminal Manager. Upon Arrival At The Facility, The Inspectors Presented Their Credentials And Explained The Purpose Of The Inspection.
Transflo Occupies 8.4 Acres And Is Connected To Public Water And Sewer. Transflo Has Been Operating At Its Current Location Since January 1991 And Employs 11 Staff. The Facility Operates Monday Through Saturday From 6am To 6pm.
Notification History:
Transflo Initially Notified With The Department As A Non-Handler Of Hazardous Waste And A Used Oil Transporter (Uot) On 04/08/1993. The Facility Was Assigned The Epa Identification (Epaid) Number Fld984253542. The Facility Most Recently Notified With The Department As A Very Small Quantity Generator (Vsqg) Of Hazardous Waste On 03/23/2023 And A Uot And A Transfer Facility Of Used Oil On 03/13/2024.
Inspection History:
The Facility Was Most Recently Inspected As A Vsqg Of Hazardous Waste, Uot, Used Oil Generator, And A Used Oil Transfer Facility On 03/14/2018 And Was Found To Be Out Of Compliance. The Facility Returned To Compliance On 10/26/2018.
Personal Protective Equipment (Ppe) Was Required To Enter The Facility. The Inspectors Were Equipped With Steel-Toed Boots, Safety Vests, Hard Hats, And Safety Glasses.
Inspectors Were Informed That The Facility Used To Transport Used Oil, But No Longer Do So And Only Transport Grease And Other Consumer Products.
| Transflo Is A Facility That Delivers Grease And Other Consumer Products Via The Customers’ Railcars And Customers’ Trucks. Once The Railcar Or Truck Arrives, The Products Are Loaded Onto A Truck Or Railcar To Be Delivered To Its Intended Destination. Wastes Generated In The Facility Include Used Oil, Sodium Hydroxide And Ethanol Which Has Become A Waste When A Hose From The Railcar Is Disconnected And Spills.
Office Space:
The Office Space Is Where The Facility Conducts Administrative Tasks. No Hazardous Waste Or Used Oil Was Observed In This Area.
Central Accumulation Area (Caa):
The Caa Is Located In A Storage Area Adjacent To The Parking Lot. Inspectors Observed The Following:
• Three 55-Gallon Containers With A “Used Oil” Label.
• One 55-Gallon Container With A “Used Oil Rags” Label.
• One Parts Washer Serviced By Safety-Kleen Systems.
• Two 33-Gallon Garbage Bags Containing Oily Rags.
• Four Empty 55-Gallon Containers.
• One 55-Gallon Container Of Product.
• Seven 2.5-Gallon Containers Of Product.
Used Oil Is Generated In The Facility When Maintenance On The Customer’S Railcars Is Performed. The Facility Was Unsure Of Whether The Concrete In This Area Was Sealed And Oil-Impermeable [Rule 62-710.401(6) F.A.C.]. Compliance Assistance Was Provided To Have The Concrete Sealed And Oil Impermeable Or Provide Proof That The Concrete Is Oil Impermeable. After The Inspection, The Facility Informed Inspectors That No Documentation Can Be Found To Show That The Concrete Is Sealed And Oil Impermeable And That The Facility Is Now Working Towards Having The Concrete Sealed To Become Oil Impermeable.
Railcar Area:
In This Area Of The Facility, Railcars Are Unloaded And Loaded To Prepare For Delivery. Hazardous Waste Is Generated When The Railcars Unload Sodium Hydroxide Or Ethanol, And It Spills. From There, It Is Determined To Be A Waste |
