(Cbi - Tampa) Was Inspected On August 25, 2008 To Determine The Facility'S Compliance With Its Used Oil Processing Permit And Federal And State Hazardous Waste Transporter And Used Oil Regulations. Dan Stone, Facility Manager, Accompanied The Inspectors Throughout The Inspection. The Facility Is Generating Less Than 100 Kg Of Hazardous Waste A Month. The Facility Has Seven Drivers And Five Facility Personnel. | At The Time Of The Inspection Cbi - Tampa Was Operating In Compliance With Its Permit And Federal And State Hazardous Waste Transporter And Used Oil Regulations. | Cbi Transports And Temporarily Stores Used Oil, Oily Water, Used Oil Filters, Solids Contaminated With Oil And Used Antifreeze. Cbi Has A Tank Farm With Ten Tanks For The Storage Of Used Oil/Oily Water And One Tank For The Storage Of Used Antifreeze. All Tanks Were Labeled. There Is An Office, Small Maintenance Area And Two Storage Buildings On Site. The Storage Buildings On Site Are For The Storage Of Spill Response Equipment And Empty Drums. The Final Destination Facility For All Used Oil, Oily Water, Used Oil Filters, Used Antifreeze And Contaminated Solids Is The Cliff Berry, Miami Facility. Cbi - Tampa Drivers Transport Hazardous Waste Under The Ft Lauderdale Id Number (Flr 000 083 071) To Freehold Cartage, Eq Of Florida Or Clean Harbors Of Florida. The Hazardous Waste Is Not Brought To The Cbi - Tampa Facility. Cbi - Tampa Conducts Routine Preventative Maintenance On Their Vehicles. There Is A Small Parts Washer In The Maintenance Building That Uses A Soap/Water Mixture. The Waste Sludge From The Parts Washer Is Transported Under Cbi - Tampa'S Id Number As A Non-Hazardous Waste To Cbi - Miami. | Corrected Checklists, I Thought We Would Only Check The Boxes If There Was A Problem. This Facility Was Last Inspected By The Department On July 31, 2009. | Cbi Is A Permitted Used Oil Processor As Well As A Used Oil/Used Oil Filter Transporter And Transfer Facility. Operations Have Not Changed Since The Department'S Last Inspection. Cbi Is Permitted To Bulk And Process Non-Hazardous Petroleum Contaminated Debris And Soil In A Mixing Chamber. They Have Not Yet Initiated This Process At The Tampa Facility. Cbi Routinely Transports Industrial Wastewater To The Tampa Facility. The Department Is Concerned About The Management Of The Wastewater. The Facility'S Records Are Unclear As To How The Wastewater Is Managed At The Facility And The Department Is Concerned That Industrial Wastewater, Petroleum Contact Water And Used Oil Are Being Comingled. Cbi Must Provide Documentation To The Department Demonstrating How Each Waste Stream Is Handled At The Facility And Which Tank Each Is Placed. Cbi Is Still Utilizing The Rail Spur Located Adjacent To Mariani Asphalt. Mr. Sandora Stated That The Railcar Is Loaded All At Once In One Day And A Request Is Immediately Sent To Csx For Transport. At That Time, Csx Takes Possession Of The Railcar And A Pickup Is Scheduled. This Facility Was Last Inspected By The Department In August 2011. | Cbi Is A Permitted Used Oil Processor As Well As A Used Oil/Used Oil Filter Transporter And Transfer Facility. Operations Have Not Changed Significantly Since The Department'S Last Inspection. Cbi Is Permitted To Bulk And Process Non-Hazardous Petroleum Contaminated Debris And Soil In A Mixing Chamber. The Mixing Chamber Has Been Cleaned Out, However The Chamber Is Not Sealed Or Lined. The Facility Has Not Yet Initated Solid Waste Processing. The Tampa Facility No Longer Accepts Industrial Wastewater Or Antifreeze And Is Currently Not Utilizing Railcars To Transport Used Oil To Miami. Cbi Is No Longer Analyzing The Used Oil On Site As All The Used Oil Is Transported To Cbi'S Miami Processing Facility. The Tampa Office Is Not Marketing Used Oil And Is Not Picking Up Any Used Oil That Has A Halogen Reading Over 1000 Ppm. Documentation Of Rejected Loads Is Maintained At The Fort Lauderdale Office. Records Indicate That The Drivers Receive Annual Used Oil Refresher Training. The Last Training Session Was Conducted In January 2012. The Contingency Plan Was Current Appeared Adequate. The Facility Maintains Weekly Inspection Logs Of The Facility Which Includes Inspections Of The Safety Equipment And The Tank Systems. The Filter Basket Solids Were Last Analyzed In July 2012 And Were Determined To Be Non-Hazardous. All Wastes, Used Oil, Used Oil Filters And Pcw Are Transported To The Miami Processing Facility For Disposal. Used Oil Acceptance And Delivery Records Were Reviewed During The Inspection. The Only Area Of Concern Was That The Acceptance Records Of Oily Water (Mainly Bilge Water) Do Not Have The Results Of The Halogen Screening Noted. This Facility Was Last Inspected By The Department In August 2012. | Cbi Is A Permitted Used Oil Processor As Well As A Used Oil/Used Oil Filter Transporter And Transfer Facility. Operations Have Not Changed Significantly Since The Department'S Last Inspection. Cbi Is Permitted To Bulk And Process Non-Hazardous Petroleum Contaminated Debris And Soil In A Mixing Chamber. Cbi Was Last Inspected By The Florida Department Of Environmental Protection (“Fdep”) In March 2015. Jon Sandora, Area Manager, Accompanied Fdep Throughout The Inspection. | Cbi Is A Permitted Used Oil Processor, Used Oil/Used Oil Filter Transporter And Transfer Facility, And An Emergency Response And Cleanup Contractor. Although This Facility Is Registered As A Transporter, All Of The Corporate Used Oil Transportation Activities Are Conducted Using The Facility Id Number Assigned To Cliff Berry’S Dania Office (Flr000083071). Used Oil Is Screened At The Generator Using A Refrigerant Leak Detector Sensitive To Volatile Organic And Chlorinated Organic Vapors. If The Leak Detector Indicates A Potential Problem, Oil Can Be Screened Further Using A Dexsil Field Test Kit. Records Reviewed During The Inspection Indicated That Every Used Oil Pickup Being Transported By Cbi Was Being Tested Using Both The Sniffer And Dexsil Kits. Fdep Spoke With Leroy Arce, Cbi Vice President Of Resource Recovery, Who Stated That The Drivers Were Incorrectly Marking Both Boxes On The Shipping Receipts. Leroy Arce Will Inform The Drivers That Only Testing Methods Actually Used Shall Be Reported On The Shipping Documents. Documentation Of Rejected Loads Are Maintained At The Fort Lauderdale Office. All Wastes, Used Oil, Used Oil Filters, And Pcw Are Transported To The Miami Processing Facility For Disposal. In Addition To Cbi Doing The Transports To Miami, Cbi Also Contracts Out Transport Services To Environmental Services And Logistics (Flr00193854) And Everglades Waste Removal (Flr000132506).
