The Facility Most Recently Notified The Department Of Its Waste Activities On February 14, 2012 And Was Issued Epa Id Flr000024158 On December 29, 2003.
Inspection History (Past Ten Years)
The Facility Was Inspected In April 2008 For Compliance With State And Federal Hazardous Waste And Used Oil Regulations And Was Found To Be In Compliance At That Time.
| The Facility Rents Light-Duty And Heavy-Duty Construction Equipment And Vehicles. As Part Of The Rental Agreement, The Facility Will Come To A Job Site And Service Its Equipment And Vehicles. The Wastes Are Transported Back To The Facility For Proper Disposal, As Such, The Facility Is Registered As A Used Oil Transporter And Transfer Facility And A Used Oil Filter Transporter And Transfer Facility. The Facility Is An Authorized Cat Dealer.
The Facility Is Separated Into Three Areas: Pfd-Trucks; He-Heavy Equipment; And Rental-Back-Hoe, Skid Steer, Etc.

Used Oil Is Collected In Rolling Containers And Catch Pans. The Containers And Pans Were Properly Labeled.
Used Oil Filters Are Stored In 55-Gallon Drums. The Drums Were Properly Labeled.
Aerosol Cans Are Punctured In A 55-Gallon Drum. The Empty Aerosol Cans Are Shipped As Scrap Metal.

As Part Of An Industrial Wastewater Complaint The Vehicle Wash Area Was Inspected And No Violations Were Noted During The Inspection. There Is No Discharge From The Wastewater System. When Water Becomes Stagnant A Contractor, Safety-Kleen, Is Hired To Pump Water From The System.
The Facility Had One 500-Gallon Used Oil Tank. The Tank Was Labeled “Used Oil”. It Was In A Sealed Concrete Secondary Containment Area That Also Stored Two Tanks Designated For Fuel.
There Is A 70-Gallon Container That Is Used To Gather The Used Oil From Used Oil Caddies And Then Transfer It To The Used Oil Tank For Storage.
Maintenance Shop:
Used Oil Is Collected In Rolling Containers And Catch Pans. All Of The Containers And Catch Pans Were Labeled “Used Oil”.
Aerosol Cans That Have Excess Liquid Are Punctured On Top Of A 55-Gallon Drum To Collect Excess Liquids. The Cans Are Then Disposed Of.

Routine; CESQG (<100 kg/month) - Routine; VSQG (<100 kg/month) - Routine; Used Oil Transporter On August 23, 2021, Miranda Rothenberger And Kristen Johannessen, Florida Department Of Environmental Protection (Fdep Or Department) Inspected Ring Power Corp (Facility) Located At 401 N Tomoka Farms Rd, Daytona Beach, For Compliance With State And Federal Used Oil And Hazardous Waste Regulations. David Allen, Service Manager, Represented The Facility. Ring Power Currently Employs 55 People On Site Working 7:30 Am – 5:00 Pm Monday – Friday.
Ring Power Most Recently Registered As A Used Oil Transporter For Hire, Transfer Facility, Filter Transporter, And Filter Transfer Facility On April 7, 2021. The Registration Is Valid Through June 30, 2022. The Facility Operates As A Very Small Quantity Generator (Vsqg) Of Hazardous Waste And Maintains Epa Identification Number Flr000024158.
During The Inspection Mr. Allen Stated That The Facility Does Not Conduct Used Oil Transportation Activities So The Facility Was Inspected As A Used Oil Generator And A Very Small Quantity Generator Of Hazardous Waste. During A Telephone Conversations With Rick Vaughn, Environmental Manager, On September 22, 2021 He Stated That The Facility Does Operate As A Used Oil Transporter.
| The Facility Is A Maintenance Shop For Ring Power Equipment. They Service Vehicles On The Shop Floor And Collect Oil In Tanks Both Inside The Shop And Outside In A Containment Area. On The Shop Floor, Area H1, There Was One 55-Gallon Drum Labelled Hazardous Waste Ignitable Aerosols And Dated 07/29/21. There Was Also A 55-Gallon Drum Of Empty Cans Near By Being Managed As Scrap Metal. Inside The Shop There Was A 500-Gallon Tank And A 200-Gallon Tank Labelled Used Antifreeze. There Was One Closed Cart Accumulating Used Oil Filters And Properly Labelled. Four Parts Washers Were Distributed Throughout The Floor And They Are Maintained By Safety-Kleen Approximately Every Six Weeks.
Outside There Was One 2,000-Gallon Tank Of Used Oil As Well As A Tank For New Oil And A Tank For New Diesel, Capacities Not Noted. There Was A Small Building South Of The Main Shop That Has A Single Car Port And A 3,000-Gallon Tank Of Non-Potable Water For Vehicle Washing.

An Annual Report By Used Oil And Used Oil Filter Handlers Was Received By The Department On April 7, 2021. In 2020, 13,150 Gallons Of Used Oil And 26,261 Used Oil Filters Was Managed By Ring Power Corp.
Used Oil Shipment Records Were Maintained On Site. The Tanks Are Emptied By Safety-Kleen Every Two Weeks, Or As Needed.
Used Oil And Used Oil Filter Acceptance Records Were Not Available For Review During The Inspection [62-710.510(4), F.A.C.]. Records Were Provided Via Email From Mr. Vaughn On October 8, 2021 And Do Not Meet The Requirements Of 62-710.510(1). Specifically, The Records Do Not Contain (A) The Name, Business Address, Telephone Number And Epa Identification Number Of The Transporter; (B) The Street Address Of Each Source Of Used Oil; And (F) The Street Address Of Each Destination Or End User, The Epa Identification Number If Applicable.
Training Records Were Not Available At The Time Of The Inspection [62-710.600(2)(C), F.A.C.]. In An Email Dated September 22, 2021, The Department Requested The Last Three Years Of Used Oil Management Training Records. They Were Provided By Mr. Vaugh Via Email On October 15, 2021. Upon Review They Were Found To Be In Compliance.
