Mr. Nathan Worley Accompanied The Inspector Through Out The Facility. Ring Power Is A Conditionally Exempt Small Quantity Generator Of Hazardous Waste And A Generator Of Used Oil.

There Are Three System One Recycling Parts Washers Serviced Every 4 Months By Safety Kleen And Three Drum Top Parts Washers That Are On Safety Kleen'S Continued Use Program. Used Oil Is Stored In A 4,000 Gallon Double-Walled Above Ground Storage Tank. The Used Oil Tank, All Drain Pans And Dollies Where All Labeled "Used Oil." All Used Oil, Used Antifreeze, Used Oil Filters And Used Oil Absorbents Are Sent To Synergy Recycling. About 250 Gallons Of Used Oil Are Generated Every Two Months. Shop Rags And Uniforms Are Laundered By Cintas. Contaminated Dirt Cleaned Out Of The Wash Rack Is Sent To Clark Environmental.
Universal Waste Lamps And Batteries Are Taken To The Ring Power Facility In Tampa. Lead Acid Batteries Are Stored On Pallets In The Wash Rack. They Are Somewhat Protected By Weather. As A Best Management Practice The Department Recommends Moving Them To An Inside Location Where There Is Less Vehicle Traffic Or Placing Them In A Containment Cabinet To Prevent The Risk Of Being Hit By Vehicles Coming In And Out Of The Wash Rack.

Routine; SQG (100-1000 kg/month) - Routine; Used Oil Transporter - Routine; Used Oil Transfer Facility - Routine; Used Oil Generator On February 23, 2003, The Florida Department Of Environmental Protection (Department) Received Notification That Ring Power Corporation In Sarasota (Ring Power) Had Become A Small Quantity Generator (Sqg) Of Hazardous Waste. Ring Power Is Also A Registered Used Oil Handler And Used Oil Transporter. The Facility Was Last Inspected On June 25, 2013, By The Department’S Hazardous Waste Section. Mr. Andy Carothers, Branch Service Manager, Accompanied The Department Representatives During The Inspection Conducted On June 5, 2017. | Ring Power Rents And Services Heavy Equipment And Is On Manatee County Water And Sewer. The Maintenance Shop Contains Nine Service Bays And A Wash Rack And Associated Wastewater Recycling System. The Wash Rack Is Maintained By Southern Environmental And All Solids Accumulated From The Wastewater Are Transported To Clark Environmental. Ring Power Also Operates Two Service Trucks From This Location To Provide Service To Leased Equipment In The Field. One Of The Trucks Has A 200-Gallon Capacity Used Oil Compartment, And The Other Has A 90-Gallon Used Oil Compartment. As More Than 55 Gallons Of Used Oil Is Transported At A Time, The Facility Is Subject To Used Oil Transporter Requirements. The Facility Does Not Manage Oil Generated By Other Facilities Or Transporters.
There Are Three System One Recycling Parts Washers Serviced Every 4 Months By Safety-Kleen And Three Drum Top Parts Washers That Are On Safety-Kleen’S Continued Use Program And Serviced Every 2 Months. The Still Bottoms From The Parts Washers Are Collected By Safety-Kleen. The Spent Solvent Generated From These Parts Washers May Be Subject To Hazardous Waste Storage And Disposal Regulations If It Contains Any Ingredients That Make It Hazardous. On June 2, 2017, Mr. Travis Anders, Shop Foreman, Signed A “Solvent Generator Notification And Certification” Stating That The Spent Solvent Was Non-Hazardous Without Prior Testing Of Its Contents. The Department Is Requesting The Facility To Perform A Tclp Analysis On One Representative Recycling Parts Washer And One Representative Drum Top Parts Washer To Determine Whether The Spent Solvent Is Hazardous Or Non-Hazardous; Please Submit The Tclp Analysis Results To The Department For Review.
Used Oil Is Stored In A 5,000-Gallon Double-Walled Above Ground Storage Tank. The Facility'S Used Oil Tank Had Been Re-Painted Recently And Was Not Yet Labeled, Even Though The Fill Port Was Labeled Properly. The Tank Was Labeled With The Words "Used Oil" During The Inspection. All Used Oil, Used Antifreeze, Used Oil Filters, And Used Oil Absorbents Are Collected By Synergy Recycling (Flr000053611).
Aerosol Cans Are Punctured Prior To Recycling. One Unlabeled 55-Gallon Satellite Puncturing Drum Was Observed On-Site (Corrected During The Inspection: The Drum Was Labeled Properly With The Words “Hazardous Waste”). Universal Waste Lamps And Universal Waste Batteries Are Taken To The Ring Power Facility In Riverview (Fld984170415) For Consolidation Prior To Disposal. Lead-Acid Batteries Are Exchanged Back To Caterpillar Or Recycled With Deka Batteries For Core Credit Out Of The Tampa Location. Universal Waste Bulbs Are Recycled With Veolia Technical Solutions, Llc.
Ring Power’S Certificate Of Liability Insurance And Used Oil Handler And Transporter Registration Were Displayed During The Inspection And Were Current. Hazardous Waste Shipping Manifests Were Available For Review With The Most Recent Shipment Occurring On February 1, 2017, Where 250 Pounds Of Waste Paint Were Transported To Clean Harbors (Fld980729610). During A Review Of The Used Oil Manifests From January 2017 To June 2017, It Was Recorded That Approximately 600-900 Gallons Of Used Oil Are Transported To Synergy Recycling Once To Twice Each Month.

In Sarasota, Fl, (“Ring Power”) Was Inspected By The Florida Department Of Environmental Protection (“Department”) To Determine The Facility’S Compliance With State And Federal Hazardous Waste And Used Oil Rules. The Facility Last Notified As A Small Quantity Generator (Sqg) Of Hazardous Waste On February 27, 2013, And Was Last Inspected On June 5, 2017, By The Department’S Hazardous Waste Section. Ring Power Is A Currently Registered Used Oil And Used Oil Filter Transporter And Transfer Facility. Mr. Travis Anders, Service Manager, Accompanied The Department Inspectors Throughout The Facility. | Ring Power Rents And Services Heavy Equipment And Is On Manatee County Water And Sewer. The Facility Currently Employs About 60 Individuals Working Two 8-Hour Shifts, 5 Days A Week. Unless Noted Below, No Significant Changes Have Been Made To The Facility’S Process And Operations Since It Was Last Inspected, And Additional Information Can Be Found In The Previous Inspection Report Dated 06/05/17.

Approximately 1,700 Pounds Of Drained Used Oil Filters Were Last Picked Up On 12/06/19 By Safety-Kleen Systems And Sent To Safety-Kleen Systems In Ocala, Fl, (Epa Id #Flr000060301). The Last Shipment Of Waste Paint Occurred On 08/29/19 When Safety-Kleen Systems Picked Up 85 Pounds Of Waste Paint And Sent It To Safety-Kleen Systems In Smithfield, Ky (Epa Id #Kyd053348108); An Ldr Notification Form Was Completed For This Waste Shipment. A Review Of The Hazardous Waste Shipping Manifests From 2018 To 2019 Showed That This Facility Was Generating As A Very Small Quantity Generator (Vsqg) Of Hazardous Waste.

Routine; Used Oil Transporter Ring Power, Sarasota (Rps), Was Inspected On December 12, 2024, By The Florida Department Of Environmental Protection (Department) To Determine The Facility’S Compliance With State And Federal Hazardous Waste Regulations Governing Used Oil Transporters And Small Quantity Generators (Sqgs) Of Hazardous Waste. According To Department Databases The Facility Initially Notified As A Conditionally Exempt Small Quantity Generator (Cesqg) Of Hazardous Waste In April 2005. Rps Notified As A Small Quantity Generator Oil Filters, Used Oil Transporter & Transfer Facility, Small Quantity Handler, Universal Lamps In April 2010, And Remains As Such. In 2022 They Re-Notified As An Sqg Of Hazardous Waste.
This Was The First Inspection Of This Facility By The Department. No Inspections Have Been Performed By The Manatee County Sqg Program. The Inspector Was Accompanied Throughout The Facility By Travis Anders, Service Manager, For The Duration Of The Inspection.
| Rps Rents Heavy Equipment And Services Their Rented Equipment. The Servicing Can Take Place In Their On-Site Maintenance Shop Or In The Field. Rps Also Sells Equipment Parts To The General Public. Rps Operates Out Of One Building That Includes Office Space, Maintenance Shop And Parts Department. This Facility Currently Has Approximately 65 Employees. The Hours Of Operation Are 7:00 Am – 5:00 Pm Monday Through Friday. Water And Sewer Service Is Provided By Manatee County Utilities.
Rps Uses A Combination Of Standard Fluorescent & Led Bulbs For Indoor Lighting. When Servicing Of The Lighting System Occurs It Is Accomplished By A Third-Party Contractor Who Also Removes Spent Bulbs From The Site. As The Fluorescent Fixtures Go Dark They Are Replaced With The Led Fixtures. Mr. Anders Says It Is Possible There Are No More Fluorescent Bulbs In The Facility Now. The Facility Has Two Forklifts, One Battery Powered, And One Propane Powered. This Equipment Is Serviced By A Third-Party Contractor.

No Hazardous Or Universal Waste Is Generated Or Stored In This Space.
Parts Department
Universal Waste Spent Lead-Acid Batteries Are Initially Brought To The Outside Of The Parts Department And Placed In Open Cardboard Boxes On Two Pallets Outside Of A Bay Door. The Wall Above These Batteries Contains A Sign That Says, “Notice Universal Waste Batteries Designated Area.” Eventually They Are Brought Into The Parts Department And Placed Into Larger Cardboard Boxes On Pallets And Sealed For Shipment. At The Time Of The Inspection There Were Two Large, Sealed Cardboard Boxes Of Spent Batteries Awaiting Pick-Up In The Parts Department. There Was No Tracking System In Place To Document How Long The Spent Batteries Have Been On-Site. The Sealed Boxes Of Spent Batteries Were Not Labeled As “Universal Waste - Battery(Ies),” Or “Waste Battery(Ies),” Or “Used Battery(Ies),” Per Rule.
Maintenance Shop
On-Site Servicing/Repair Of Heavy Equipment Occurs In The Maintenance Shop. This Process Generates Used Oil, Used Oil Filters, Used Anti-Freeze And Paint Waste. Used Oil Is Changed Out Using Various Types Of Pans That Are Properly Labeled With The Words "Used Oil.". Once Drained Into The Drain Pans The Used Oil Is Transferred To A Large, Double Walled Containment Tank That Was Properly Labeled With The Words “Used Oil”. Spent Used Oil Filters Are Drained And Placed Into A Large, Closed Bin On Wheels, Properly Labeled With The Words “Drained Used Oil Filters Only.”
Used Oil Is Picked Up By Safety-Kleen Systems With The Last Pick Up Occurring On December 12, 2024, And Quantified At 940 Gallons. This Facility Ships Out Used Oil About Once Per Month. The Facility Provided Three Years Of Used Oil Receipts At The Inspection.
Used Antifreeze Is Drained The Same Way As The Oil And Pumped Into A Large Double-Walled Containment Tank Labeled "Used Antifreeze." Used Antifreeze Is Not Picked Up As Frequently As Used Oil.
