Routine; CESQG (<100 kg/month) - Routine; VSQG (<100 kg/month) - Routine; Used Oil-Other Atlas Transoil, Inc. (Ati) Also Known As Kleensoil Was Inspected By The Department Of Environmental Protection On February 18, 2010 To Determine The Facility'S Compliance With State And Federal Hazardous Waste Regulations. Trevor Cook Accompanied The Inspectors Throughout The Facility. Ati Is A Conditionally Exempt Small Quantity Generator Of Hazardous Waste And A Used Oil Generator. | Ati Is A Stationary Soil Thernal Treatment Facility. Ati Process Mostly Trph And Petroleum Contaminated Soils, However They Are Also Permitted For Non Hazardous Coal Tar And Creosote Contaminated Soils. Ati Has Analyticals For All Contaminated Soils That Come In. Soils That Are Contaminated As The Result Of A Road Side Spill Are Isolated Pending Analysis.
At The Time Of The Inspection Operations Had Been Offline And All Employees Had Been Temporarily Laid Off. Ati Is Still Collecting Contaminated Soil And Plans On Calling The Workers Back When There Is A Sufficient Amount Of Soil To Process.
Contaminated Soils Are Brought Into The Unprocessed Soil Storage Building Where They Are Blended And Any Large Rocks And Debris Are Removed. Contaminated Soil Are Then Treated In The 450 Foot Kiln, At 1500 Degrees Fahrenheit. Soil Is Tested After Treatment To Ensure That It Falls Within Regulatory Limits And Is Then Sold As Clean Fill.
At The Time Of The Inspection There Were Four 1 Gallon Buckets That Had Fuel Oil In Them. These Containers Are Used To Collect Leaks From The Equipment And Were Not Labled Or Closed. The Collection Buckets Were Labeled With The Words "Used Oil" Shortly Following The Inspection. Following The Inspection These Buckets Were Emptied Into The Used Oil Drums For Disposal With Cliff Berry. The Used Oil Drums Are Stored Inside The Building Within Secondary Containment And Are Labeled With The Words "Used Oil". | Ati Was Found To Be In Violation Of Rules And Rgulations Governing Generators Of Used Oil. Ati Corrected The Violation Shortly Following The Inspection And The Facility Returned To Compliance. | Here You Go :)
