Routine; Hazardous Waste Transfer Facility Transflo, Tampa Terminal Was Inspected On October 20, 2008 To Evaluate The Facility'S Compliance With State And Federal Hazardous Waste Regulations. Mr. Jonathan Tines, Terminal Supervisor With Kinder Morgan, Accompanied The Inspector Throughout The Inspection. Kinder Morgan Is The Operator At This Site. The Facility Is A Hazardous Waste And Used Oil Transfer Facility And Was Last Inspected In June 2007. | The Facility Has Not Changed Significantly Since The Last Inspection Except That The Parts Washer Has Been Removed. The Site Is No Longer Generating Any Hazardous Waste. Transflo Was Late In Registering The Site As A Hazardous Waste Transfer Facility And A Used Oil Transfer Facility. Subsequent To The Inspection, The Facility Submitted The Appropriate Paperwork To The Department. Please Note That Transflo Must Timely Submit All The Appropriate Annual Hazardous Waste And Used Oil Notifications And Registrations To Avoid Enforcement And Penalties In The Future. | At The Time Of The Inspection, Transflo Was Not Found To Be Operating In Compliance As The Facility Was Late In Notifying As A Hazardous Waste And Used Oil Transfer Facility. Routine; Transfer Facility - Routine; Used Oil Transporter Transflo, Tampa Terminal, Was Inspected On May 17, 2011, To Determine The Facility'S Compliance With State And Federal Hazardous Waste Regulations. Mr. Fiorillo, Terminal Manager With Kinder Morgan, Assisted The Inspector Throughout The Inspector. Kinder Morgan Is The Operator At This Site. The Facility Is A Registered Hazardous Waste And Used Oil Transfer Facility And Was Last Inspected In October 2008. | Operations At Transflo Have Not Changed Significantly Since The Last Inspection. Transflo Accepts Used Oil From Safety Kleen And Heritage Crystal Clean Only. Hazardous Waste Is Only Accepted From Clean Harbors. Both Wastes Are Loaded Onto Rail Cars And Transported To Their Final Destination Facilities Via Csx. At The Time Of The Inspection, The Facility Had Seven Used Oil Rail Cars On-Site And No Hazardous Waste Rail Cars. Only Two Of The Rail Cars Contained Used Oil. Transflo Generates Used Oil, Used Oil Filters And Waste Ethanol. Waste Ethanol Is Generated From Draining The Lines And Replacing The Filter On The Pump Carts. The Facility Generates One 55-Gallon Drum Of Waste Ethanol Every Two To Three Months. Used Oil Is Generated From Routine Maintenance On Equipment. Both Wastes Are Picked Up And Disposed By Safety Kleen.
A Review Of The Facility'S Paperwork Was Conducted During The Inspection. No Descrepancies Were Noted On The 10-Day Hazardous Waste Transfer Log, The 35 Day Used Oil Transfer Log, Used Oil Acceptance/Delivery Records, Inspection Plan (Health, Environmental, Safety And Quality Manual), Facility Inspection Logs Or The Hazardous Waste Manifests. The Facility Had Only Filled 16 Hazardous Waste Rail Cars Since January 2010. Copies Of Transflo'S Closure Plan And Financial Assurance Were Observed During The Inspection. | At The Time Of The Inspection, Transflo Was Not Operating In Compliance With State And Federal Hazardous Waste Regulations Governing Hazardous Waste And Used Oil Transfer Facilities. Routine; Transporter Tampa Transflo Terminal Is A Rail To Truck And Truck To Rail Transfer Facility For Bulk Commodities, Including Used Oil And Hazardous Waste Fuel. This Inspection Was Conducted In Conjunction With A Npdes Storm Water Inspection, And A Copy Of That Report Is Filed Under The Npdes Facility Id, Flr05f806. The Terminal Consists Of 10 Rail Sidings With A Total Capacity Of 109 Cars. On March 11, 2013, Operation Of The Facility Was Transferred From Kinder Morgan To Arrow Material Services, And The New Terminal Manager, Kevin Roberts Provided Information During This Inspection. The Facility Has About 14 Employees, And Operates Five Days Per Week, Or On Saturdays If The Customer Arranges For It. Csx Provides Rail Service To The Terminal. The Facility Has Been In Operation Since Before The Legislature Adopted Restrictions On Siting Hazardous Waste Transfer Facilities, And Is Not Subject To That Restriction. | The Facilitiy Handles Both Liquid And Solid Materials, Including Hazardous Waste Fuel, Used Oil, Sulfuric Acid, Fluosilicic Acid, Lp Gas, Hydrogen Peroxide, Toluene, Cement, Quicklime, Alumina, Fly Ash, Herbicide Formulations Containing Round-Up, Magnesium Hydroxide, Limestone, Perlite, Plastic Pellets Used In Injection Molding And Other Bulk Commodities. The Facility Only Handles Liquid Hazardous Waste At This Time. In Addition To The Sidings, The Property Holds An Office Building, A Small Maintenance Shed And Truck Scales Located On The East Side Of The Facility. Collected Storm Water Is Discharged From Two Outfalls, 001 On The East Side And 002 On The South Side Of The Facility. Water And Sewer Service Is Provided By The City Of Tampa.
Used Oil Is Transported To The Facility By Safety-Kleen. At The Time Of This Inspection, Three Rail Cars Had Been Delivered For Loading. Track Pans Were Placed Under Each Car. Transfer Of Liquids Is Through Equipment That Is Bolted To The Tanker. Used Oil Is Not Held On Site For More Than 35 Days. According To Mr. Roberts, Heritage Crystal Clean Also Transferred Used Oil Into Rail Cars At This Location In The Past, However That Activity Ceased When Heritage Acquired Fcc Environmental Services In Plant City. At This Time, Safety Kleen Is Transferring The Oil To The Company'S East Chicago Facility, Ind077042034 For Processing. The Shipping Documents For The Material Describe It As "Non Dot Regulated Material." Information Will Be Requested From Safety Kleen Regarding How The Combustibility Of The Oil Is Determined, As The Company Is Not A Used Oil Processor And Accepts Oil That Has Been Mixed With Flammable Liquids Such As Gasoline At Times.
Hazardous Waste Fuel (Commodity Fibk) Is Transported To The Facility By Clean Harbors. Typically Four Tanker Loads Will Fill A Car, And Only One Car Is Loaded At A Time. The Loading Is Generally Accomplished Within A Week, And Waste Never Remains On Site For Ten Days. A Track Pan Provides Containment. Manifests For The Received Waste Were Signed By Transflo Staff. The Current Destination Facility Receiving The Fuel Is Ash Grove Cement Company In Chanute, Ks, Facility Id Ksd031203318.
Manifests From Clean Harbors Were On File, Indicating The Csx\Transflo Was The Second Transporter. This Line Used The Transflo Facility Identification Number, And Csx'S Transporter Identification Number Was Not Included On The Manifests. Instead, The Manifests Indicated A Direct Transfer To The Burlington Northern Santa Fe Rail Line (Bnsf), Mnd048341788. Csx And Transflo Are Separate Corporations, And Should Not Have Been Designated As One Entity On The Manifests. If Transflo Is Accepting Custody Of The Waste On Behalf Of Csx, Then Csx Should Have Been The Designated Second Transporter. If Csx Does Not Accept Custody Of The Waste Until It Leaves The Transflo Property, Csx Must Be Listed As The Third Transporter. Transflo May Still Be Authorized To Sign The Manifest On Behalf Of Csx. Routine; Transfer Facility The Tampa Transflo Terminal Is A Rail To Truck And Truck To Rail Transfer Facility For Bulk Commodities, Including Used Oil And Hazardous Waste. Intermodal Operations Have Not Changed Since The Facility Was Last Inspected By The Department July 7, 2015, However The Facility Has Replaced And Expanded Its Office Operations And Constructed A New Replacement Maintenance Building. The Facility Now Has About 19 Full Time Employees. As Part Of The Facility Upgrade, Led Lighting Was Installed. The Facility Is Still Being Operated By Arrow Material Services, And Kevin Roberts Is Still The Terminal Manager. The Facility Only Accepts Hazardous Waste From Clean Harbors And Used Oil From Safety-Kleen. Material Is Loaded Into Rail Cars By The Truck Drivers And Stored On Site Until Full Cars Are Transferred To Csx For Transport To Either The Next Non-Rail Transporter Or The Destination Facility. Transflo Maintains A 10 Day Storage Log For Hazardous Waste, And A 35 Day Storage Log For Used Oil. The Facility Also Generates Small Quantities Of Hazardous Waste From Loading And Maintenance Activities. | Track #2, Which Is The Northernmost Track At The Facility Is Now Being Used For Transfer Of Used Oil. Track #4 Is Used For Hazardous Waste Transfers, As This Track Is More Than 50 Feet Of The Property Boundary, And Therefore In Compliance With 40 Cfr 265.176 Regulations, As Adopted In Fac Rule 62-730.171(4)(A). Track Pans Are In Place, And Any Spills Which Are Not Contained By The Pan Will Drain To A Trench Which Drains Through A Junction Box To The Facility'S Central Storm Water Collection Sump. Knife Valves Are Able To Isolate The Trenches And A Secondary Valve Is Present If Needed To Cut Off Discharges From The Facility. Emergency Equipment, Including Spill Kits, Decontamination Showers And Fire Extinguishers Are In Place Next To The Tracks. Staff Are All Equipped With Communication Devices While Working On Site.
The Transfer Facility Logs Show That No Waste Was Stored More Than The 10 Or 35 Day Limit. If Hazardous Waste Rail Cars Are Received That Contain A Heel, The Time Frame Includes The Days Between Receipt Of The Car Through Loading Until Shipment Off Site. The Spreadsheet Tracking The Cars Includes Flags For The "Must Pull By" Date. Hazardous Waste Manifests Are Signed By Transflo Staff "On Behalf Of" Csx. Each Movement Can Be Tracked From The Transfer Facility Log To The Manifest By Date And Rail Car Number.
The Facility Maintains A Contingency Plan And Has Quarterly Emergency Response Drills. Typically, At Least Once Per Year An Outside Agency Such As The Fire Department Participates In The Drills. The Most Recent Fire Department Inspection Of The Facility Was August 2, 2017. Weekly Inspection Records Were On File And Included All Required Information. The Facility Contingency Plan And Training Records Were Also Up To Date.
Hazardous Waste And Used Oil Generated On Site Is Stored On Containment Pallets, Under A Protective Canopy. One 55 Gallon Drum Of Used Oil, Two Containers Of Used Oil Filters, Several Containers Of Used Oil Dry And One Container Of Sulfuric Acid Filter Waste Dated 11/3/2017 Were On Site At The Time Of The Inspection. All Containers Were Closed And Properly Labeled. Manifests Were Available For Review And Complete.

Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility At The Time Of The Inspection, Tampa Transflo Terminal Was Operating In Compliance With State And Federal Regulations For Very Small Quantity Generators Of Hazardous Waste And Used Oil Transporters. | An Inspection Was Conducted At Tampa Transflo Terminal ("Tampa Transflo") On March 30, 2021 By The Florida Department Of Environmental Protection ("Department") To Determine The Facility'S Compliance With State And Federal Regulations For Very Small Quantity Generators Of Hazardous Waste And Used Oil Transporters. Tampa Transflo Has Been Inspected Several Times By The Department Most Recently Being February 15, 2018. The Facility Last Notified On October 8, 2020 As A Very Small Quantity Generator Of Hazardous Waste; This Status Was Verified During The Inspection. The Facility Is Also Currently Notified As Hw Transporter, Hw Transfer Facility (Expires On 06/30/2021), Used Oil Transporter, And A Used Oil Transfer Facility (Expires On 06/30/2021). Inspectors Were Assisted By Kevin Roberts, Terminal Manager, During The Inspection. | The Tampa Transflo Terminal Is A Rail To Truck And Truck To Rail Transfer Facility For Bulk Commodities, Including Used Oil And Non-Hazardous Goods. Materials Are Loaded Into Rail Cars By The Truck Drivers And Stored On Site Until Full Cars Are Transferred To Csx For Transport To Either The Next Non-Rail Transporter Or The Destination Facility. The Facility Previously Used To Store And Transfer Hazardous Waste, But Discontinued The Practice In Early 2020. Other Then No Longer Handling Hazardous Waste, Operations At The Facility Have Not Changed Since Previous Inspections. While Arrow Material Services Was Previously Contracted To Operate This Facility, Since July 2019, The Operations Have Been Contracted To Road And Rail Services. Kevin Roberts Remains The Terminal Manager. Tampa Transflo Currently Has 13 Full Time Employees. The Facility Is On City Of Tampa Water And Sewer.
The Records Review For The Facility Was Performed Prior To The Facility Walk Through. Hazardous Waste Manifest Records Up Until Their Final Shipment On June 8, 2020 Were Reviewed And Appeared To Be Complete. Used Oil Shipment Records Were Reviewed And Appeared To Be Complete. In Lieu Of A Traditional Weekly Hazardous Waste Inspection Log, Tampa Transflo Maintained A 10 Day Storage Log For Hazardous Waste While It Was Still On Site And Continues To Maintain A 35 Day Storage Log For Used Oil, Which Recorded All Needed Information. The 35-Day Storage Clock Starts With The Initial Transfer Of Used Oil Into A Rail Car. Records Showed That No Waste Was Stored On Site For More Than The Allowable Limit. The Facility Maintains A Contingency Plan And Has Annual Training Records That Were Available For Review.
Used Oil Is Transferred And Stored On One Half Of Track #5 (The Other Half Is For Cement Transfers). According To Mr. Roberts, Arriving Rail Cars Are Inspected Within 24 Hours Or Arriving And Again Prior To Leaving. At The Time Of The Inspection, There Were (3) Railcars Present That Were Labeled Used Oil. Track Pans Are In Place, And Any Spills Which Are Not Contained By The Pan Will Drain To A Trench Which Drains Through A Junction Box To The Facility'S Central Storm Water Collection Sump. Knife Valves Are Able To Isolate The Trenches And A Secondary Valve Is Present If Needed To Prevent The Discharge Of The Facility'S Storm Water System In The Event Of A Spill. Emergency Equipment, Including Spill Kits, Decontamination Showers And Fire Extinguishers Are In Place Next To The Tracks. Staff Are All Equipped With Communication Devices While Working On Site.

The Facility Originally Notified As A Used Oil Transporter On February 13, 2004. The Facility Most Recently Notified As A Vsqg Of Hazardous Waste, A Hazardous Waste Transporter (Expires 6/30/2024), And A Used Oil Transporter/ Transfer Facility (Expires 6/30/2024) On March 28, 2023. Tampa Transflo Has Been Inspected By The Department Several Times, Most Recently On March 30, 2021, And The Hillsborough County Sqg Program Last Inspected The Facility On January 15, 2009. The Facility Is Primarily Comprised Of A Rail System That Includes 11 Separate Tracks, A Storage Shed To The Southeast, And A Building That Houses Offices With An Attached Scale House On The East End Of The Property. Currently, There Are Approximately 13 Employees On Staff. Tampa Transflo Operates From 6:00 Am To 6:00 Pm Monday To Friday. The Facility Is Connected To The City Of Tampa Water And Sewer.

Rail Yard
The Rail Yard Is Comprised Of 11 Separate Tracks That Are Numbered From 2 To 12, With Each Track Containing Several Railcars Dedicated To A Set Of Products. Third-Party Truck Drivers Arrive To The Scale House To Weigh In And Are Then Assigned A Track And A Railcar To Begin Loading Product. All Product Is Loaded Directly Into The Railcars From The Trucks By The Truck Drivers. As Part Of A Contract, Any Damage Sustained To The Railcar In This Process Is The Sole Responsibility Of The Third-Party Contractor That Loaded The Product. Arriving Railcars Are Inspected Within 24 Hours Of Arriving And Again Prior To Leaving The Rail Yard. Track Pans Are In Place And Any Spills Which Are Not Contained By The Pan Will Drain To A Trench Which Drains Through A Junction Box To The Facility'S Central Storm Water Collection Sump. In The Event Of A Spill, Knife Valves Can Isolate The Trenches And A Secondary Valve Is Present If Needed To Prevent Discharge Of The Facility'S Storm Water System.
