08/28/2008 Site Inspection Routine; Non-Handler - Routine; Transporter - Routine; Transfer Facility Veolia Environmental Services Technical Solutions, Transfer Facility (Veolia Tf), Formerly Onyx Environmental Services Notified The Department Of Universal Waste Transfer Area Activities For A Parking Area Within The Industrial Park At 4972 Woodville Highway, South Lot, Tallahassee, On January 9, 2006. This Area Is Used For Trailer/Van Parking For Veolia Transport Vehicles Prior To And After Unloading At The Mercury Containing Lamps And Devices Storage, Recovery And Reclamation Facility. No Violations Were Cited During The Last Inspection Of Veolia Tf, Conducted In May 16, 2007. | The Transfer Facility Appeared To Be Operating In Accordance With Procedures Outlined In The Veolia Tsd Facility Permit Application. In-Compliance At The Time Of This Inspection. | This Location Is A Transfer Area And Regulations Allow Parking Of The Trailer/Van In This Area For Up To 10 Days Maximum. Veolia Trailer/Van Arrivals At The Facility Have Shipping Documents Reviewed By The Operations Manager. Any Manifested Hazardous Waste In The Shipment Is Immediately Removed At The Veolia Tsd Facility Prior To Parking Of Any Trailer/Van In This Transfer Facility (South Lot). A Transfer Facility 10 Day Log Is Used To Monitor Trailer/Van Arrivals Dates, Hw Unloading, Mandatory Unload Date And Actual Unload Dates. The Transfer Facility Logs And Yard Are Checked Daily To Ensure Compliance With Procedures. | Jim Byer And Aaron Mitchell Inspected Veolia Transfer Facilty For The Purpose Of A Rcra Compliance Inspection For The Universal Waste Transfer Area. Linda Dunwoody And Randy Williams Provided Access To The Facilities And Descriptions Of The Processes. Copies Of The 10-Day Material Log Showing Arrival Dates 6-27-08 Thru 8-27-08 Were Printed And Used As Reference For This Inspection. A Review Of The Log Indicated That Manifested Hazardous Waste Is Unloaded On The Day Of Arrival And No Trailers Arriving Within This Time Frame Were Allowed To Remain Parked In The Transfer Facility Loaded For More Than 10 Days. At The Time Of This Inspection The Database Records And In-Coming Trailer/Van Folders Indicated Trailers Parked In Dock 1 And Dock 2 At The Storage, Recovery And Reclamation Facility And Eight Trailers Parked In The Transfer Area Were Waiting To Be Unloaded. A Physical Inspection Of The Transfer Area Was Conducted. There Were Eight In-Coming Trailers Parked In The Area. Three Trailers Were Being Used For Storage Of Equipment, Ballast, And Electronics Or Metal For Recycling. Five Of The Trailers Were Empty And/Or Outbound. Two Of The In-Coming Trailers Were Opened, Inspected, And Shipping Papers Vs Actual Contents Verified. One Of The Storage And One Out-Going (Empty) Trailer Were Opened And Actual Contents Verified. Three Trailers Were Randomly Inspected To Ensure Compliance With State And Federal Regulations. The Trailers Had Different Items Stored On Them And All Matched The Transfer Yard Log Records That Are Maintained By Veolia. The Storage Times Vary Depending On The Content Of The Trailers. Trailers That Have Universal Waste Stored On Them Are Kept In The Transfer Yard For A Maximum Of Ten Days. On The Tenth Day Or Previous To That Day The Universal Waste Is Off-Loaded At The Main Facility'S Docking Area For Processing. Inspection: During The Inspection, Three Trailers In The Transfer Area Contained Universal Wastes. The Trailers Inspected Were #889977, #889976, And #818132. During A Visual Inspection Of Trailer #818132, A Five-Gallon Container With A Hazardous Waste (Hw) Label Was Stored Inside The Trailer. The Discovery Of The Five-Gallon Container Labeled Hw Was Presented To The Operations Manager, Ms. Dunwoody. She Investigated The Reason Why (What Appeared To Be) A Hazardous Waste Container Was Discovered In The Trailer. Inspectors Were Informed That The Generator (Progress Energy) Had Been Contacted And Notified Of The Discovery. They Informed Ms. Dunwoody That They Had Mislabeled The Waste, But Had Shipped It As Non-Hazardous Waste On A Bill Of Lading. The Waste In The Container Was In Fact Universal Waste, Mercury Containing Manufactured Articles (Mcma). Ms. Dunwoody Informed The Inspectors That Emphasis Would Be Placed On The Refusal Of Improperly Labeled Materials. Veolia Is Proposing To Move Its Transfer Facility From Its Current Location (Non-Contiguous With The Reclamation Facility) To An Area That Is Located On The Other Side Of Marpan Lane (Near The Reclamation Facility). Fourteen Trailers Were Randomly Inspected To Ensure Compliance With State And Federal Regulations. Trailers 800401, 817421, And 622828 Were Empty. Trailers 484466, 889890, 889222, And 694756 Contained Inbound Universal Waste. The Inbound Materials Were Various Batteries (Nicad, Li...Etc. ), Universal Waste Lamps (Hids And Fluorescent), Mercury Containing Devices, And Other Universal Wastes Permitted To Be Processed At The Facility. All Containers Were Labeled, Dated, And Matched The Transport Documentation Used By Veolia. Trailers 683536, 622832, 889985, 8000398, And 818134 Contained Outbound Universal Waste, Post Retort Materials, (Aluminum End Caps And Post-Retort Phosphor Powder) And Electronic Waste. The Outbound Universal Waste Shipments Are Sent To Sister Veolia Processing Sites In Port Washington, Wisconsin And Phoenix, Arizona. All Outbound Shipments Were Properly Closed Labeled And Matched The Facility Shipping Documentation. Trailer 8181358 Was Used For The Storage Of Georgia Power Containers That Were Sent To The Facility For The Transport Of Their Universal Waste. Trailer 818133 Was Damaged And Is Being Used For The Storage Of Empty Drums And Containers Used By Veolia To Ship Universal Wastes. 11/18/2020 Site Inspection Routine; Transfer Facility Veolia Es Technical Solutions (Fl0000207449) Operates A Universal Waste Transfer Facility (Flr000124917) At 4972 Woodville Highway, Tallahassee, For The Parking Of Transport Vehicles Prior To And After Unloading At The Permitted Facility. The Transfer Yard And Permitted Facility Are Located On Non-Contiguous Property In The Same Industrial Park. On November 18, 2020 Monica Hardin And Corinna Clanton, Of The Florida Department Of Environmental Protection (Dep Or Department), Conducted A Routine Compliance Evaluation Inspection At Veolia Transfer Yard (Transfer Yard Or Facility) To Ensure Compliance With Applicable State And Federal Universal Waste Transfer Area Regulations. The Transfer Yard Was Last Inspected On June 14, 2017 With No Violations Cited. | At The Time Of The Inspection A Total Of Thirteen Trailers Were Present In The Transfer Yard (Photos 1-2). Of These, Twelve Were Empty. The One Trailer With Contents Contained Empty Carbon Fiber Drums. When Trailers Are Stored Onsite With Contents, The Storage Times Vary Depending On The Content Of The Individual Trailers. Trailers With Universal Waste Stored On Them Are Kept In The Transfer Yard For A Maximum Of Ten Days.
