Lighting Resources, Located At 1007 Sw 16th Lane, Ocala, Marion County, Florida, Operates A Facility For Recovery Of Mercury From Mercury Containing Lamps And Devices Under Rcra Permit 0309339-Ho-001. The Permit Was Issued July 6, 2012, And Expires July 6, 2017.
Lighting Resources Notified Fdep As A Transporter And Large Quantity Handler Of Universal Waste Lamps And Devices And Received Epa Identification Number Flr000070565 On February 17, 2011. Lighting Resources Began Mercury Lamp Processing Operations At This Location On July 11, 2012.
This Is The Initial Inspection Of Lighting Resources By Fdep. The Facility Operates Monday Through Friday 8:00 Am To 5:00 Pm And Is Connected To City Of Ocala Drinking Water And Sanitary Sewer Services. | Lighting Resources Is A Hazardous Waste Transporter, A Universal Waste Transporter And Handler, And A Recycler Of Mercury Containing Lamps.
Upon Arriving On Site, Inspectors Noted The Signage On The Building And Fence Do Not Match The Language Identified In Permit Condition Part I, Item 24 "Notice - Unauthorized Personnel Are Not Permitted Inside Plant" And "Notice - All Visitors Must Register At Office" [403.727(1)(C), Florida Statutes (Fs)].
Waste Coming Into The Facility Is Unloaded And Placed Inside The Warehouse In The Counting Area Where The Number Of Containers Described On The Shipping Paper Can Be Verified. From There, The Waste Is Moved To The Processing Storage Area.
Wastes That Come In On One Shipping Paper Are Kept Together On A Pallet And Usually Shrink Wrapped. A Copy Of The Shipping Paper Is Kept With The Containers. A Written Log Is Maintained By Personnel Identifying The Shipping Paper Number, The Generator Of The Waste, The Date The Waste Arrived On-Site, And The Date The Waste Was Processed.
Seven Rows Of Wastes Were Found In The Processing Storage Area Along With Two 55-Gallon Drums Containing Metal Halide Lamps That Have Been Consolidated. It Was Recommended The Lighting Resources Labels Be Modified To Meet The Labeling Requirements Of Universal Waste Lamps So That If A Generator Does Not Properly Label A Container, The Lighting Resources Label On Containers Shipped To Customers Will Meet Regulatory Requirements.
Twelve Drums Of Mercury Containing Phosphor Powder And One Drum Containing Floor Sweepings Were Stored Adjacent To The Processing Storage Area. The Drums Were Properly Labeled "Hazardous Waste" And Were Marked With Accumulation Start Dates. Four Drums Of Non-Pcb Ballasts Were Stored Adjacent To The Processing Storage Area.
Along One Wall Were The Following Containers: One Drum Of Nickel Metal Hydride Batteries, Dated 7-7-12; Two Drums Of Nickel Cadmium Batteries, One From A Customer That Is Just Being Stored Prior To Shipment Off-Site And One The Facility Is Filling, Dated 7-7-12; One Drum For Alkaline Batteries, Dated 7-7-12; One Drum For Lithium Batteries, Dated 7-7-12; And One Drum For Lead Acid Batteries, Dated 7-30-12.
In The Processing Area A Balcan Mp8000 Lamp Processing Plant Is Used For Recycling Mercury Containing Lamps. The Plant Operates All Day During Each Business Day. Lamps Are Processed By Type. The Lamps Are Fed Into The Plant On A Conveyor Belt And Pass Through Crushers. Phosphor Powder Is Continuously Pulled Out Of The System By Air Handlers And Glass And Metal End Caps Are Separated And Fall Out Into Separate Containers. One Machine Handles Tubes And A Second, Multi-Purpose Machine Handles Crushed Lamps, Hid Lamps, And Other Miscellaneous Lamps.

The Facility Was Cited For Not Meeting Permit Requirements By Not Maintaining The Log Documenting The 12 Week Rolling Average, Not Having The Proper Signage And Not Documenting Weekly Inspections. The Facility Was Advised To Ensure Employees Had The Proper Training And That Hazardous Waste From Outside Entities Could Not Be Stored On Site For More Than 24 Hours. The Facility Provided The Corrective Actions And No Further Action Was Taken. | Lrl Is A Hazardous Waste Transporter, A Universal Waste Transporter And Handler, And A Processor Of Mercury Containing Lamps. Waste Coming Into The Facility Is Unloaded And Placed Inside The Warehouse In The Counting Area Where The Number Of Containers Described On The Shipping Paper Is Verified With The Number Of Containers Delivered By The Trucking Company. From There, The Waste Is Moved To One Of Ten Rows In The Processing Storage Area. Bulbs Are Processed Usually Within 72 Hours.

The Lamps Are Fed Into The Processor On A Conveyor Belt And Pass Through Crushers. Phosphor Powder Is Continuously Pulled Out Of The System By Air Handlers. Glass And Metal End Caps Are Separated And Fall Out Into Separate Containers. Lamps Are Processed By Type With One Machine Handling Long Tubes And A Second, Multi-Purpose Machine Handles Crushed Lamps, Hid Lamps, Cfls, And Other Miscellaneous Lamps. Plastic Shields Are Removed From Bulbs Prior To Processing In The Warehouse.
Currently, End Caps Are Recycled And Glass Is Sent To The Landfill; However, Lrl Is In The Process Of Arranging For The Glass To Be Used At American Cement In Sumterville, Fl. Phosphor Powder Is Sent To An Lrl Facility In Indiana For Retorting.

Inspectors Started The Inspection In The Warehouse. Upon Entering The Warehouse, Three Employees Were Sorting Boxes Of Light Bulbs And Removing Them From Their Packaging (Figure 1). The Facility Employs 22 People With Operating Hours From 8 Am To 5 Pm, Monday To Friday, For Office Personnel And In Two Shifts From 6 Am To 11 Pm, Monday To Friday, For Processing Personnel. The Facility Is Connected To The Municipal Wastewater Collection And Potable Water Systems.

The Facility Was Inspected In March 2014 By The Department As A Result Of A Complaint And For Compliance With Its Rcra Permit And Federal And State Hazardous Waste Regulations. No Violations Were Cited At That Time.

The Facility Was Out Of Compliance Due To Failure To Properly Notify The State And Federal Governments Prior To Receipt Of Hazardous Waste From A Foreign Source, Failure To Train Facility Personnel Annually, Failure To Maintain Position Descriptions, Mercury Containing Lamps Were Being Broken By Employees In The Storage Area In Uncontrolled Conditions, Failure To Keep Emergency Coordinator Information Up To Date, Failure To Properly Label Universal Waste Lamps And Batteries, Exceeding The Permitted Storage Limit Of Phosphor Powder, And Weekly Inspection Documents Were Found To Have Been Completed For Future Dates.

Lighting Resources Was Represented By Buff Fritz, Branch Manager, And Susan Richard, Chief Compliance Officer. The Compliance Evaluation Inspection Was Conducted In Response To A Fire On November 28, 2019 In The Balcan Room, Where Lamp Processing Equipment Is Located.
Lighting Resources Employs 23 People With Operating Hours From 8 Am To 5 Pm, Monday To Friday, For Office Personnel And In Two Shifts From 6 Am To 11 Pm, Monday To Friday, For Processing Personnel. Lighting Resources Has Three Drivers And Operates One Semi And Two Straight Trucks. The Trucks Are Leased From Penske And Penske Provides Maintenance Services. Lighting Resources Is Connected To The Municipal Wastewater Collection And Potable Water Systems. | The Fire Began At Approximately 8:30 Am On November 28, 2019 And Involved Approximately 5-10 Pallets Of Spent Lamps In Fiber Drums. The Fire Started Near The Center Of The North Wall In The Lamp Processing Room, Referred To As The Balcan Room, After The Name Of The Processing Equipment. All Containers On The North Side Of The Room Were Destroyed. The Processing Equipment Wiring And Components Were Severely Damaged By The Fire. Walls And Portions Of The Roof On The North Side Of The Room Were Damaged And Will Require Repair. Drums Along The West And South Walls Were Not Severely Damaged.
It Was Requested Lighting Resources Ensure All Materials Removed From The Room Are Properly Sampled And Characterized Prior To Disposal. On January 29, 2020, The Results Of Debris Sampling Was Provided To The Department. The Results Indicate Wipes From The Balcan Machine, Wipes Of The Floor, Fire Debris, And Bulb Ends Do Not Exhibit A Hazardous Waste Characteristic Of Toxicity For Heavy Metals Identified In 40 Cfr 261.24. Waste Results For Insulation From The Room Were Inconsistent. Total Waste Results For Heavy Metals In The Insulation Debris Found Cadmium Present At 2.8 Mg/Kg. The Tclp Results For The Waste Found 1.0 Mg/L, Indicating It Exhibits A Hazardous Waste Characteristic Of Toxicity For Cadmium. The Facility Was Asked To Resample The Insulation Debris Ensuring A Representative Sample Is Obtained.
Currently, Lighting Resources Is Operating As A Large Quantity Universal Waste Handler. Universal Waste Is Passing Through The Facility Without Processing. This Activity Will Continue Until The Processing Equipment Can Be Repaired Or Replaced.
