10/23/2014 Site Inspection Routine; SQG (100-1000 kg/month) - Routine; Used Oil Transporter Flagler Construction Equipment (Flagler) Was Inspected On October 23, 2014, To Determine The Facility'S Compliance With State And Federal Hazardous Waste Regulations. This Facility Notified The Department As A Small Quantity Generator Of Hazardous Waste In 2003. This Was The Department'S Hazardous Waste Program'S First Inspection Of This Facility. Flagler Is Currently Generating Hazardous Waste At The Conditionally Exempt Small Quantity Generator Rate (Less Than 220 Pounds Per Calendar Month). | Flagler Sells, Leases, And Services Heavy Construction Equipment. The Facility Generates Wastes From Repairs And Preventative Maintenance On The Equipment. The Facility Consists Of Office Space And An Eight Bay Service Center. The Service Center Generates Used Oil, Used Oil Filters, Spent Lead Acid Batteries, Shop Rags And Used Antifreeze. The Facility Also Uses Two Purewash Parts Washers, Which Use A High Flash (142f) Petroleum Distillate. No Chlorinated Or Listed Solvents Were Observed. Used Oil Is Collected In Labeled Dollies Prior To Being Pumped Into A 750 Gallon Double-Walled Tank. Used Oil Filters Are Stored In Labeled 55-Gallon Drums Located Within The Facility'S Wash Rack. Used Oil, Used Oil Filters, And Used Antifreeze Are Recycled By Fcc Environmental. Spent Lead Acid Batteries Are Returned To The Vendor For Core Credit. The Facility Also Has A Wash Rack To Clean The Equipment. The System Is A Recirculating System That Reuses The Wash Water. The Wash Rack Is Permitted Through Hillsborough County Environmental Protection Commission. Solids Are Routinely Pumped Out And Managed By Fcc Environmental. The Facility Recently Underwent A Renovation. During The Renovation, All Of The Old Lighting Was Replaced By An Electrician, Who Took All The Old Mercury Containing Lamps. Since The Renovation, The Facility Has Not Generated Any Lamps. Proper Management Of Mercury Containing Lamps Was Discussed During The Inspection. Flagler Conducts Preventative Maintenance (Pm) And Service On Equipment Off Site. The Facility Has One Pm Truck That Is Equipped With A 100 Gallon Used Oil Tank. At The Time Of The Inspection, The Facility Was Not Registered With The Department As A Used Oil Transporter. | At The Time Of The Inspection, Linder Industrial Machinery Company Was Not Operating In Compliance With State Regulations Governing Used Oil Handlers. 02/28/2019 Site Inspection Routine; Non-Handler - Routine; Used Oil-Other - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility Flagler Construction Equipment (Flagler) Was Inspected On February 28, 2019 To Determine The Facility'S Compliance With State And Federal Hazardous Waste Regulations. Flagler Is Currently Registered With The Department For The Following Activities: Used Oil Transporter, Used Oil Transfer Facility, Used Oil Filter Transporter, Used Oil Filter Transfer Facility, And A Non-Handler Of Hazardous Waste . Mr. Steve Alexander - Regional Manager For Flagler, Accompanied The Department On The Inspection. Additional Assistance Was Provided By Ms. Lisa Albury Via Email, Although Not Present At The Time Of The Inspection. The Tampa Facility Employs Approximately 38 Employees, Who Primarily Work A Monday Through Friday, 8:00 A.M. To 5:00 P.M. Shift. Employees Are Also Available On 24-Hour Standby If Necessary. The Facility Is Connected To Public Utilities And Does Not Have A Well Or Septic Tank. The Last Inspection Took Place On October 23, 2014. | Flagler Sells, Leases, And Services Heavy Construction Equipment. The Facility Generates Wastes From Repairs And Preventative Maintenance On The Equipment. The Facility Consists Of Office Space And An Eight Bay Service Center. The Service Center Generates Used Oil, Used Oil Filters, Spent Lead Acid Batteries, Shop Rags And Used Antifreeze. Solids Are Routinely Pumped Out And Managed By Safety-Kleen. Soils Knocked Off The Equipment Are Also Containerized Into 55-Gallon Drums And Disposed Of Via Safety-Kleen. Prior To The Last Inspection In 2014, The Facility Renovated The Lighting Fixtures Throughout The Building. Since The Renovation, The Facility No Longer Has Mercury Generating Lamps. Since The Building Is Leased To Flagler, All Lighting Maintenance Is Conducted By The Landlord. Fluorescent Bulbs Are Not Kept On The Premises. Flagler Conducts Preventative Maintenance (Pm) And Service On Equipment Off Site. The Facility Has One Pm Truck That Is Equipped With A 100 Gallon Used Oil Tank. The Facility Is Registered With The Department As A Used Oil Transporter. The Facility'S Certificate Of Liability Insurance Expires On 5-1-2019 And Their Used Oil Registration Expires On 6-30-2019. The Facility Uses Three Dumpsters, Which Are Managed By Progressive To Handle The Various Waste Streams. One Dumpster Is For Solid Waste/Trash, The Second Dumpster Is Used For Recycling Metal, And The Third Dumpster Is Used To Recycle Wood. Since The Last Inspection, The Facility Has Decided To Use One Vendor To Manage All Waste Generated By Their Activities. Safety-Kleen Is Now The Sole Vendor That Flagler Uses To Manage Their Waste. Flagler Addresses Employee Training Via Use Of The Hazard Communication System (Hazcom) To Comply With The Requirements Of Osha Hcs 2012. Through The Hazcom System, Employees Receive Their Annual Training. A Copy Of The Hazcom Plan Was Provided During The Inspection, Which Included The Employees Signatures. | At The Time Of Inspection, Flagler Construction Equipment Was Operating In Compliance With State And Federal Regulations Governing Used Oil Handlers. 01/09/2024 Site Inspection Routine; CESQG (<100 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; VSQG (<100 kg/month) Alta Construction Equipment (Alta) Was Inspected By The Department Of Environmental Protection (Department) On January 10, 2024, To Determine The Facility'S Compliance With State And Federal Hazardous Waste Regulations Governing Very Small Quantity Generators (Vsqgs) And Used Oil Transporter, Generator, And Transfer Facilities (Uot). Alta Only Preforms Mobile Collection And Transport Of Used Oil And Other Non Hazardous Fluids From On-Site Industrial Vehicle Maintenance, No Hazardous Wastes Are Accepted. Samples Are Sent To Volvo For Hazardous Waste Determinations If Needed. The Facility Last Re-Notified On October 26, 2020, For A Name Change From Flagler Construction Equipment (Flagler) To Alta. All Processes And Types Of Wastes Generated Remained The Same. This Change Was A Result Of A Name Change By The Same Company, No Sales Of The Facility Have Occurred. Alta Was Last Inspected By The Department On February 28, 2019 And Last Inspected By The County Sqg Program On March 16, 2005 As Flagler. Department Personnel Were Assisted By Steve Couto, Service Manager, For The Duration Of The Inspection. The Facility Employs Approximately 90 Employees, Who Primarily Work A Monday Through Friday, 7:00 A.M. To 4:30 P.M. The Facility Is Connected To City Of Tampa For Water And Sewer Services. It Is Comprised Of Two Garages. The First Garage Is Located To The East, And Contains Office Spaces And Seven Bays. The Second Garage Is Newer And Located To The West. It Is Comprised Of An Additional Eight Bays For Vehicle Maintenance And A Wash Room. The West Garage Is Approximately 15,000 Square Feet And The East Garage Is Approximately 12,500 Square Feet. | Alta Sells, Leases, And Services Heavy Construction Equipment. The Facility Generates Wastes From Repairs And Preventative Maintenance On The Equipment. In Addition, The Facility Provides Mobile Services And Has Two Trucks With A 100-Gallon Tank Each For Off-Site Servicing Of Costumer'S Construction Equipment. Used Lead Acid Batteries Are Not Generated During Their Services And Are Handled By A Different Facility If Needed. Spill Kits Are Available In Both Garages. The West Garage Utilizes Led Lights, But The East Garage Uses Fluorescent Lighting. When Bulbs Are Spent, A Third Party Vendor, Allied Power Solutions, Changes The Bulb And Takes The Spent Bulbs Off-Site. Step Cans Are Located In Each Bay At Both Garages For The Disposal Of Non-Solvent Contaminated Oily Rags. The Rags Are Laundered And Returned By Cintas Approximately Once A Week. Waste Tires Generated Are Disposed Of In The Municipal Waste Stream And Resold Or Reused When Possible. East Garage When Used Oil Is Drained From The Vehicles During Maintenance, They Are Drained Into One Of Four Floor Drain Pans. All Pans Were Labeled With The Words "Used Oil" At The Time Of Inspection. From There, The Drain Pans Are Then Emptied Into A 500 Gallon Double Walled Storage Tank Located Under Cover At The Back Of The Garage. In Addition To The Tank For Used Oil, There Are 500-Gallon Double Walled Tanks In This Location For The Storage Of Used Wet Brake Fluid, Used Transmission Fluid, And Used Engine Oil. There Is One Parts Washer Located In The Middle Of The Garage Between Bays. It Is Kept Closed When Not In Use And Is Serviced By Safety Kleen As Needed. There Are Three Lidded Dumpsters Located At The Back Of The Garage, On An Impervious Surface And Covered, For The Collection Of Used Oil Filters. Two Of These Containers Were Labeled With The Words "Used Oil Filters" But One Was Not At The Time Of Inspection. Proof Of Corrective Action Was Received By The Department On January 17, 2024. West Garage When Used Oil Is Drained From The Equipment In One Of The Maintenance Bays, It Is Collected Into A Floor Drain Pan. As This Location Is Still New, It Is Not As Heavily Used, And Only One Drain Pan Was In This Location. The Floor Drain Pan In This Garage Was Not Labeled With The Words "Used Oil" At The Time Of Inspection. Additionally, The
